Chandigarh, December 22 - Haryana Chief Minister, Sh. Manohar Lal while questioning the Leader of Opposition, Sh. Bhupinder Singh Hooda over reading out the whatsapp chat in the winter session of Vidhan Sabha demanded to officially share a copy of the same. While, Leader of Opposition refused to reply to it. However, the Chief Minister then requested the Speaker to thoroughly investigate the Chat document read in the House by the Opposition leader.
'Agar Kanch Par Para Chadha Diya Jaye toh Darpan Ban jata Hai, Agar Vahi Darpan Dikha Diya Jaye toh Para Chadh Jata Hai', said Sh. Manohar Lal while taking a poetic jibe at Sh. Bhupinder Singh Hooda.
The Chief Minister said this while answering questions raised by the opposition on the last day of winter session of Vidhan Sabha.
"The main goal of the state government is to bring reforms in the system and constant work is being done to resolve every problem being faced by the common man," added Sh. Manohar Lal.
He said that Haryana Law Commission is being constituted to remove the overlapping of laws. This Commission will study the laws and the outdated laws will be deleted or modified.
As per records 276 cases registered during farmers’ agitation
Sh. Manohar Lal said that as per the police records, 276 cases have been registered during the farmers' agitation so far. Of these, 4 cases are registered under serious offences. Out of 272 cases, chargesheet has been prepared in 178 cases. As many as 158 cases are still untraceable.
The cancellation report of 8 cases has been prepared and cancellation report of four cases has been filed. The process of cancellation of 29 cases is going on, he further informed. He said that the state government will withdraw all the cases registered against farmers except cases involving heinous crimes such as rape, murder etc.
Responding to a question raised in the House regarding giving compensation to the farmers, the Chief Minister said that at present, talks are going on with the farmers. According to the CID report, the postmortem of 46 farmers has been done. During interaction with farmers, it had been informed that the tally of deceased farmers of Haryana is 73.
The investigation in this matter is still going on. The decision regarding compensation will be taken only after holding discussions, added Sh. Manohar Lal.
Committee to be formed for appointment in Universities
The Chief Minister said that a five member committee would be constituted for taking decisions regarding appointments to different posts in the universities of the State.
This committee will be include, the representative of the Governor (Chancellor), Principal Secretary of Higher Education Department, and Vice Chancellors of three universities will be included. A decision in this regard will be taken after this only, said Sh. Manohar Lal.
The Chief Minister further informed that the instructions of UGC will be complied with. The appointments in universities will be done in a transparent manner and on the basis of merit only. The autonomy of universities will remain intact.
Numberdars will not be removed, assured Chief Minister
The Chief Minister said that Numberdars will not be removed. The monthly honorarium of Numebrdars has been increased from Rs. 1500 to Rs. 3000 by the government. Along with this, Rs. 7000 is being given to them as mobile expenses, added Sh. Manohar Lal.
The file to give the benefit of Ayushman Bharat to Numberdars has also been cleared, approval will be received from the central government soon. The government has not yet taken any decision on the appointment of a new Numberdars. A decision in this regard will be taken later, informed the Chief Minister.
Rs. 600 crore spent for providing direct relief to the beneficiaries during Pandemic
The Chief Minister said that the government has left no stone unturned during Pandemic. More than Rs. 600 crore have been spent during Pandemic for providing direct relief to the beneficiaries. He said that due to COVID-19, the MLAs who still have not received Rs. 5 crore for development works in their respective constituencies, the same would be released by March 31, 2022.
Micro irrigation will be promoted
The Chief Minister said that Micro-irrigation would be promoted keeping in view the water scarcity and the future of the coming generations. Plans will be made for this. To promote micro-irrigation and crop diversification, the government is giving incentives to the farmers at the rate of Rs. 7000 per acre. Everyone's cooperation is needed in the State Government's plan for water management, said Sh. Manohar Lal.
Prime Minister too has lauded the schemes being run by Haryana
Sh. Manohar Lal said that the central government is not only praising the schemes run and planned by the State Government, but is also working to implement them across the country. The Prime Minister too has lauded Haryana at several occasions, added Chief Minister.
DA hiked from 28 percent to 31 percent
The Chief Minister said that the State Government has decided to increase the rate of Dearness Allowance for its employees and dearness relief for pensioners and family pensioners from 28 per cent of basic pay and pension to 31 per cent with effect from July 1, 2021.
Besides this, the government has also decided to increase the share of NPS scheme implemented for new employees from 10 percent to 14 percent on the lines of the central government which will be implemented from January 1, 2022.
Concerned Ministers to submit their written reply to questions raised by MLA's in zero hour within a month
The Chief Minister said that a new system is going to be started in the House under which the written answers to the questions raised by the MLAs in the Zero hour will be given by the government to the concerned MLA within a period of one month. The entire house welcomed the Chief Minister's decision.
PLPA matter sub judicious in court
Sh. Manohar Lal said that earlier there was forest which was affected by soil erosion. The Punjab Land Preservation Act (PLPA) was then enacted. A lot of areas of the state came under it. The matter related to PLPA is currently sub judicious in the Supreme Court.
