Chandigarh July 26: Haryana Chief Minister, Mr Manohar Lal today announced that top 100 schools of 10th and 12th standard in the State would be developed as Model School on the basis of evaluation of their results and infrastructure for the academic session 2019-20. Besides, new Super 100 Centres (in addition to the existing 2) would be opened in for government school students where top performing students would be provided coaching in competitive examinations like JEE Mains, National Eligibility cum Entrance Test (NEET), CLAT etc. for admission into engineering, medical and law colleges.
Mr Manohar Lal made this announcement while speaking at the State Level Saksham Samman Samaroh in Panchkula here today. Education Minister, Mr Ram Bilas Sharma was also present on this occasion. 200+ district and block education officers along with 500+ best performing principals were presents at the Samaroh today. All 22 Deputy Commissioners and 10,000 schools in the State were also connected to the programme through video conferencing.
He also announced that with a view to ensure employment to the skilled students, career counseling would be started in the schools. Apart from this, arrangement of vocational training would also be made for them. He said that programme would also be organized after regular intervals for honouring the teachers in recognition of their contribution in the field of education.
On this occasion, the Chief Minister also launched Saksham CM Scholarship under which more than 8000 meritorious students of 6th to 12th standard would be given scholarship. He also launched online service book under which service book of 1.15 lakh employee of the education department would be made available online, Saksham Adhyapak App, a mobile App which would have question banks, videos and other teaching training material, Saksham Samiksha app - a GIS based application for the effective monitoring of 15,000 schools and Saksham District Dashboard to see the key performance indicators of all districts online.
On this occasion, 640 Board toppers of class 10th were given away laptops. While Chief Minister presented laptops to 23 students, laptops to the remaining 617 students were given away by the respective Deputy Commissioners.
Mr Manohar Lal started his speech by paying rich tributes to the 527 martyrs of Kargil War. He said that July 26 is observed as Kargil Vijay Diwas to commemorate the success of Operation Vijay and the victory of the Indian Army in the year 1999. He said that the sacrifice made by our brave soldiers could never be forgotten.
While describing today as a historical day, he said that the State has witnessed a revolutionary change in the field of education during the last few years. He said that 107 out of 119 blocks are Saksham and 14 out of total 22 districts have become fully Saksham. He said that after taking over the reign of the administration in the State in the year 2014, the main focus of the Government was to bring about a positive change in the education which lacked in previous governments. The education is not confined to only 3R that is reading, writing and arithmetic but it is also a medium of character building among students, he added.
Mr Manohar Lal said that though steps have been taken in regard to setting up new schools and colleges, providing better infrastructure facilities but quality of education is pivotal for the overall development of children. While underlining the role of teachers, he said that earlier they could not concentrate fully on teaching due to fear of transfers which used to be depending on political whims. But, we have implemented a transparent online teacher’s transfer policy to give them stations according to their choice. He asked the teachers to form 3 M (Monitoring, Mentoring and Motivation) as base of their teaching also make use of new techniques of teaching so that the students might not take education as a burden.
While referring to various steps taken by the State Government to improve the quality of education, he said that learning enhancement programme has been started. Apart from this, bi-monthly tests are also being conducted in the schools. He said that the NITI Ayog has also appreciated Haryana’s effort in this direction. He said that during the tenure so far, the present state government has worked for providing basic amenities to the people whereas, our next term would be centred on SHE that is Security, Health and Education. He said that apart from education, special emphasis is also being given for the skilling of youth so as to make them employable.
Later, the Chief Minister also honoured District Education Officers (DEOs), District Elementary Education Officers (DEEOs), Block Education Officers (BEOs) and Block Elementary Education Officers (BEEOs), District Project Coordinators (DPCs) of Samagra Shiksha Abhiyan and state level officers for their significant contribution in making the Saksham Abhiyan, a grand success. Apart from this, he also felicitated seven panchayat representatives for their active community involvement by passing a resolution to send 100% children in their villages to government schools.
Earlier, speaking on this occasion Education Minister Mr Ram Bilas Sharma said that the State Government has implemented the teachers transfer policy under the able leadership and guidance of Chief Minister Mr Manohar Lal. He said that 13 states including Punjab is following our education policy in their States. He said that as a result of various initiatives taken to improve the quality of education in the State, about 56,000 students have migrated from private schools to government schools last year and this figure would be increased further in the time to come.
Director General, Secondary Education and Secretary School Education Department Dr Rakesh Gupta said that it is a matter of pride that 86 per cent students in the State have become grade level competent in Hindi and Math as against the target of 80 per cent students. He said that it was after several years in 2018 and 2019 that text books have been distributed to the students of classes 1st to 8th before April 1. He also said that involvement of all stakeholders (CM, EM, district administration, education department, SCERT) has made the programme the success that it is today.
Principal Secretary School Education Dr Mahavir Singh thanked the Chief Minister for implementing Saksham Haryana and making it a success. He said that quality of education has been improved in the State during the last few years and Haryana has made its mark in the country.
