  • Chandigarh March 15 - Haryana Chief Minister, Mr Manohar Lal has announced that outstanding sports persons of the State would be provided ten per cent horizontal  reservation in recruitment to Group D posts.
  • The Chief Minister made this announcement while speaking on the concluding day of budget session of Haryana Vidhan Sabha, here today.
  • He said that the State Government has made a provision as per which preference for the place of posting would be sought from the candidates prior to declaration of final result so that they could  join within 24 to 48 hours of the result. Earlier, it took months for the candidates to join their respective place of postings. He said that the Staff Selection Commission has declared the result of 6,134 candidates for the post of clerk yesterday and they are being informed about their place of posting through e-mail and SMS. The Commission has also declared the result for 380 posts of Multi Purpose Health Workers on March 8, 2018.
  • The Chief Minister said that there is an atmosphere of joy in the State after declaration of results as the selection of candidates has been made purely on the basis of merit without any recommendations. While giving comparative figures of recruitment made during the previous governments and in the present State Government, he said that in the tenure of five years from 1999 to 2004, 11,800 candidates were recruited, whereas from 2004 to 2009, 20,030 candidates were recruited in different government Departments, Boards and Corporations. He said that 50,000 posts have been advertised by the present State Government, out of which selection on 24,016 posts have already been made, whereas 12,000 to 14,000 posts are under the litigation process due to one or other reasons.
  • While asserting that the State Government has adopted a transparent recruitment process, the Chief Minister said that jobs are being provided on merit basis in the State. He said that an advertisement had been issued on February 16, 2016 for the post of Assistant Professor (English) and after completing the due process, the result was declared. He said that Ms Sukriti Bhukkal, daughter of former Education Minister and sitting MLA, Mrs Geeta Bhukkal, was also among the selected candidates who joined as Assistant Professor (English) in Government College for Girls, Sector 14, Panchkula on January 4, 2018.
  • The Chief Minister said that the State Government had implemented the reservation policy in respect of employees engaged under Part II of outsourcing policy on October 27, 2017. Now taking step further, it has also been decided to grant reservation while engaging contractual manpower under Part I of the outsourcing policy.
  • While taking a dig at the previous government in the State, he said that no recruitment was made for Group D posts during the tenure of ten years of the Congress Government. But the present State Government has adopted a transparent system of recruitment for these posts. Earlier, every department had a different set of educational qualification and rules, but the present State Government has fixed metric as the mandatory educational qualification for Group D posts in all departments, except for the posts of Sweeper, Chowkidar and Sweeper-cum-Chowkidar. The minimum age for recruitment to these posts has been fixed as 18 years, he added.
  • The Chief Minister said that out of the total 63,170 Group D posts, 33,879 posts are lying vacant in different Departments, Boards and Corporations. He said that after passage of Haryana Group D Employees Bill, 2018 unanimously in the Haryana Vidhan Sabha here today, the process for the recruitment to Group D posts would soon be started.
  • He said that besides scrapping interview for selection to class III and IV category posts, the present State Government has decided to give weightage of ten per cent to the specialized deserving candidates. He said that weightage of five per cent marks would be given to those candidates in whose family no one is in government job. Similarly, a provision of five per cent weightage has also been made for the candidates belonging to Denotifed Tribes who have not yet been covered under the Scheduled Castes or Backward Classes. Apart from this, those working on adhoc basis would also be provided weightage of maximum eight per cent on the basis of experience. He made it clear that in all, maximum weightage of ten per cent marks would be given.
  • Chandigarh March 15: Haryana Chief Minister, Mr Manohar Lal expressed his gratitude to all the Legislatures including those of opposition parties for their cooperation in smooth conduct of proceedings of Vidhan Sabha and also raising issues of public interest pertaining to their respective constituencies.

  • He said that this was the fourth consecutive budget session of the present State Government which saw a total of ten sittings. The total number of starred questions was 488. He said that 93 questions belonged to the opposition parties and 67 questions to the ruling BJP government. He also expressed gratitude to Governor, Prof. Kaptan Singh Solanki for delivering the Governor’s Address and to Vidhan Sabha Speaker, Mr Kanwar Pal for smooth conduct of the House.
  • Chandigarh, March 15- Haryana Chief Minister Mr Manohar Lal said that government would not terminate the services of any Nambardar in the state.
  • He was speaking during zero hour on the concluding day of Budget session of Vidhan Sabha here today.
  • He clarified that only information about age has been sought through a letter circulated in this regard. It has been asked to prepare categorization of Nambardars according to their age, he added.
  • Chandigarh, March 15–The Haryana Chief Minister, Mr Manohar Lal, today announced the decision to rationalize the pension and allowances of former members of the state Legislative Assembly, and said that the wrongs done by the previous regimes while fixing their pension and dearness allowance at the cost of people’s money, had been righted. It appears they were rewarding themselves only, he added.
  • The Chief Minister was speaking on the Haryana Legislative Assembly (Salary, Allowances and Pension of Members) Amendment Bill, 2018, passed by the House on the concluding day of the Budget Session, here today.
  • He said that as per the amendment, a member who completed first term after January 1, 2016 and became a pensioner would be entitled to draw Rs 50,000 per month as pension for his first term, and Rs 2,000 for each year or part thereof subsequent to the first term. He would be entitled to dearness relief at the rates prescribed by government from time to time for the state government’s post-2016 pensioners.
  • At present, former MLAs of the state are being given a pension of Rs 50,000 per month with effect from October 1, 2013 plus Rs 1,500 for each additional year, subsequent to first term, and 50 per cent as dearness pension.
  • In spite of revision of pension four times after January 1, 1996, they are drawing dearness relief at the rate of 245 per cent on the above emoluments that is equal to the rate of dearness relief which would have been admissible to the state government pensioners had their pension not been revised after January 1, 1996.
  • The former MLAs would now be entitled to draw either dearness relief (fixed) or dearness relief at the rates prescribed by the government from time to time for their post-2016 pensioners, whichever is higher.
  • On the request of ex-MLAs to allow them the facility of special travelling allowance for themselves and members of their families, the Chief Minister said they would be allowed the facility of special travelling allowance of up to Rs 10,000 per month provided their monthly pension plus dearness relief does not exceed Rs 1 lakh.
