Chandigarh, August 5- Haryana Cabinet which met under the Chairmanship of Haryana Chief Minister, Sh. Manohar Lal accorded approval for the establishment of a Company for deployment of manpower in Government Departments, Boards, Corporations, Statutory entities, State Universities and other agencies owned and controlled by the State Government under the name of Haryana Kaushal Rozgar Nigam Limited, with equity share capital of Rs. 2 crore.

At present there are various challenges in the engagement of manpower by various government entities in the state including non-standardized engagement processes followed by various Government entities for engagement of services and manpower. There is lack of transparency while engaging manpower; exploitation of contractual manpower by private contractors or service providers by way of delayed payment, non-payment, or less payment of salary and benefits; non-compliance of the provisions of Employees Provident Fund and Miscellaneous Provisions Act, 1952 by improper deduction/non/deduction of EPF by private contractors or service providers; non-compliance of the provisions of Health Insurance under the Employees State Insurance (ESI)Act 1948 by improper/non-deposition of ESI by the private contractors or service providers; and non-compliance of Government instructions on the Reservation Policy in deployment of manpower by private contractors or service providers.

In order to address the above mentioned challenges, is necessary to establish a Company under the administrative control of the Haryana Skill Development and Industrial Training Department, which will fulfill the mandate for deploying manpower as per the demand of all the government  entities of State Government.

The objectives of the Company are to carry on the business of deployment of skilled, semi - skilled and other manpower in Government Departments, Boards Corporations, Statutory entities, Universities State Educational Institutions , and other organizations owned and  controlled by the State Government for meeting their temporary requirement of skilled, semi - skilled and other manpower and arrange for continuous skill training, if required, to meet the needs of the job role.

The Company will deploy manpower of the required qualification and experience as required. It will create an online register of candidates residing in Haryana actively seeking employment and to arrange need - based skill training and target socio - economically disadvantaged candidates for skilling and deployment based on predefined criteria. The company will arrange for continuous skill training and up - gradation for already deployed manpower and will arrange for deployment of skilled and semi - skilled manpower in private establishments on demand basis. The company will effectively cater to the short term and medium - term manpower requirements and ensure due benefits to the deployed manpower by adopting efficient, transparent, sustainable and tech - first processes and will ensure compliance of Government instructions on the Reservation Policy issued from time to time while deploying manpower. The Company will do any other work related to deployment of manpower with the prior approval from the Board of Directors of the Company.

An initial amount of Rs. 2 crore will be sanctioned as equity share capital for establishment of the Company. The services of the Company for the deployment of manpower will be as determined by the company for meeting future operating expenses of the Company.

Haryana Chief Secretary will be the Chairperson of the Board of Directors of the Company will include Administrative Secretaries of Skill Development and Industrial Training Department, Development and Panchayat Department, Urban Local Bodies Department, Finance Department and Employment Department apart from Principal Secretary, General Administration Department and Director General, Skill Development and Industrial Training Department, while Chief Executive Officer will be appointed by the State Government.

The Chairperson, Board of Directors and Executive Committee will oversee overall functioning of the Company. Director General, Haryana Skill Development and Industrial Training Department will be authorized for formation and incorporation of the company. Managerial posts and staffing for core functions and support functions will be carried out in order to ensure proper functioning of the Company with the approval of the Board of Directors.
