Chandigarh, June 4- Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today, approved the Haryana Food and Drugs Administration Department, Head Quarter (Group B) Service Rules, 2018.
Haryana Food and Drugs Administration Department was carved out as an independent Department from the Health Department on January 4, 2011. Accordingly, Director General, Health Services transferred all work to Food and Drugs Administration Department. Hence, in view of the need of separate Service Rules as the Food and Drugs Administration Department is an enforcement department, the Service Rules were approved by the Cabinet today.
Chandigarh, June 4- Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today approved the proposal of Urban Local Bodies Department to transfer one acre land of Municipal Corporation, Gurugram to the Police Department, for the construction of Police Station, Rajendra Park, Gurugram.
The Cabinet also approved transfer of 135 kanal seven marla land in the Revenue Estate of village Murthal under the Municipal Corporation, Sonepat to the Transport Department, Regional Transport Authority, for setting up of Institute of Driving Training and Research (IDTR) and Traffic Park.
Chandigarh, June 4- Haryana Chief Minister, Mr Manohar Lal today directed to implement the Cornea Implant programme (CIP) throughout the State so as to cover maximum number of patients under the programme. At present, the CIP is being run under the National Program for Control of Blindness (NPCB) in three districts namely, Ambala, Panchkula and Gurugram.
The Chief Minister issued these directions, while presiding over the 6th General Body Meeting of Haryana National Health Mission of State Health Mission here today. In the meeting Finance Minister, Capt. Abhimanyu, Agriculture and Farmers’ Welfare Minister, Mr O.P. Dhankar, Urban Local Bodies Minister, Mrs Kavita Jain, Transport Minister, Mr Krishan Lal Panwar, Minister of State for Social Justice and Empowerment, Mr Krishan Bedi, Minister of State for Public Health Engineering, Dr. Banwari Lal and MLA, Mrs. Latika Sharma were also present.
The Chief Minister was apprised that in 2018-19, an achievement of 105 per cent has been recorded in the implementation of Health and Wellness Center. He directed the officers to prepare a list of health and wellness centers being operational under the National Health Mission and bring it in the notice of Non-government official members. The Chief Minister also directed the officers to nominate the non-government official members of the society being run at the district level on the lines of State Health Society which is being run at the state level to ensure accountability of operational schemes and programmes.
In the meeting, the Chief Minister was informed regarding Institutional Deliveries, that Institutional Delivery was 93 per cent recorded upto Central Registration System, April 2019 and which would be covered cent per cent in future. Infant Mortality rate has also reduced which was 41 according to SRS 2013 and now, 30 as per SRS 2017. Maternal Mortality Rate has also reduced by registering a decline of 26 points which was 127 as per SRS 2011-13 and now 101 as per 2014-16. While emphasizing on Institutional Delivery, he directed the officers of the department to provide the district-wise detailed data about deliveries held at home for the last one year. On the suggestion of the Finance Minister, Capt Abhimanyu for making Intuitional deliveries more effective in rural and remote areas of the state, the Chief Minister directed the officers to conduct complete survey of any of the three villages in this regard suggested by the Finance Minister. Apart from this, the Chief Minister also directed to launch a special awareness campaign to encourage institutional delivery among the people in areas like Mewat.
On the matter of doctors till the age of 65 years, the Chief Minister directed the officers of the department to ensure that the doctors who are kept in service after 58 years of age, their services should be extended every year after annual evaluation of their work.
It was informed in the meeting that at present, 359 Ambulances are operational by the health department, out of which 150 new ambulances have been replaced with old ambulances in 2018-2019. At present, the access time to ambulance in Haryana is about 15 minutes, which should be reduced by the department in the coming time for ensuring quick treatment. In addition, he also directed the officers of the department to make efforts in linking the ambulance with the centralized control center being set up by the Police Department so that the ambulance service can be integrated across the state.
During the meeting, the Chief Minister was informed that there is a proposal to set up Mother and Child hospital in Panchkula, Panipat and Mewat districts and linking of Aadhaar with Immunization services in the state have been initiated and would be expanded in future. The Chief Minister was also informed about the qualitative improvement in health pointers of infant mortality rate (IMR), maternal mortality rate (MMR), institutional delivery and full immunization. He was also informed about the budget expenditure for 2017-18 and 2018-19.

Chandigarh, June 4- Haryana Cabinet which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today, approved the proposal of Power Department for providing State Government guarantee of Rs 250 crore to Andhra Bank against sanction of a cash credit limit of Rs 250 crore to Dakshin Haryana Bijli Vitran Nigam (DHBVN).
Andhra Bank has sanctioned a cash credit limit of Rs 250 crore against the State Government guarantee to DHBVN. The Bank has also agreed to consider the DHBVN request favourably for reduction in the interest rate to 8.45 per cent linked to MCLR on providing of State Government guarantee. After reduction in the rate of interest, the DHBVN will save Rs 2.38 crore per annum on account of reduction in interest in the cash credit limit of Rs 250 crore for full year.
Chandigarh, June 4 – Haryana Cabinet, which met under the chairmanship of Chief Minister, Mr. Manohar Lal here today, has approved the amendment in Haryana Motor Vehicle Rules, 1993.
The Amendment will help to authorise the officers of the educational institutions to act as licensing authority for the issuance of learner driving licence for non-transport vehicles to the students of their respective institutions.
As per the amendment, for the purpose of issuance of learner licence to the students, various officers of universities and institutions in the state would be the licencing authorities for non-transport vehicle subject to the conditions prescribed under section 7 and 8 of Motor Vehicle Act, 1988 and rules 4, 10 and 11 of Central Motor Vehicles Rules, 1989 within the area of their territorial jurisdiction. These includes Registrars of all universities, Directors of medical colleges, Directors/Principals of Engineers and Technology Institutions recognized by All India Council for Technical Education, Principals of Government College and Government Aided Colleges, Principals of Government Colleges of Education, Principals, Government Aided College of Education, Principal, Government Polytechnics and Industrial Training Institutes, Principal, Government Nursing Colleges, Principal, Government Pharmacy Colleges and Directors or Principals of Government Ayurvedic, Homeopathy, Allopathic and Unani Colleges.
Chandigarh, June 4 – Haryana Cabinet, which met under the chairmanship of Chief Minister, Mr. Manohar Lal here today has approved Punjab Police (Haryana Amendment) Rules, 2019.
The amendment envisages the benefit of 5 marks to a candidate only in his first job. As per the amendments five marks will be given only if neither the applicant nor any persons from among the applicant’s father, mother, spouse, brothers and son is, was or has been a regular employee in any department, Board, Corporation, Company, Statutory Body, Commission, Authority of Government of Haryana or any other state government or Government of India. He would not be entitled to the benefit in his subsequent jobs.
Moreover, the existing rule provides 5 marks to orphan ie if candidate loses both the parents early in life. Now as per the amendment the benefit of five marks will be given only to the first or second child if his father had died before attaining the age of 42 years or to the first or the second child if his father had died before the applicant had attained the age of 15 years. Widows will remain entitled to five marks as provided in the existing rules.
Chandigarh June 4- Haryana Cabinet which met under the Chairmanship of Chief Minister Mr Manohar Lal here today approved the amendment in the Haryana Staff Selection Commission’s notification in respect of recruitment to posts of Group B, C and D.
As per the amendment, the selection and recommendation of the names of the candidates belonging to Group B viz. Teacher, Educational Supervisor, Teacher Educator in School Education Department and Group C and D posts in all departments will be done on the basis of written exam, socio economic criteria and experience. The Commission will be at liberty to set the number of questions, marks per question and duration of written examination. The scheme of marks in respect of selection to the post will comprise of total 100 marks including 90 for written exam and 10 for socio economic criteria and experience.
The 90 marks for written exam will be divided into two parts comprising 75 per cent weightage for General Awareness, Reasoning, Maths, Science, Computer, English, Hindi and concerned or relevant subject as applicable and 25 per cent weightage for History, Current Affairs, Literature, Geography, Civics, Environment and Culture of Haryana.
The experience and socio economic criteria will comprise of ten marks. Five marks will be given if neither the applicant nor any person from amongst the applicant’s family like father, mother, spouse, brothers and sons is, was or has been a regular employee in any department/board/corporation/company/statutory body/commission/authority of Haryana government or any other state government or Government of India. Similarly, five marks will be given if the applicant is a widow or if the applicant is the first or the second child and his father had died before attaining the age of 42 years or if the applicant is the first or the second child and his father had died before the applicant had attained the age of 15 years.
Five marks will be given if the applicant belongs to such a Denotified Tribe (Vimukt Jatis and Tapriwas Jatis) or Nomadic Tribe of Haryana which is neither a Scheduled Caste nor a Backward Class.
For experience, one-half (=0.5) mark will be given for each year or part thereof exceeding 6 months of experience, out of a maximum of 16 years, on the same or a higher post in any department/board/corporation/company/statutory body/commission/authority of Haryana government. No marks will be awarded for any period less than 6 months.
No applicant will be given more than ten marks for socio economic criteria and experience under any circumstances.
