Chandigarh, September 18: Haryana Chief Minister, Sh. Manohar Lal said that for the upcoming procurement of Kharif crops during 2021-22 adequate arrangements should be made to ensure hassle-free procurement.
Timely identification of places required for setting up additional procurement centres should be done at the earliest, directed Sh. Manohar Lal.
The Chief Minister while giving directions regarding the strengthening of the Mandi system said that along with making timely arrangements for the availability of labourers in the Mandis, an adequate number of dryers, weighing scales, gunny bags, sewing machines, etc should also be ensured.
The Chief Minister said this while presiding over a meeting held under his Chairmanship to review the verification of crops on Meri Fasal Mera Byora, Preparedness for procurement of crops and Verification of Income and Divyaangs in Parivar Pehchan Patra (PPP) with Deputy Commissioners and other District Officers concerned held through video conferencing here today. The Administrative Secretaries also attends the meeting in Chandigarh.
During the meeting, the Chief Minister was apprised about the period of procurement of Kharif crops during Marketing Season (KMS) 2021-22.
He was apprised that the procurement of Paddy is likely to begin from September 25 and would continue till November 15, 2021. Procurement of Maize, Millet and Moon is planned to begin from October 1 and would continue till November 15, 2021. Likewise, the procurement of Groundnut would be done from November 1 and would continue till December 31, 2021.
The Chief Minister was further apprised that procurement of Kharif Crops 2021-22 would be done on the Minimum Support Prices (MSPs) as announced by the Government of India.
It was informed that in a bid to ensure hassle-free procurement of Kharif crops, adequate Mandi arrangements have been made under which as many as 199 Mandis have been opened for the procurement of Paddy, 86 for Millet, 19 for Maize and 38 for Moong and seven for Groundnut.
Ensure arrangement of additional purchase centres
The Chief Minister said that to ensure hassle-free and keeping the convenience of farmers if required the number of Mandis or procurements centres should be increased.
“Availability of basic amenities should also be ensured at every procurement Centre. All the officers concerned should issue suitable directions to Secretaries of Market Committee and officers concerned of HSAMB. Besides this, deployment of Police Personnel in Mandis during KMS 2021-22 along with regular monitoring of procurement operations should also be ensured,” directed Sh. Manohar Lal.
He further directed that the closing of Mandis or procurement centres should be done based on the quantity of crop arriving per day rather than the number of farmers.
While giving directions for clearing pending payments of Mustard oil, Sh. Manohar Lal said that special counters should be set up for the same and the work should be expedited. The eligible families for getting these payments can also contact the near PDS depots.
The Chief Minister was apprised that as per the directions given by him, as many as 72 additional Procurement Centres have been established to ensure hassle-free procurement and deployment of Saksham Yuva's for this work has also be ensured well in time.
Ensure in advance arrangements for waterlogging and drainage arrangements for Swachta Abhiyan
The Chief Minister directed that the problems related to waterlogging and drainage should be resolved well in advance in both residential areas and fields.
" All the resources required for fogging and ensuring clean surroundings should be utilized for Swachta Abhiyan" directed the Sh. Manohar Lal.
He further directed that as during every monsoon, the condition of roads becomes bad therefore all the departments concerned with roads should ensure recarpeting of roads damaged due to rains should be done within 15 days.
The Chief Minister directed the Deputy Commissioners to complete and lock the Girdawari so that the mismatch data can be extracted from all the datasets available on Meri Fasal Mera Byora (MFMB) portal.
He further directed the Deputy Commissioners to constitute the teams at Mandi Level to support the farmers and resolve their grievances during procurement.
Sh. Manohar Lal said that the District Grievance Redressal Committee (DGRC) meeting twice a week to handle farmer grievances related to verification of crop area during procurement. Shamlat Deh should be disposed of on a priority basis. He said that DDAs should assist the Deputy Commissioner as Member-Secretary of the DGRC.
Sh. Manohar Lal directed that Deputy Commissioners further get the pending area in Mera Pani Meri Virasat (MPMV) verified through agriculture field functionaries and millet replacement so that the first installment can be paid on time.
The Chief Minister directed that Girdawari should be completed, finalized and locked at the earliest to ensure that the work related to mismatch data should be done.
He further directed that mismatch verification for all crops should be completed by September 21, 2021. For this, a detailed SOP has been issued on September 15, 2021.
"Such mismatched data should be pasted in the villages at conspicuous places like panchayat ghar etc. This work will be done through Secretary Market Committees and Gram Sachivs," directed the Chief Minister.
Close monitoring on stock checking of Millet
The Chief Minister further directed that close monitoring of stock checking of Millet should be done at the Mandi level. Discrepancies between the number of farmers registered and Millet procured should be done on a priority basis.
"A special Millet registration should be done. Besides this, around 700 centres should be set up for the convenience of Millet growers who wish to make corrections in the data," directed the Chief Minister.
Immediate steps to be taken for crop residue burning
The Chief Minister further directed that Suvidha Kendra should be established at the Mandi level.
"Further, Deputy Commissioners should also take immediate steps to curb the crop residue burning," directed the Chief Minister.
Sh. Manohar Lal further directed that the applications invited in the second phase of crop residue management should be processed by September 28, 2021.
"For this nodal officer at the village, block and sub-divisional level should be appointed and efforts should be made for staggering harvesting schedule be made to ensure availability of machines in every corner of the State," directed Sh. Manohar Lal.
He further directed the Deputy Commissioners to ensure that machines are purchased by September 25, 2021, for cases already approved by District Level Executive Committee (DLEC).
"Machine utilization data be uploaded on www.agriharyana.gov.in portal on daily basis," directed Sh. Manohar Lal.
The Chief Minister further directed that efforts should be made to establish at least one Custom Hiring Centres (CHCs) on hot spot villages that are Red and Yellow Zone.
The Chief Minister said that the availability of common Panchayat land for storage of straw bales should be explored along with setting up of control room in the office of the Deputy Commissioner at the District level.
He said that tie-up should be done with Gau-Shalas, Industries and other paddy crop residue consuming industry etc.
Ensure extensive IEC activities on ill effects of crop residue burning
The Chief Minister further directed that extensive Information, Education and Communication (IEC) activity and awareness campaign or camps should be launched to aware the farmers of the ill effect of crop residue burning.
"It should be ensured that each village of red and yellow zone be covered," directed Sh. Manohar Lal.
He said that massive awareness drives be launched to create awareness regarding incentive scheme of the State Government that is giving Rs.1000 acre for management of crop residue by making bales by registration on www.agriharyana.gov.in portal. Village, block and district level enforcement team and mobile squad be constituted, directed Sh. Manohar Lal.
District Milling Committee
The Chief Minister was apprised that the District Milling Committee has been constituted under the Chairmanship of Deputy Commissioner for every District. The District Heads of Procurement Agencies including FCI and two nominees of Rice Millers, nominated by the Rice Millers Association are its Members and District Food and Supplies Controller is its Member Secretary.
It was informed that before the commencement of procurement season by the District Allotment Committee will ensure completion of online registration of eligible rice mills, scrutiny of the list, issuance of list of allotted rice mills and signing of agreement and deposit of security etc by the allotted millers.
Income verification in PPP to be done at the earliest
The Chief Minister was apprised that at present, two phases of Income verification are going on in the districts. In Phase, I, which was started nearly six months back, verification of nearly 92 per cent of families has been completed and the work of verification in Phase II is also going on at a good pace.
It was further informed that the target for the completion of both the phases has been set for September 30, 2201.
Special Software developed for Divyang Verification in PPP database
The Chief Minister directed that mapping of Divyangs should be done at the earliest and special focus should be given on verification of those eligible pensioners who are getting a pension from the Social Justices Department but are not enrolled in PPP.
The Chief Minister further directed that survey of Parivar Uthan Yojana should be done immediately so that every eligible family should be done on a priority basis.
The Chief Minister was apprised that Citizen Resource Information Department (CRID) has developed a software module for the creation or verification of citizens with disabilities, who are eligible for benefits under the Divyang Umbrella schemes.
It was informed that the module provides for verification of the Divyang status of data of individuals in the Parivar Pehchan Patra(PPP) database. It also has a submodule for digitization (via data entry) of data for Haryana residents with disabilities, as available in the records of respective CMOs.
The Chief Minister was apprised that required training has been provided to CMOs and operators. Operators have been provided by CRID, in coordination with respective Additional Deputy Commissioners (ADCs) and the work is likely to be completed by September 30, 2021.
As many as 7.5 lakh farmers registered on MFMB portal
The Chief Minister was apprised that the registration on Meri Fasal Mera Byora (MFMB) is mandatory for the sale of produce on MSP and to get incentives under various schemes of the Government. Meri Fasal Mera Byora portal was closed on August 31, 2021, and as per the status report of registration on MFMB, in 22 districts, a total of 7,50,949 farmers have been registered with the registration of 46,98,781 acres of area, while 88,92,329 acres has been registered as cultivable the cumulative area. The total registration in 22 districts is about 52.82 per cent.
It was further informed that the registration in Kharif 2021 has increased in comparison to Kharif 2020 for the crops, Paddy is 114 per cent, Maize (115 per cent, Kharif Pulses including Moong, Arhar, Urd 214 per cent, Kharif Oil Seeds including Groundnut, Til, Castor 222 per cent, Horticulture Crops 319 per cent, Fodder 84 per cent. Likewise in comparison to last year, the number of the farmer has also increased in maize 116 per cent, Kharif pulses 201 per cent, Kharif Oil Seeds 199 per cent and Horticulture 222 per cent.
The Chief Minister further directed that all the pending grievances on MFMB should be resolved at the earliest.
