Chandigarh July 24: Haryana Chief Minister, Mr Manohar Lal today directed the departments to enhance their capital expenditure to achieve the set targets by the end of the financial year besides pressing the Centre Government for the early release of central share under various welfare and development schemes.
Mr Manohar Lal was presiding over the meeting to review the budgeted expenditure of various departments for the financial year 2019-20 (Quarter-1) here today. Finance Minister, Capt. Abhimanyu was also present in the meeting.
On this occasion, the Chief Minister also released a booklet entitled 'District Budget' showing allocation of budget to districts under each scheme.
While reviewing the department wise budget expenditure, the Chief Minister asked the departments to expedite the pace of work and complete maximum works in the month of August so that they could achieve their targets well in time. Mr Manohar Lal said that besides his intervention, the department should also take up the matter with the central government for the early release of central share pertaining to various schemes of their concerned departments. An amount of about Rs 1000 crore has been received from the Centre upto June 2019. He also asked the departments to consolidate different schemes having the same goal as multiplicity of schemes could cause confusion among the beneficiaries.
It was informed that the ratio of Fiscal Deficit to GSDP for the year 2019-20 (BE) is 2.59 per cent which is well under the FRBM parameters. It was also informed that the State Government has set up a non-banking financial company namely Haryana State Financial Services Limited (HSFL) and from August onward, no department would deposit money into the Banks, instead they deposit the amount in the Company. The HSFL would give interest to the departments for the money deposited. The departments could keep 25 per cent of the funds for expenditure and rest would have to be deposited in the HSFL.
It was informed that the departments have been asked to make extensive use of grant in aid portal. All type of grants are being provided to the departments through online system. It was informed that a reform has also been made in the NABARD Aided funds. Now, in case NABARD did not accord approval for a project or it gets delayed due to some reasons, the funds for the same would be provided by the State Government. It was further informed that Sustainable Development Goal (SDG) Dashboard, a new mobile app would soon be provided to all the departments for reporting and monitoring of schemes and budget.

Umashankar and other senior officers of the State Government.
Chandigarh, July 24 – Haryana Public Works (Building and Roads) Minister, Rao Narbir Singh has directed all the Circle Superintending Engineers posted in the field to pay special attention for the repair of the potholes on various roads caused due to monsoon so as to prevent any accidents. He directed to upload the information on the complaint of potholes on the Harpath app. A special campaign should be launched to repair the potholes immediately and send progress reports to the headquarters every week.
Rao Narbir was presiding over review meeting with the Circle Superintending Engineers through video conferencing from Haryana Civil Secretariat, here today.
Rao Narbir Singh said that the Chief Minister, Mr. Manohar Lal has also taken cognizance on the accidents due to potholes on roads. He said that being the Minister of the Department, it was his responsibility to make sure for the safe journey of people. He also directed the Circle Superintending Engineers to ensure that three feet berm should be constructed on both sides of 18 feet wide roads being constructed and the roads should be 24 feet wide in total. He said that contractor has a four year Defects Liability Period, during this period it is liability of the contractor concerned to get the potholes repaired.
He said that all Superintending Engineers should make a work program for repair of roads to carry out special inspection and upload the report on Harpath app. He said that wherever new roads are constructed, the work of plantation on both sides of roads should be carried out by involving NGOs or any other organization.
