Chandigarh January 26: While reiterating his commitment for the welfare of all sections of the society, Haryana Chief Minister, Mr Manohar Lal today said that it has been decided to celebrate year 2020 as “Sushashan Sankalp Varsh” under which programmes and schemes would be prepared throughout the year to make the life of people easier besides making them self-reliant in field of health, education and safety. Apart from being Chief Minister, he is also holding the portfolio of the Finance Department and in the upcoming Budget; his focus would be on how to make every citizen happy, he added.
Mr Manohar Lal was addressing the gathering at the State Level Function organized on the occasion of 71st Republic Day at Jind today.
He said that premium of beneficiaries of various pension schemes of the Central Government would be paid by the State Government and for this Parivar Pehchan Patra would be given to the families. Also, the villages of the State would be made free from Lal Dora and village Sirsi of district Karnal would be the first such village.
While describing the farmers and soldiers of Haryana as the pride of the country, he said that on the lines of the Kisan Credit Card, the Pashu Kisan Credit Card is being introduced so that the cattle rearing farmer could also take advantage of it.
He also exhorted the youth of the state to stay away from drugs and asked them to be aware towards their health. He said that 2000 health and wellness centers would be set up in parks and gymnasiums in rural areas. Though we celebrate June 21 as International Yoga Day, the Haryana Government has formed Haryana Yoga Council to make yoga more popular.
Mr Manohar Lal said that the modern lifestyle is adversely affecting the health of the youth. Therefore, we have to move towards organic farming and with zero budgeting, we could improve the health of people by minimizing the use of chemicals. Apart from this, the government is also giving special emphasis on cleanliness. He said that a campaign has been launched in the State for water conservation and the government aims to provide water through tap to every household by the year 2022. The Haryana Pond and Waste Water Management Authority has been constituted for utilizing the treated water of the village ponds for irrigation and other related works. There are about 14,000 village ponds in the State. He also urged the people to move toward micro irrigation and said that subsidy upto 85 per cent is given on micro irrigation projects. He said that as a result of better management of canal water, we are able to make water available to more than 300 those tail ends in the State where water has not reached in the last 30 to 40 years.
He said that after the unique initiative of educated Panchayats in the State, 7 star rating scheme has been implemented to increase competition among the Panchayats which would give a new definition to rural development. He said that Haryana is moving fast towards online system and digitization and as a result of this, the state has been selected for gold medal at National level which is a matter of pride for us. He said that land records are being digitized which would help in disposing off more than 50,000 cases of land records which are lying pending. He said that villages of the State are being freed from the Lal Daro and this process has started from today from village Sirsi in district Karnal. With this, now people would be able get registry done by selling their properties within the village also.
The Chief Minister said that Haryana has become an open defecation Free State. Keeping in view the health of women, we have given more than 9 lakh gas connections free of cost under the Ujjwala scheme. Perhaps there would not be a single house in the State which no longer has a gas connection.
He said that with a view to make the youth of the state self-reliant and employable, Shri Vishwakarma Skill Development University has been established in village Dudhola in Palwal district. About 12,000 youth are becoming employable every year through various courses. He said that apart from this, the Government has also launched a unique scheme namely Saksham Yojana under which monthly honorarium upto Rs 9000 is given to the youth for 3 years according to their educational qualification in lieu of 100 hours work so that Youth do not depend on their families for competitive examinations.
Mr Manohar Lal said that recently the State Government has also taken several important decisions. He said that amount of Old Age Allowance Scheme and other Social Security Pension has been increased from Rs 2000 per month to Rs 2250 per month. Similarly, the registered workers associated with the building construction works would also get Rs 2,750 instead of Rs 2500 as monthly pension. The amount Rs 500 in this regard would be borne by Labour Welfare Board.
He said that for the convenience of the people, a decision has also been taken to make proceedings in lower Courts available in Hindi. In order to open liquor vends outside the village limits, instead of panchayats, a resolution passed by Gram Sabha or 10 percent voters of that village would be accepted. So far, 872 proposals have been received by the Government and liquor vends would not be opened in these villages from this Financial Year.
The Chief Minister said that to meet the shortage of doctors in the state, the Government is fast moving on its plan to open one medical college in every district of the State. Three new medical colleges have been opened and the number of MBBS seats has been increased from 750 to 1450. He said that as a result of works done during the previous tenure for ensuring a transparent and graft free governance in the State, people have given us an opportunity to serve them again and this time we would do even better, he asserted.
Congratulated the people of the State on this occasion, he said that Jind is the heartland of the State and a historic city. This holy land comes under the radius of 48 Kos of Dharmakshetra-Kurukshetra. He said that on this day, India became a Democratic Republic on January 26, 1950. He said that large number of patriotic had sacrificed their lives for the freedom of the country and we all should bow down to pay homage to those freedom fighters. He also expressed his gratitude especially to all those who are safeguarding the borders of the country day and night, in all weather and under all circumstance.
He said that our Constitution came into force on this day in the year 1950 and India became the largest republic in the world. He said that our Constitution is a sacred book of democracy. The mantra of 'Survey Bhavantu Sukhin', Survey Santu Niramaya: 'of Indian civilization is the core of our Constitution. Due to this, every citizen gets equal opportunities for justice, equality, freedom, expression of ideas and progress. He said that the contribution of great leaders like Dr. Rajendra Prasad, Babasaheb Bhim Rao Ambedkar and Sardar Patel in drafting the constitution could not be forgotten. He said that in the last seven decades, the nation has made commendable progress in various fields. We are proud that under the leadership of Prime Minister Mr Narendra Modi, today India is moving fast on the path of development as a result of vast progress in the field of science, technology and innovation.
The Chief Minister said that the Central Government has taken three historic decisions under the leadership of Prime Minister Mr Narendra Modi. One is the abolition of Article-370 from Jammu and Kashmir, the second is the enactment of the Citizenship Amendment law and the third is the Triple Talaq Law for the protection of the rights of Muslim women. He said that these changes should have happened long ago in the National interest. India has enacted the Citizenship Amendment Act by adopting soft approach. With the enactment of this law, Hindus, Christians, Sikhs, Jains, Parsis and Buddhists who have taken refuge in India from neighboring countries after being tortured in the name of religion would get citizenship of India. Today, efforts are being made to spread confusion in the country on the Citizenship Amendment Act. But I want to say firmly that this law is made to give, not to take away citizenship of anyone. I am proud that the people of Haryana have welcomed this decision of humanity.
