Chandigarh, July 21 – Haryana Chief Minister, Sh. Manohar Lal said that a glimpse of e-Vidhan Sabha will be visible in the upcoming Vidhan Sabha session. Tablets will be seen in front of the MLAs during the Vidhan Sabha. He said that there will be hesitation in adopting it in the beginning but if you try slowly then you will be proficient in it. He said that e-Vidhan Sabha will also prove useful from environmental point of view, this system will make the Vidhan Sabha paperless saving paper and therefore trees. The Chief Minister was speaking at the launch of a two-day workshop on National e-Vidhan Application (NIVA) organized by the Haryana Vidhan Sabha in Panchkula on Thursday.
The Chief Minister said that Haryana will soon get a new Vidhan Sabha building. The paper process will be completed soon. After the construction of the new building, the existing building of Haryana Vidhan Sabha will also remain, both the buildings will be functioning in their own way. The need for a new Vidhan Sabha building was being felt. If the number of MLAs increases in future, then there is no place to increase the seats in the current Vidhan Sabha. Due to this it has been decided to have a new Vidhan Sabha building. The Chief Minister said that a beautiful building of Haryana Vidhan Sabha will be constructed.
E-Vidhan Sabha will prove to be a milestone
Sh. Manohar Lal said that the step taken by Haryana Vidhan Sabha for e-Vidhan Sabha will prove to be a milestone. Today the whole world is moving towards digitalisation. Today the age of computer has simplified life. Computerisation is being done in all the departments. If we want to move with the new generation, then we have to use computers. The Chief Minister said that today applications from all over the world are in our phones. Similarly, we have to learn e-Vidhan Application (NIVA) also.
Not only the Assembly, the Lok Sabha and the Vidhan Sabhas of other states will also be connected with the Niva application
The Chief Minister said that through National e-Vidhan Application (NIVA) we can see the functioning of not only Haryana Vidhan Sabha but Lok Sabha as well as Vidhan Sabhas of other states. Along with this, you will also be able to compare the work of other assemblies. He said that big paper bundles of bills, notifications, question-answers etc. to be introduced in the Assembly used to be carried, but now all these will be present on the screen of our tablet. He emphasized that the functioning of the e-Vidhan Sabha should be done through a mock e-session with all the MLAs in their seats.
Other states adopting Parivar Pehchan Patra
Sh. Manohar Lal said that our government has made many welfare schemes and facilities online. Haryana government implemented Parivar Pehchan Patra (PPP). There is no such system anywhere in the country or the world. UIDAI, which is making Aadhaar, is also now meeting with the team of Haryana's PPP. Along with this, Uttar Pradesh has also announced to make PPP. PPP reflects the capability of the family and the government can work with the spirit of Antyodaya keeping the income group in mind. The Chief Minister said that earlier under the Direct Benefit Scheme (DBT), the amount was given through cheque but now money is sent through RTGS. Taking the system online led to the identification of wrongful beneficiaries. With this, the government has saved Rs. 1,200 crore.
Now the land records will be made digital
The Chief Minister said that now the government land records will be digitised. Today the situation is such that most of the cases are going on in the court related to land. Cases of land fraud come to the fore. Land records will be digitized, be it building, farming or other land. By doing this everyone will get benefitted. Due to digital preparation of land records, disturbances will also be stopped.
The 5th Vidhan Sabha of the country to go digital: Sh. Gian Chand Gupta
Haryana Vidhan Sabha Speaker, Sh. Gian Chand Gupta said that Prime Minister, Sh. Narendra Modi's dream is to make the entire system of Vidhan Sabha digital and paperless. Haryana Vidhan Sabha has taken a step in this direction. For this, the Haryana government will spend 60 percent while 40 percent will be spent by the Ministry of Parliamentary Affairs. He said that many Vidhan Sabhas have gone digital, including the Legislative Councils of Himachal, Nagaland and Uttar Pradesh. It is our endeavour that we also do not lag behind in this. It is our endeavour that Haryana should become the 5th Vidhan Sabha of the country which is completely digital. E-Seva Kendra has been set up in Haryana Vidhan Sabha to help MLAs.
Employees and officers are also taking training for e-assembly. He requested all the MLAs to take out time and take this training. Sh. Gupta said that old records in e-Vidhan Sabha will also be digitized. During the two-day workshop, there will also be mock sessions so that if any problem is being faced by the MLAs the same can be resolved. He said that with the creation of e-Vidhan Sabha, there will be a lot of improvement in the work.
Benefit from e-Vidhan Sabha: Sh. Kanwar Pal
Parliamentary Affairs Minister, Sh. Kanwar Pal said that e-Vidhan Sabha is an important task. Many states have gone far ahead in this work. Vidhan Sabhas of Himachal, Nagaland and Goa have become completely digital and paperless. This has changed a lot in the system. Digital India programme of Prime Minister will get a boost due to the digitalization of the Vidhan Sabha. There will definitely be benefits in e-Vidhan Sabha.
