Chandigarh, August 20 - Haryana Chief Minister, Sh. Manohar Lal said that 2,20,48,121 persons belonging to 54,73, 599 families in the state have given their signed consent by registering themselves in Parivar Pehchan Patra (PPP) till August 18, 2021. This information was given by the Chief Minister in response to a question during the Monsoon Session of Haryana Vidhan Sabha today.
Our goal is upliftment of the poor: CM
The Chief Minister said that our target is to financially uplift the families having annual income of less than Rs 1.8 lakh. He said that under the survey of Parivar Pehchan Patra Yojana, so far 30,000 families with annual income up to Rs 50,000 and families declaring annual income up to Rs 1 lakh have been identified. Teams of six departments are making plans to increase their sources of income, by contacting the families.
Families have declared their own income
The Chief Minister informed that 9,20,569 families comprising 29,84,533 persons have updated their data in registration and PPP till August 18, 2021, but their signed consent is yet to be provided.
He said that the income data in the PPP has been collected on the basis of self-declared information by the family along with the number of its members. The data so declared is separately verified with the available database maintained by the Central Government or by the State Government through digital medium and also on physical basis by specially constituted committees in the field.
The process of verification of data is still in progress
Responding to another question, Sh. Manohar Lal said that the verification process for income data is currently underway. 54,73,599 families have self-declared income of 2,20,48,121 persons of their family in PPP, with a total income of Rs 1,35,724 crore as on August 18, 2021. When calculated, the per capita income and per family income are Rs 61,558 and Rs 2,47,962 respectively.
He said that self-declared income is verified through digital medium from other available databases maintained by the Central Government or State Government and through physical verification by specially constituted committees. Verification of income is also done through digital medium with Income Tax Database of Central Board of Direct Taxes (CBDT) as per Notification No. 90/2020S.0 4545(E) dated December 15, 2020 issued by Ministry of Finance, Government of India.
Chief Minister informed that there is also a process for digital income verification that personal data is also verified with other databases like HRMS of Haryana Government employees and database of Haryana Labour Welfare Board which maintains data of remuneration paid to private sector and persons doing similar work.
The Chief Minister said that the physical field verification is being done through a software application. A specially constituted team named Local Committee (LC) is working on this application. The structure of the LC is such that it includes people from different social groups.
It consists of a government employee who acts as the team leader. This includes a local operator registered with CRID, a volunteer, a social worker and a student. Each member of each local committee gives details of the assessment of the income of each member of the family. Where income assessment of three or more local committee members match, it is taken as verified income. In cases where there is a difference, the family income is worked out on the basis of a prescribed formula.
The Chief Minister said that the PPP database serves as metadata for the distribution of all government schemes, subsidies, services and benefits. Presently the integration of government schemes, subsidies, services and benefits with PPP is being done and this work is likely to be completed in the next three months. Upon integration, it will be possible to provide citizen services proactively anytime, anywhere without the need for documents as the data available with PPP database is pre-verified.
Data completely secure
The data is not used for any other purpose and is not shared with any private agency. The data in the PPP database is stored securely on the Government Cloud. The portal works on an authorized user basis only and no one has been given open access to the data stored on it. The software application is developed by the office itself and none of the vendors is included with the PPP. Presently the portal is being monitored by NIC on behalf of CRID and all security protocols prescribed by NIC are being followed at the National Level. All security measures have been taken to protect the data from loss, misuse or alteration.
