Chandigarh, June 27– A Multi State Mock Exercise on Earthquake will be conducted in NCR on June 28, 2019 in coordination with National Disaster Management Authority. Haryana Chief Minister, Mr. Manohar Lal will join this Exercise from Faridabad.

An Emergency Centre will be set up at Chandigarh under the supervision of Chief Secretary, Mr. D.S. Dhesi, Additional Chief Secretary and Financial Commissioner, Revenue and Disaster Management, Mrs. Keshni Anand Arora, Additional Chief Secretary, Home, Mr. S.S. Prasad and Director General of Police, Mr. Manoj Yadava to monitor the Exercise.

Additional Chief Secretary and Financial Commissioner, Revenue and Disaster Management, Mrs. Keshni Anand Arora emphasized on the importance of this Mega Mock Exercise and directed all the concerned field functionaries to participate in this Multi State Mock Exercise on Earthquake in NCR tomorrow.

Districts of Gurugram, Faridabad, Jhajjar and Sonipat will participate in this exercise to increase earthquake preparedness capacity of NCR region. It will also establish inter-state coordination. The exercise has been set upon an earthquake which occurring in West of Gurugram alongwith Jaipur Ridge and the Sohna Fault line. The assumed intensity of the earthquake is Mw7 with MSK intensity up to 8. Services such as electricity, water and telecommunication will get damaged. As many as 18 districts of NCR will participate in this exercise including four from Haryana, three from Uttar Pradesh and all 11 districts of Delhi. All the stakeholder State departments, District Administration, Army and Paramilitary Forces such as ITBP, Air Force, National Disaster Management Authority and National Disaster Response Force will take part in this exercise.

For execution of this exercise, an Orientation Conference and Table Top Exercise has already been organized by State Government in which Senior Consultant, National Disaster Management Authority, Major General ( Retd.), Mr. V. K. Datta addressed about various kinds of natural and manmade hazards which may affect the State and gave a presentation on the detailed modalities and preparations required for the Mock Exercise including working out scenarios for the districts which will take part in Mock Exercise.

Haryana will make all efforts to contribute to the realization of the global targets by improving the entire disaster management cycle in the State by following the recommendations in the Sendai Framework and by adopting globally accepted best practices. The four priorities for action under the Sendai Framework included understanding disaster risk, strengthening disaster risk governance to manage disaster risk, investing in disaster risk reduction for resilience and enhancing disaster preparedness for effective response and to “Build Back Better” in recovery, and rehabilitation and reconstruction. The State Government is incorporating substantively the approach enunciated in the Sendai Framework and will help the country to meet the goals set in the framework. By 2030, the Sendai Framework aims to achieve substantial reduction of disaster risk and losses in lives, livelihoods, and health and in the economic, physical, social, cultural, and environmental assets of persons, businesses, communities, and countries.

Capacity development is a theme in all the thematic areas for action for disaster management. In the Sendai Framework, 2015, Priority-2 (Strengthening DRR governance to manage DR) and Priority-3 (Investing in DRR for resilience) are central to capacity development. The capacity development includes training programs, curriculum development, large-scale awareness creation efforts, and carrying out regular mock drills and disaster response exercises.
