  • Chandigarh March 1: While taking a jibe at the recent incident in Delhi, the Haryana Chief Minister, Mr Manohar Lal said that politicians and government officers in Haryana are working as a family for the betterment of people adding that we did not want to create a Delhi like situation in the State. To ensure the  benefit of various government schemes and programmes upto the last man in the queue, ‘Antyodaya Seva Kendras’ would be set where benefit of more than 300 schemes would be made available under single roof from April this year.
  • Mr Manohar Lal was speaking at one-day training programme on ‘Citizen Centric Administration and Good Governance’ at Haryana Institute of Public Administration (HIPA) in Gurugram today. On this occasion, the Chief Minister also laid the foundation stone of a multi-storeyed residential project for HIPA employees to be constructed at a cost of about Rs 32 crore.
  • While addressing the IAS and HCS officers on this occasion, he said that at present 281 Government to Citizen (G2C) services are being provided to the people of Haryana through SARAL portal and these would be increased to 387 from the month of April, 2018. With this, people would be able to get the benefit of government schemes by sitting at home. He asked the officers to deliberate upon to find ways for making the people more prosperous and also work towards the same. A good governance is one where the people are not required to plead before the government for the services which actually are their right, he added.
  • The Chief  Minister said that today being an era of Information Technology (IT), such a  system should be evolved through which the people could  get all their  work  done  in the offices  in their very first visit.
  • He said that during the present State Government various services have been linked to IT and the people are also benefited from the same. He said that with an aim to make lives better at block level, 47 blocks have been adopted by top IAS, IPS and IFS officers. The officers doing outstanding work in these blocks would also be rewarded. While referring to the online teachers transfer policy of the State Government, he said that the decision has been taken to bring about a positive change in the system.
  • Earlier, Chief Minister congratulated HIPA on becoming the first training institute of the country. HIPA has been conferred with certificate of best institute by Indian Bureau of Indian Standards.
  • Chief Secretary, Mr D.S Dhesi and Director General, Bureau of Indian Standards Mrs Surina Rajan also spoke on this occasion.
  • Chandigarh, Mar 1 – Haryana Government has constituted Haryana Safai Karamchari Aayog. A proposal to this effect has been approved by the Chief Minister, Mr. Manohar Lal.
  • While stating this here today, an official spokesman said that Mr. Ram Avtar Balmiki of Rohtak has been appointed as Chairman and Er. Krishan Kumar of Rewari as Vice-Chairman of the Aayog.
  • He said that Mr. Mohan Lal Baggan of Ambala Cantt., Mr. Chander Prakash of Fatehabad, Mr. Ram Phal Laut of Jind and Mr. Azad Singh of Karnal would be the Members of the Aayog.
  • He said that Mrs. Sunita Rani of Karnal has been appointed as Member (Women) of the Aayog.
  • Chandigarh, March 1 –Haryana Government will develop one km stretch on both sides of Kundli-Manesar-Palwal (KMP) Expressway for industrial development. This would not only attract investment but would also ensure generation of employment opportunities for the youth of the state.
  • This was stated by Chief Minister, Manohar Lal that while speaking at a workshop on National Apprenticeship Scheme at auditorium of Haryana State Industrial and Infrastructure Development Corporation in Gurugram today.
  • He said that while KMP falls upto 180 km in Haryana state, its range in Uttar Pradesh upto 80 km. In this sense, the state government would develop 360 square kilometers on both sides of this route in Haryana.
  • The Chief Minister said that Haryana is achieving new heights of growth. The state has poised to become number one with the score of 99.19 per cent in Ease of Doing Business ranking. The same is being evaluated so far and Haryana has remained number one. He said that Haryana was at 14th place in Ease of Doing Business ranking in year 2014, the state has jumped to 6th position in 2016 and now it has reached at first place in 2018.
  • He said that state government has established single window system for giving licences and clearances to encourage setting of industries in the state. Under this, clearances are to be given within 45 days, if the clearance is not received in 45 days, then these are considered as deemed clearance. In recent days, clearances have been given to 1600 industries which is itself a record.
  • He said that development works were being carried in Gurugram and Faridabad towns. Government is making all efforts to provide every kind of facilities in these towns.
  • Chandigarh, March 1- Haryana Chief Minister, Mr Manohar Lal has given nod for engaging additional 1000 Special Police Officers (SPOs) out of ex-servicemen of the Army for performing night duty in Police Commissionerate Gurugram.
  • While stating this here today, an official spokesman said that these personnel would be deployed for patrolling and other security duties during night hours.
  • He said that the age limit for ex-servicemen would be between 25 years to 50 years and those who have not been removed or dismissed from their earlier service on grounds of indiscipline, misconduct or medical unfitness would be eligible. He said that such eligible volunteer ex-servicemen would be employed for a period of one year on a monthly honorarium of Rs 14,000 which would be deposited in the bank account of SPO and not disbursed in cash.
  • The spokesman said that members of this auxiliary force would not be posted in their home police stations but care would be taken to post them in adjoining police stations near their place of residence. However, those willing may be posted in other Commissionerate or district as well. He said that a one time uniform allowance of Rs 3000 for two sets of uniform, one pair of shoes and other necessary uniform article like shoulder insignia of SPO and cap/lanyard would be given to members of these auxiliary forces at the time of their engagement. Apart from this, they would be eligible for TA and DA at the rate of Rs 150 per day for their official tour.
  • He said that casual leave would be granted to them as applicable to Constables in the Haryana Police. They would also be eligible for ex-gratia compensation at the rate of Rs 10 lakh in the event of death, from Rs one lakh to Rs three lakh for permanent disability and upto Rs one lakh in case of grave injury.
  • The spokesman said that no written test or physical measurement would be held while engaging volunteers as SPOs in the auxiliary force. However, the ex-servicemen should have minimum service of five years in the Army. Apart from this, the medical category at the time of discharge from service should be ‘A’ and character at the time of discharge from service should be exemplary or outstanding. Preference would be given to those candidates who were on active Armed duties in the Army over those like supply corps, medical corps, signal corps and engineering corps.
  • He said that the selection would be made through interview by a Board consisting of the Deputy Commissioner of Police as Chairperson, one Assistant Commissioner of Police and one Inspector of the concerned Commissionerate to be nominated by the police headquarters. The candidate upon selection would be asked to sign an undertaking individually as per the prescribed proforma. Adequate representation would be given to the members of the Scheduled Castes and Backward Classes as per the policy of the state government.
  • He said that the SPOs can be deployed anywhere in the state during emergent situations for short duration. These SPOs after their selection would undergo a 15 days capsule course to reorient them to the needs of the Police Department. They would be used for guard duties, patrolling, traffic, law and order and other related police duties. Any vacancy arising after the initial selection during the course of the month may be filled in by the concerned Deputy Superintendent of Police by following the same procedure by the 15th of next month.
