Chandigarh, July 25 – Haryana Chief Minister, Mr. Manohar Lal today launched the ‘Parivar Pehchan Patra’ Portal to provide unique identity to each family in the state. With this, a new chapter has been added in the initiatives of Chief Minister for providing the benefits of government schemes in a transparent and easy manner to the people with the extensive use of information technology.

The Chief Minister addressed a press conference after launching the ‘Parivar Pehchan Patra’ Portal at Haryana Niwas, here today. All the Deputy Commissioners also joined the launch of the portal through video conferencing.

He said that the ‘Parivar Pehchan Patra’ will provide a unique identity to complete family and it would have name of the head of the family on top. The name of family member will be added to the ‘Parivar Pehchan Patra’ right after his birth and after marriage of a girl her name will be transferred to the ‘Parivar Pehchan Patra’ of her in-laws. He said that for this, the head of the family will have to deposit the form with full details of his family with his signature at Atal Sewa Kendra or Antyodaya Sewa Kendra, which will be updated by the departments concerned. After updating, the person will be allowed to take out two prints. He said that it would be very easy to search on the portal for updates. After filling the name or the name of the father, it will give option, which will have to be filled, he added.

The Chief Minister said that on December 25, 2014, the e-registry online service was started on Good Governance Day and now 495 services and schemes of about 17 departments are available online. He said that today, people visit government offices to get information and benefits of schemes, but in future, the benefits of schemes will provided to the people at their doorsteps.

He said that the registration of all the cremation grounds and graveyards has also been completed. The chowkidars in the villages and municipalities in the cities will submit the details of the last rites performed in their cremation grounds and in the graveyards, for which they will be given incentive.

The Chief Minister said that the Government is working on making the Parivar Pehchan Patra at war footing to not only ensure automatic delivery of various citizen-centric services to people, but to curb corruption completely. With the creation of the database of all the families, the benefits of social welfare schemes will reach the actual beneficiaries automatically and remove duplicity.

The Chief Minister congratulated the teams of the NIC and Planning Department for preparing this portal and said that this Portal will speed up the operation of achieving hundred per cent success in the 'Mera Parivar-Meri Pehchan’ programme.

Replying to a question, the Chief Minister said that the migrant families can upload their information on this portal after leaving the place and their previous information will be removed. He said that three digits will be there for the village and five digits for the family. No individual digit will be there for the citizen.

Finance Minister, Capt. Abhimanyu said that this day is an important and historic day in the direction of good governance of Haryana. Important steps are being taken so that the benefits of each scheme should reach each family unit. He said that Haryana will move forward towards ensuring transparency in identifying the family and its uplift, mapping and providing benefits. He said that this initiative of the Chief Minister is definitely commendable.

Chief Secretary, Mrs. Keshni Anand Arora thanked the Chief Minister for his guidance in creating the ‘Mera Parivar-Meri Pehchan’ Portal. She said that even before this, the Chief Minister had forwarded the proposal to prepare the State Resident Database and to a great extent work was done on it. That data will also prove useful for this portal, she added.

Additional Chief Secretary, Finance, Mr. T.V.S.N. Prasad briefed about the outline of the Portal and said that to a great extent, this will curb the benefits of government schemes going to ineligible persons and ineligible families and the possibility of duplicity will also be removed. He said that data of district wise families will be available to the Department, which other departments will be able to use for their preparing welfare schemes.
