Chandigarh, December 5 – Haryana Chief Minister, Mr. Manohar Lal has directed to constitute an independent authority or department through which the task of implementation of schemes and survey works of various departments can be done. He said that this will create new employment opportunities for more than 10 thousand youth in the State especially for the youth working under unique Saksham scheme of the state government.

The State Government has implemented first of its kind Saksham Yuva Scheme, now constitution of an independent authority or department will further help the youth to get more employment opportunities.

The Chief Minister was presiding over the review meeting of the 'Jal Jeevan Mission' scheme being implemented through the Haryana Public Health Engineering Department in the State, here today.

In the meeting, Additional Chief Secretary, Public Health Engineering Department, Haryana Mr. Devender Singh gave a presentation on the scheme.

He informed the Chief Minister that for each State, the Central Government has set a target of the implementation of the 'Jal Jeevan Mission' scheme by June 30, 2022.

Haryana has prepared a road map for this in three phases. Under the mission, facility of drinking water will be ensured in village panchayats as well as in Dhanis with a population of 100 persons or more.

He said that according to the 2011 census data, the number of rural households in the State was 31.53 lakh. In the first phase, survey work will be completed by March, 31, 2020 to get the complete data whether every household has a water connection or not.

He said that so far, a survey of 13.30 lakh families has been conducted, in which more than 2500 able competent youth have been engaged. The BISWAS app has been developed for application for new water and sewer connections and online payment of water and sewer bills.

The Chief Minister suggested that the competent youth who would do survey work for the departments would be given a certificate by the newly formed authority or department, which would be considered as experience marks while they apply for the government job.

It has also been decided that micro irrigation scheme has been promoted to minimize agricultural irrigation with open water.

The Chief Minister directed the officers that the Pond Development Authority and other departments should work jointly and ensure the implementation of these schemes immediately in the 125 villages covered under Mahagram Yojana. The Chief Minister said that village panchayats, block committees and district councils will be further strengthened and entrusted with the task of this Jal Jeevan mission will be assigned to them.

The Chief Minister said that the Inter District Council meeting should be convened soon. He said that the issues should be discussed in open house and the right for discussing these issues will be given to Panchayati Raj Institutes.

The meeting was attended by Chief Secretary Mrs. Keshni Anand Arora, Additional Principal Secretary to Chief Minister, Mr. V. Umashankar, Deputy Principal Secretary to Chief Minister, Mrs. Ashima Brar, and other officials were also present.
