Chandigarh, July 31 – Haryana Chief Minister Mr. Manohar Lal has placed under suspension six revenue officers of Gurugram with immediate effect for registering deeds in violation of the Haryana Development and Regulation of Urban Areas Act, 1975.
Sharing details in this regard an official spokesperson said that Tehsildar Sohna, Mr. Bansi Lal, Naib Tehsildar, Sohna, Mr. Dalbir Singh Duggal, Naib Tehsildar Badshapur, Mr. Hari Krishan, Naib Tehsildar Wazirabad, Mr. Jai Parkash, Naib Tehsildar, Gurugram Mr. Desh Raj Kamboj, Naib Tehsildar Manesar, Mr. Jagdish have been placed under suspension with immediate effect and charge-sheeted under Rule 7 of the Haryana Civil Services (Punishment & Appeal) Rules, 2016 for major penalty.
Naib Tehsildar, Kadipur, (retired) Mr. Om Parkash has been charge-sheeted under Rule 12 (2) (b) of the Haryana Civil Services (Pension) Rules, 2016 (read with Rule 7 of the Haryana Civil Services Punishment & Appeal Rules, 2016) as the misconduct committed by him is within the limit of four years as mentioned in Rule 12 (2) (b) (ii) of the Haryana Civil Services (Pension) Rules, 2016.
The spokesperson added that registration of FIRs has been ordered against these officers under relevant provisions of Law.
The Commissioner, Gurugram Division has also been directed to submit a detailed inquiry report regarding the Patwaris who have changed the entries of land in khasra girdawri from ‘agricultural’ land to ‘gair mumkin’, ‘gair mumkin pahar,’ ‘gair mumkin farmhouse etc’. with malafide intent so as to facilitate the registration of deeds in violation of Section 7-A of the Haryana Act No. 8 of 1975.
The spokesperson further said that to prevent the misuse of Section 7A of the Haryana Act No. 8 of 1975 the Departments of Town & Country Planning and Urban Local Bodies have been directed to conduct an internal inquiry regarding the NOCs issued by them and submit a report on it to the Revenue Department within two weeks.
The Chief Minister further directed that the period of stoppage of registrations be utilised to build technology-based checks for preventing such registrations in violation of the Law by interfacing the web HALRIS application with TCP, ULBs, HSVP, HSIIDC, Urban Estates, Police, Forests, litigation matters etc on priority basis.
The Chief Minister has further asked the Urban Local Bodies and Town and Country Planning Departments to conduct their inquiries within 15 days and submit reports to Additional Chief Secretary (Revenue) to assess the extent of responsibility that can be ascribed to officers of these Departments in respect of registrations undertaken in violation of legal provisions.
