Chandigarh, July 26: Haryana, Chief Minister, Sh. Manohar Lal while presiding over a review meeting regarding planning for Kharif season 2021-22 held here today directed the officers concerned to increase the number of procurement centres so as to ensure hassle-free procurement. Deputy Chief Minister, Sh. Dushyant Chautala also attended the meeting.

The Chief Minister while directing the officers concerned regarding making procurement scheduling plans for farmers said that along with  strengthening the Mandi system and increasing  the number of Centres if required, timely arrangements for the availability of labourers, ensure an adequate number of weighing scales, gunny bags, sewing machines, etc. in the Mandis should also be ensured.

The Chief Minister was apprised that for the Kharif season 2020-21 as many as 198 Mandis for Paddy, 23 for Moong, 19 for Maize and 7 for groundnut have been established.

He was informed that during Kharif procurement 2020-21 around 56.54 LMT Paddy has been procured, while 1099.65 MT Moong has been procured, 4016.55 MT Maize has been procured and 650.36 MT groundnut has been procured.

GOI parameters for Central Pool Procurement from KMS 2021-2022 successfully implemented

The Chief Minister was apprised that as per the direction of Government of India (GOI) certain parameters were to be adhered to by the States for Central Pool Procurement from KMS 2021-2022 onwards and so far almost all the parameters are being adhered by Haryana.

The list of parameters includes online registration of farmers, online integration of registered farmer data with States Land record, integration of digitized Mandi/Procurement Center operations. While the parameters of online payment with integration through expenditure Advance Transfer (EAT) Module of PFMS for direct and speedy payment to farmers,  CMR/wheat delivery manage Under process and data to flow through API based integration to the Government of India portal are under process and would soon be implemented.

Status of Meri Fasal Mera Boyra Portal

The Chief Minister was apprised that registration of farmers for Kharif 2021 has been started with effect from June 10, 2021.  Besides this, the account validation process will be carried registration process. As many as 3, 98,608 farmers have registered on Meri Fasal Mera Boyra Portal (MFMB) as of today.

It was further informed that verification of MFMB data will start through E-Girdawari and other methods early so that verification is completed within the fixed deadline and all crops and varieties to be captured in Girdawari including crops and vegetables.

Mandi arrangements

The Chief Minister was apprised that arrangements for procurement of expected 62 LMT Paddy during Kharif marketing season (KMS) 2021-22 have been made by all the procurement agencies against the requirement of around 1.85 lakh bales. 

The Food Supply and Consumer Affairs Department has given supply order of 16000 new jute bales to National Agricultural Cooperative Marketing Federation of India (NAFED). Further to meet out the shortage of jute bales 50,000 bales are being purchased through open tender for State Procurement agencies.

On this occasion, Additional Chief Secretary, Agriculture and Farmers’ Welfare Department, Dr. Sumita Mishra, Additional Chief Secretary, Food Civil Supplies and Consumer Affairs Department, Sh. Anurag Rastogi, Principal Secretary to Chief Minister, Sh. V. Umashankar,  Deputy Principal Secretary to Chief Minister, Smt.  Ashima Brar, Director General, Agriculture, Agriculture and Farmers Welfare Department, Sh. Hardeep Singh, Managing Director, HAFED, Sh. D. K. Behera, Director, Food, Civil Supplies and Consumer Affairs Department, Sh. Chander Shekhar Khare and other officers also remained present.
