- A decision to this effect was taken in the meeting of State Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today. This decision has been taken as the persons from general public have purchased a number of plots in said auctions as is evident from the non construction of the plots by a number of allottees, non- application for licenses by them to start the trading in the Timber Market. Due to this, the heavy infrastructure established by the Haryana State Agricultural Marketing Board (HSAMB) and Market Committee in the Timber Market, Manakpur at the cost of public exchequer is lying useless. Apart from this, the farmers are not getting the benefit of the said market due to non interest of the timber traders to establish their- seats or cabins on the allotted rental platform. A committee consisting of District Forest Officer, District Excise and Taxation Commissioner, District Marketing Enforcement Officer and Secretary-cum-Executive Officer, Market Committee, Jagadhri will be constituted under the chairmanship of the Deputy Commissioner, Yamuna Nagar to determine the eligibility of the participants to such auction as per due procedure, after inviting applications by open advertisement in newspapers. The participant should have a category ii license in Timber Market, Manakpur issued by the Market Committee, Jagadhri; or the participant should have a genuine and firm proof or documents to show that he is in the trade of commission agent of timber in the notified market area of Market Committee, Jagadhri and fulfilling conditions. The trader must have carried on the business in scheduled items of Timber in the notified market area of the Market Committee, Jagadhari for atleast last four years before the date of inviting applications for such auction. He must have continuously deposited Sale Tax Returns for each of the last four financial years that have ended before the date of inviting applications for such auction. Apart from this, he must have a turn over of atleast Rs. 10 lacs per annum from the business of timber during its last two financial years that have ended before the date of inviting applications for such auction. Also, the trader is or was not a category (i) licensee or manufacturer of timber during the last four years. If the eligible trader has already purchased a plot in the Timber Market, Manakpur in open auction, either in his own name or in the name of the firm, he will not be allowed to participate in the such auction. In case a person and his or her spouse are a proprietor and or a partner in more than one licensee firms, only one out of such licensee firms will be eligible to participate in the auction.
- The successful purchaser in such auction will not be entitled to sell the allotted plots for a period of 10 years. They will also be made bound to construct the shop on the allotted plot and to start the business of timber trading within a period of one year from the date of offer of possession of the allotted plot.
