Chandigarh, August 29 – In line with the commitment of Haryana Chief Minister, Sh. Manohar Lal to uplift every family of the society as well as to uplift the economic status of the last person standing in line, the state government has prepared a comprehensive action plan under which education, health, all-round development and welfare of every citizen will be ensured with emphasis on security, self-respect and self-reliance. For this, the data of citizens collected in the Parivar Pehchan Patra (PPP) has been divided age-wise into 5 categories and the responsibility of each category has been assigned to a department. Each department will keep a complete record of the benefits of all schemes and services according to age group, education, health and employment etc.
The Chief Minister was presiding over the review meeting regarding the PPP here today. Administrative Secretaries of various departments were also present in the meeting.
Sh. Manohar Lal said that the responsibility of children up to the age of 6 years has been entrusted to the Women and Child Development Department. The department will pay special attention to the elementary education and nutrition of these children. In addition, the department will also keep a track of every child whether that child stays at home, goes to anganwadi or school till the age of 6 years and ensure that he or she is getting the required nutritious food. He said that if children get good nutrition and education at the very beginning, then their foundation will be strong and they will move forward in a positive direction in life.
He directed the officers to prepare and implement an action plan soon for all these activities. Apart from this, he also directed to expedite the process of setting up creches for day care of children.
The Chief Minister said that school education is equally as important as elementary education. Therefore, with the vision that no child should be deprived of education, the responsibility of children in the age group of 6 years to 18 years has been entrusted to the School Education Department. The Department will keep special track of school dropouts along with providing education to every child, so that the drop out rate can be reduced. The department will have the data of every child whether he is taking education in school or ITI or any other institute. He directed the officers to set up a special cell for tracking and to prepare SOPs. Similarly, the responsibility of children in the age group of 18 years to 24 years has been entrusted to the Higher Education Department and in the age group of 25 to 60 years to the Employment Department. These departments will lay emphasis on the employment of youth as well as their skill development.
Sh. Manohar Lal said that the Parivar Pehchan Patra Authority will send data to these departments every month. The department will implement these activities at its level. He said that the present state government is moving ahead with a transparent system and is providing benefits of all government facilities and schemes to beneficiaries at their doorstep.
The Chief Minister directed that a Grievance Redressal Cell should be set up at the district level under the leadership of Additional Deputy Commissioner to remove the difficulties faced by the citizens in the application of the PPP if the data is incorrect or changes are to be made in the data. It was informed in the meeting that soon a chatbot will be started on the Parivar Pehchan Patra portal, in which citizens will be able to have their grievances resolved. The chatbot will be available in Hindi, Punjabi and English languages.
It was informed in the meeting that the data of 70 lakh families and 2.80 crore members have been updated on the Parivar Pehchan Patra portal. Verification of caste, date of birth, income of maximum families has been completed. Through PPP, the old age pension of more than 11,000 citizens has been made without any hassle or making rounds of government offices. Apart from this, about 1.63 lakh Scheduled Castes and more than 24,000 Backward Classes Caste Certificates have also been generated through PPP. Citizens have received a lot of benefits from this.
Chief Principal Secretary to Chief Minister, Sh. DS Dhesi, Principal Secretary to Chief Minister, Sh. V Umashankar, Chief Executive Officer, Haryana Parivar Pehchan Authority, Sh. Vikas Gupta and other officers were present in the meeting.
