Chandigarh, May 6- Haryana Chief Minister, Sh. Manohar Lal said that moving in the direction of good governance through e-governance, the state government has introduced the system of making e-Fard with digital signatures to provide great relief to the people. Now people do not have to make frequent visit to Patwari's offices to get the Fard of their Jamabandi. With this IT initiative, citizens can now get their Fard through the portal www.jamabandi.nic.in along with a digital signature, said Sh. Manohar  Lal while interacting with the beneficiaries availing the e-Fard facility.

The Chief  Minister said that the state government is in the process of introducing a new law for the division of common land (Sanjhi Khewat) to settle family disputes. This step will bring great relief to the people and will also resolve the long pending land disputes in the courts.

Expressing gratitude to the Chief Minister, the beneficiaries who received the e-fard said that the Manohar Lal government has given great relief to the general public by implementing the e-fard system. 

"Previously to get the same they had to make frequent visits to the office of Patwari and even after that it used to take months to get the same, now after this IT initiative, this work is done in minutes and they are getting the same while sitting at home," said the Beneficiaries. 

Beneficiaries said that the way the Chief Minister is bringing such great e-governance reforms for the convenience of the people, they never thought that they would avail these facilities while sitting at home.

In the last 4 months, about 10,000  people have downloaded e-fard

The Chief Minister said that the state government had started the portal www.jamabandi.nic.in on December 25, 2022, and he is happy to share that in the last 4 months, about 10,000  people have downloaded e-fard with digital signatures.

He said that the service charge for one Fard is only Rs.100 and for the first Khewat Rs.10 and for every subsequent Khewat the beneficiary has to pay an amount Rs. 5.

Sh. Manohar  Lal said that earlier the middlemen used to take commission for this work, but now the citizens have got freedom from such brokers and their work is being done while sitting at home.

"When we assumed power in the year 2014,  at that time, our aim was to resolve the problems of the common people and make their lives simple. Digital systems were set up to achieve this target," said the Chief  Minister. 

Digital revenue record rooms established at district headquarters and state headquarter

The Chief Minister said that computerization of land records management works has been done in all 143 tehsils/sub-tehsils across the state using web-halris system. All the revenue record rooms have also been computerized.

Digital revenue record rooms were established at all the district headquarters and state headquarters of the state. Under this new initiative, important revenue records and documents have been scanned and indexed and kept in digital boxes in modern record rooms. For this, 18.50 crore documents have been scanned. With the help of this IT system it is now easy to maintain the record and find it when required, asserted Sh. Manohar  Lal.

Implementation of e-registration system for land registry 

The Chief Minister said that the government has used information technology extensively to bring transparency to the works related to land.

E-registration system has been started to ensure that people do not have to wait for registration or other Tehsil works. Going one step ahead, an arrangement has been made that any person can go to any tehsil office in a district of the state and get his property registered.

"Now, going one more step further, the government is going to make such a system that any person can get the registry of any land done in any tehsil," shared Sh. Manohar Lal.

Villages  made  Lal Dora free  to give  ownership rights to the people

The Chief Minister said that under the Lal Dora system, which has been going on since the time of the British, earlier there was no registry in the villages inside the Lal Dora. Because of this, there were land disputes.

"To resolve this problem, the state government started a campaign to make villages free of Lal Dora. Under this scheme, all the villages were made Lal Dora free and people were given ownership rights of their property. Now the people can not only get ownership rights but can also sell their properties and get loans for the same," said Sh. Manohar  Lal.

He said that Prime Minister,  Sh.  Narendra Modi has implemented this scheme under the name of Pradhan Mantri SVAMITVA Yojana in the country.

Opposition are finding it difficult  to digest our IT reforms

The Chief Minister said that the state government is giving all kinds of benefits to eligible families through Parivar Pehchan Patra.

However, the Opposition is getting worried seeing this smooth public delivery system.

"Opposition are finding it difficult to digest our IT reforms. They even call out the government, 'government of portals', however, the reality is that people are getting a lot of benefits from these portals. The public understands everything," said Sh. Manohar  Lal.

Additional Chief Secretary and Financial Commissioner, Revenue and Disaster Management Department, Sh. Rajesh Khullar, Principal Secretary to Chief Minister, Sh. V Umashankar, and Joint Director (Admn.), Information, Public Relations, Language and Culture Department, Sh. Gaurav Gupta also remained present on this occasion.
