Chandigarh, August 5 - Haryana Cabinet under the Chairmanship of Chief Minister, Sh. Manohar Lal has approved the amendment of the various provisions of Haryana Kisan Pass Book Rules, 1996 as per the observations of 42nd report of Haryana Vidhan Sabha Committee on Subordinate Legislation for the year 2013-14. These Rules may be called as Haryana Kisan Pass Book (Amendment) Rules, 2021.

The Haryana Kisan Pass Book Act, 1994 was framed to provide Kisan Pass Book to every farmer containing record of rights and liabilities of his agricultural holdings in a revenue estate and to enable them to have credits facilities and for other matters connected or incidental thereto to implement the said Act of 1994, the Haryana Kisan Pass Book Rules, 1996 were framed.

As per the amendments these Rules may be called as Haryana Kisan Pass Book (Amendment) Rules, 2021. In the said rules, in rule 3(5), in line four, the word ‘joinly’ shall be substituted by the word ‘jointly’.

In the said rules, in rule 9(2), in third line, the words ‘Pass Book’ shall be substituted by the words ‘Kisan Pass Book’ and in fourth line, the words ‘within a week’ shall be substituted by the words ‘within fifteen days’.

In the said rules, rule 10 (3), shall be substituted in the following manner; viz., “The Kisan will be required to take all precautions for the safe custody of the Kisan Pass Book and will guard it from damage, destruction and loss. If inspite of all precautions the Kisan Pass Book is lost or completely destroyed, the Kisan will submit his application in form 4 for issue of a duplicate Kisan Pass Book and that shall be entertained by the Circle Revenue Officer. The application so made shall be accompanied by the damaged or mutilated Kisan Pass Book or an undertaking that the Kisan Pass Book has been lost or damaged.” The amendment only provides for a personal undertaking and there will be no need for any police report.

In the said rules, in rule 12, in the first line, the word ‘(i)” between the words “for the” shall be omitted.

In the said rules, in Form 4, Sr. No. 6 (a) and Sr. No. 6(b) shall be substituted with Sr. No. ‘6’. In Annexure ‘A’ to the said Rules, in Instruction No. 14 the words “or imprisonment for six months or both” shall be omitted. In the said rules, in Annexure ‘A; instruction No. 15 shall be omitted.
