Chandigarh, July 18 – Haryana Government has issued directions to all Heads of Departments (HODs) and Administrative Secretaries that short-term deputation of any officer or official should not be made without prior approval of the Chief Minister, Mr. Manohar Lal.

While stating this here today, an official spokesman said that the Chief Minister has issued directions that as far as possible, only additional charge will be given to meet the shortfall against any post in any office. If it becomes absolutely necessary for an HOD or Administrative Secretary to use the power of deputation vested in them by any executive instructions or rules, the said power would be exercised in every single case only with prior approval of the Chief Minister.

He said that the Chief Minister has directed to implement these instructions with immediate effect.

It is worth mentioning here that even as introduction of online transfer policy is reducing the element of discretion, it was observed that the power of HODs and Administrative Secretaries for short-term deputation of officials is being exploited by vested interests. Therefore, the Chief Minister has issued these directions.

Chandigarh July 18: Haryana Government has decided to establish Shree Sheetla Mata Devi Medical College in village Kherki Majra, sector 102, Gurugram over 39 acres of land to promote medical education. Town and Country Planning Department will be Nodal Department for this purpose.

While stating this here today, an official spokesman said that Chief Minister, Mr Manohar Lal has approved a proposal in this regard.

He said that the Shree Sheetla Mata Devi Medical College would be established by Gurugram Metropolitan Development Authority (GMDA) in association with Municipal Corporation Gurugram (MCG) and Shree Sheetla Mata Devi Shrine Board. He said that while the project funding to be provided by Shree Sheetla Mata Devi Shrine Board would be 5 per cent, the remaining funding would be made by GMDA and MCG in the ratio of 50:45.

Chandigarh, July 18 – Haryana Government has decided to release three due installments of Dearness Relief (DR) of January 1, 2018, July 1, 2018 and January 1, 2019 to pensioners and family pensioners, who are drawing their respective pension in the 6th Pay structure.

While stating this here today, Finance Minister, Capt. Abhimanyu said that the Chief Minister, Mr. Manohar Lal, has approved a proposal to this effect.

He said that the DR will be released to pensioners and family pensioners on the pattern of Government of India. According to which, the DR Rate will be enhanced by 3 per cent from 139 per cent to 142 per cent on January 1, 2018, by 6 per cent from 142 per cent to 148 per cent on July 1, 2018 and by 6 per cent from 148 per cent to 154 per cent on January 1, 2019.

Chandigarh, July 18 – Haryana Chief Minister, Mr. Manohar Lal said that new schemes for Peri Urban Agriculture and diversification of crops will be prepared in the direction of doubling the income of farmers.

The Chief Minister was interacting with media persons after attending the first meeting of High Powered Committee of Chief Ministers for Transformation of Indian Agriculture, in New Delhi today, which was presided over by Maharashtra Chief Minister and Convenor of the Committee, Mr. Devendra Fadnavis. Union Minister of Agriculture and Farmers’ Welfare, Mr. Narendra Singh Tomar, Gujarat Chief Minister, Mr. Vijay Rupani and Arunachal Pradesh Chief Minister, Mr. Pema Khandu also attended the meeting. The Madhya Pradesh Chief Minister, Mr. Kamal Nath participated through video conferencing.

Mr. Manohar Lal said that in the direction of diversification of crops in Haryana, the 'Jal Hi Jeevan Hai' scheme was praised in the meeting and it was discussed to pursue the scheme in other states as well.

The Chief Minister said that in view of the diversification of crops, discussion was also held to prepare new schemes by forming the basis of Peri Urban Agriculture in order to economically reorganize the agricultural areas around the urban areas alongwith crop diversification. He said that peri urban agriculture is highly important for Haryana in view of the large agricultural area of Haryana being located in the NCR area and with the preparation of new schemes for Peri Urban Agriculture, the agricultural sector will be economically strong and people in cities will get fresh agricultural and other food items.

The Chief Minister said that in the context of marketing of agricultural products, the details will also be prepared to provide storage facility to the farmers. Discussions were also held to increase the involvement of the Center in the purchase of agricultural crops. Apart from this, discussion was held in the meeting on the need to increase central subsidy in micro irrigation schemes. The Chief Minister said that Haryana Government is giving up to 85 per cent subsidy under irrigation schemes. With the increase in central subsidy, the micro irrigation schemes will get further expansion, he added.
