Chandigarh, March 28: Chief Minister, Sh. Manohar Lal directed the officers of different departments to expedite the works related to budget announcements of 2023-24 in a time-bound manner; so that the benefits of various schemes and projects should be provided to the people of the state.
The Chief Minister was chairing a review meeting of 2023-24 budget announcements here yesterday evening. Deputy Chief Minister, Sh. Dushyant Chautala, Energy Minister, Sh. Ranjit Singh, Agriculture and Farmers’ Welfare Minister, Sh. JP Dalal, Transport Minister, Sh. Mool Chand Sharma, Development and Panchayats Minister, Sh. Devender Singh Babli, Cooperation Minister, Dr. Banwari Lal, Urban Local Bodies Minister, Dr. Kamal Gupta and Women and Child Development Minister, Smt. Kamlesh Dhanda were present during the meeting.
The Chief Minister discussed the budget announcements of different departments and sought a detailed timeline from the officers regarding the same. The officers apprised the Chief Minister that the detailed project report (DPR) of majority of the projects under the budget announcements were in the final stages and will be finalised by April 30.
Prepare new PACS policy, Sanjhi Dairy model on pilot basis within one month
Sh. Manohar Lal directed the officers to prepare a new Primary Agriculture Credit Societies (PACS) policy for giving a new thrust to the cooperative structure by establishing 500 PACS. He further asked the officials to make five models of Sanjhi Dairies operational on pilot basis within one month. “It is a different model which will enable those who do not have sufficient land to augment their incomes through animal husbandry activities,” he added. He also directed the officers to prepare a scheme related to Bulk Milk Cooler (BMC) within a week and float tenders in this regard.
Ground plus 3-floor structure for 1 lakh houses of needy families under Housing for All
The Chief Minister instructed the officers that ground plus-3 floor structure should be made for providing 1 lakh affordable housing to needy families under the Awas Yojana. He instructed the officials to prepare a new scheme in this regard with certain fixed parameters.
Incentive scheme for safai karamcharis to be introduced on state level also
The Chief Minister said that besides recognising the work done by safai karamcharis in municipalities ranked in the top fifty within their category at the national level with an additional incentive amount of Rs 1000 per month; a similar scheme would also be introduced at the state level. He said that at the state level, safai karamcharis of municipalities with 50 percent performance would be given incentives as a recognition of their efforts in keeping the city clean.
On regularization of unauthorized colonies, the Chief Minister was apprised that an action plan has been prepared and the process will be completed in a systematic manner by September 30.
On revenue earning projects and monetization of vacant lands, the Chief Minister instructed the officers for sale of vacant lands for projects and buying alternate lands on the outer periphery for valuable land use.
He was also apprised that the Haryana Shehri Vikas Pradhikaran and Urban Local Bodies will set up 100 and 200 Atal Seva Kendras respectively, in the first phase by September end. The Chief Minister was also apprised that the Textile Policy will be notified and four out of eight schemes under the policy will be finalised by April 30.
10 acres land at Kurukshetra University to be allotted for Cycling Velodrome
The Chief Minister directed the officers to allot 10 acres of land at Kurukshetra University to the sports departments for construction of Cycling Velodrome. He was also apprised that work related to Sports Hostel in Panchkula to provide residential training facilities to national level athletes from Haryana and other states is underway and will be completed soon.
He also directed the officers to notify the sportspersons insurance benefit scheme, to be operated through the Haryana Parivar Suraksha Nyas; which will support the sportspersons in case of injuries and disruptions to their career. The Chief Minister instructed the officers to review the process and finalise all the projects and schemes under the budget announcements at the earliest.
