Chandigarh, March 6 - Haryana Chief Minister, Mr. Manohar Lal said that the police should behave in a cordial and friendly manner with the general public; only then it will be able to win confidence of the masses and they will approach the police to seek help in times of trouble.
Mr. Manohar Lal was delivering personal address at the 3rd Youth Superintendent of Police Conference and Second Police Expo-2020 in Gurugram today. The theme of this conference and expo was 'New Age Solutions for Effective and Efficient Policing', in which more than 150 young Superintendents of Police from across the country participated and 112 companies exhibited security gazettes and new technologies at their stalls. The conference and expo was jointly organized by Haryana Police, Bureau of Police Research and Development (BPR & D) and Federation of Indian Chambers of Commerce and Industry (FICCI).
In his address, the Chief Minister said that the country cannot move forward unless it ensures the well-being of the people. A peaceful environment is also necessary for the establishment of industries and trade. The country has to join the 5 trillion dollar economy club and for that the environment needs to be peaceful. He said that foreign investors and entrepreneurs in the country will also invest in the state where Ease of Doing Business will be good and where law and order situation is better. Describing the functioning of the police as a mirror of the functioning of the government, the Chief Minister said that smart policing is also a part of the smart city project. Smart policing refers to a police who is trained, sensitive, responsible, and transparent in working.
Describing cybercrime as a new challenge, the Chief Minister said that artificial intelligence can be used to solve it. He also said that there are two cybercrime cells in Haryana, one in Gurugram and the other in Panchkula. Gurugram also has a Ditech and GPS based Integrated Command and Control Center, in which law and order is being monitored through 35000 CCTV cameras. Mr. Manohar Lal informed that about 2 lakh CCTV cameras are installed in Haryana and command and control centers will be setup in other cities by installing one lakh more CCTV cameras.
He told the young Superintendents of Police that we have a system which is old, so it has positive and negative points, adopt the good out of them. To improve the system, will power is required. The Chief Minister explained with an example that while improving the system , be alert, do not let the evils dominate you. He said that evils usually start at recruitment level, not in IAS or IPS but at lower ranks like constable etc. Earlier, there used to be nepotism and corruption in recruitments but in Haryana, the present BJP Government started recruitment on the basis of merit, so highly educated people also came to join the police force.
He also said that even after training, if a new recruit wanted to pursue other better prospects, then he is allowed to do this and for this we have also abolished the condition of taking NOC from the department.
He suggested the young police superintendents to organize community mobilization programs, on some themes, in which police can play an active role. The Chief Minister informed that community mobilization programs of Raahgiri, Marathon, etc. are being conducted in Haryana to involve the public in these programs so that they become law abiding citizens and help police in nabbing the anti social elements.
Director General of BPR & D, Mr. VSK Kaumudi, earlier expressing his views, said that this conference and expo provides a platform for young police officers to know new technologies in policing and to showcase their talent. He said FICCI's Homeland Security Committee has contributed in making the police more effective and efficient through cutting edge technologies. He said that foresightedness is needed to strengthen the security system only then our national borders and property will be protected.
