- Chandigarh, February 20- Haryana Chief Minister, Shri. Manohar Lal today sought Central Government’s intervention in resolving the long pending issue of Sutlej Yamuna Link (SYL) and Hansi-Butana Link Canal so that State could get its legitimate share of river water.
- “To overcome the water shortage problem in the State, the Government will soon be signing a Memorandum of Understanding (MOU) for the Kishau dam. Besides this, MoUs have already been signed with the Uttarakhand and Himachal Pradesh Government for Lakhwar and Renuka dam,” informed the Chief Minister.
- Shri. Manohar Lal said this while speaking during the sixth Governing Council meeting of the NITI Aayog held under the Chairmanship of Prime Minister, Shri. Narendra Modi through video conferencing held here today.
- Apprising the Prime Minister about several steps are taken by the State Government for promoting water conservation, Shri. Manohar Lal said that at present maximum area of the State is converting into dark zone, therefore if the SYL and Hansi-Butana Link Canal issue is resolved then the problem of water scarcity in Haryana would be addressed immediately.
- The Chief Minister while highlighting the fact that though in GST collection, Haryana is at the forefront but despite that due to Input Tax Credit, the State gets only 20 percent GST, urged the Prime Minister to formulate a plan for incentivizing the states having the maximum GST collection.
- The Chief Minister while assuring to play its pivotal role in visualizing Prime Minister’s Atmanirbhar Bharat dream said that the State Government with the spirit of Antyodaya is already moving swiftly in this direction and efforts are being made for successful implementation of first of its kind States's ambitious Parivar Pehchan Patra scheme to ensure that person standing last in the queue gets the benefit of government schemes.
- Making India a Global Manufacturing Hub
- Divulging the details about the steps being taken by the State Government for ‘Making India a Global Manufacturing Hub’ , the Chief Minister apprised the Prime Minister that for reducing compliance burden at state level and Ease of Doing Business, Haryana Enterprise and Employment Policy 2020 has been launched. Besides this, 100 percent implementations of District Level Action Plan have been achieved. Compliance Burden has also been reduced by eliminating requirement of renewal of licences under various Acts, informed Shri. Manohar Lal.
- The Chief Minister informed that for minimizing the Cost of Doing Business by improving Logistics/transportation, Logistics and Warehousing Policy, 2019 has been launched. Integrated Multi-Modal Logistics Hub at Narnaul has been developed. Apart from this, the International Horticulture Market is being developed at an approximate cost of Rs 7000 crore in Ganaur. Flower Market is being established in Gurugram. To facilitate trade in apple, an apple market is under establishment in Panchkula. Besides this, Masala Market is also under establishment in Sirsa.
- The Chief Minister shared that Drone Corporation being set up for multiple applications and Haryana Orbital Rail Corridor is being constructed from Palwal to Sonipat.
- The Chief Minister informed that for Promoting Exports through District Level Competition various steps have been taken by the State Government including giving Freight Subsidy to MSMEs to Encourage Exports, Constituting District Level Export Promotion Committees, and Focusing on Export of Skilled Manpower. He informed that at present 85,000 crore export business is being done which includes Basmati and Automobile parts and efforts are being done to increase exports. He said that 32 products identified under the One District One Product (ODOP) scheme.
- For thrust on the creation of jobs, the State has recently passed Haryana State Employment of Local Candidates Bill and digitalization of workforce database has been done, informed Shri. Manohar Lal. He said that in the last five years as many as five lakh youth have been given employment opportunities and 105 online job fairs/placement drives have been organized for this, shared Shri. Manohar Lal.
- Improving and strengthening Infrastructure
- The Chief Minister informed that for the expansion and improvement of infrastructure in the State, continuous efforts are being for the upliftment of KMP expressway and extension of Delhi Metro in Haryana. Besides this, implementation of Haryana Rail Orbital project around KMP is being done along with integration of Aviation Hub at Hisar.
- Agricultural Reforms
- The Chief Minister further informed that for promoting agriculture, aligning cropping system to Agro-Climatic Conditions at district levels is being done for optimum resource use. Apart from this ‘Mera Pani Meri Virasat Scheme to diversify the paddy crop into alternative crops like maize, cotton, bajra, pulses, vegetables, and fruits and as a result of which sowing of other crops in place of Paddy is being done on 97,000 acres of land. An amount of Rs. 7000 is being given as an incentive to the farmers for adopting crop diversification, said the Chief Minister.
- He said that for the Haryana Water Resource Authority promoting water conservation, Haryana Water Resource Authority and Haryana Pond and Wastewater Management Authority have been constituted. Besides this, Re-use of treated wastewater policy with an objective to use 25 percent of treated wastewater for non-portable uses has also been launched, said Shri. Manohar Lal.
- He said that Micro-Irrigation and Command Area Development Authority has been constituted for promoting Micro-irrigation in the State. Realigning irrigation system to optimally use monsoon/rainwater and rejuvenation of rivers has also been done.
- The Chief Minister informed that at present Haryana is giving highest price of Rs 350 per quintal to sugarcane farmers. Apart from this, various crops such as Gram, Mustard, Sunflower, Bajra and Maize are being procured on MSP by the State Government.
- He said that an area of 17216 hectares has been brought under fish culture which has produced 1.91 lakh MT fish in the State. Producing white shrimp in the Saline affected areas and getting good results, said Shri. Manohar Lal.
- The Chief Minister said that various schemes for the expansion of the agriculture sector have been launched that includes Mukhyamantri Bagwani Bima Yojana covering 20 fruits and vegetables and Bhavantar Bharpai Yojana for the benefit of farmers growing vegetables. Meri Fasal Mera Bayora (MFMB) portal has been developed for digitizing the farm lifecycle from crop cultivation information to sale of the crops under e-Kharid.
- He said that dedicated efforts are being done for food Processing and promoting agro-based industry and exports. Besides this, two Mega Food Parks have been set up at Barhi and Rohtak.
- The Chief Minister said that the State Government has planned to convert paddy straw into Compressed Biogas and for this 100 Compressed Biogas (CBG) plant will be set up in the first phase with the help from Central Government.
- He said that that to further strengthen the storage system after harvesting, warehouses will be set up under the Warehousing Scheme, which will be notified as deemed Mandis, so that the produce can be sold from these Mandis.
- Educational Reforms
- The Chief Minister said that education has always remained the topmost priority of the State Government and various reforms have been brought in this sector. While reiterating the same, the State Government has planned to open 4000 new playway schools for the children in the age group of 3 to 4 years. Apart from this, the super 100 programme where the students of government schools are being given free residential coaching in Rewari and Panchkula for JEE and NEET. Free tablet facility is been provided for enabling the students with digital learning, informed the Chief Minister.
- He said that strengthening institutions for Skilling/Reskilling/Upskilling of the workforce, country’s first State-run Skill University has been set up at Palwal. Skill training to 15,301 Saksham Yuva is being imparted through Haryana Skill Development Mission (HSDM) and soon Skill Gap Study in all districts of Haryana will be commissioned, asserted the Chief Minister.
- On this occasion, Chief Secretary, Shri Vijai Vardhan, Chief Principal Secretary to Chief Minister, Shri D. S. Dhesi, Additional Chief Secretary, Public Works (B&R) and Architecture Department, Shri Alok Nigam, Additional Chief Secretary, Agriculture and Farmers Welfare Department, Shri Devender Singh, Additional Chief Secretary, Employment Department, Shri T. C. Gupta, Additional Chief Secretary, Finance and Planning Departments, Shri T.V.S.N. Prasad, Additional Chief Secretary, School Education Department, Shri Mahavir Singh, Principal Secretary, Town and Country Planning and Urban Estates Department, Shri A. K. Singh, Principal Secretary to Chief Minister, Shri V. Umashankar, Additional Principal Secretary to Chief Minister and Director General, Information, Public Relations and Languages Department, Shri Amit Kumar Agrawal, Project Director, Chief Minister's Good Governance Associates Programme, Shri Rakesh Gupta, Deputy Principal Secretary to Chief Minister, Smt. Ashima Brar and other senior officers were present.
