Chandigarh, March 16 - Haryana Chief Minister, Mr. Manohar Lal said that newly appointed Haryana Civil Service-2020 (HCS) officers should work by keeping the welfare of people as their foremost concern. While giving the mantra of 3-I's i.e. Integrity, Involvement and Innovation, to the officers, he said that they have been recruited 'Bina Parchi, Bina Kharchi’, hence they are expected to work with utmost transparency and without corruption at their place of posting.
The Chief Minister said this while addressing at the valedictory ceremony of First Joint Foundation Course of newly selected officers of Haryana Civil Services 2020 at Haryana Institute of Public Administration (HIPA) in Gurugram today.
While addressing the officers, Mr. Manohar Lal said that they should work with integrity i.e. honesty for the public and involvement i.e. work by involving the team. By explaining the meaning of the team, the Chief Minister said that by making a list of the tasks of their offices, distribute them among the team and take the lead by yourself where weakness is spotted. This will increase confidence of the employees in their officer, he added. Giving the third mantra of innovation, the Chief Minister said that new technologies are coming these days; for example IT, adopt innovation to serve the people in a better way.
The Chief Minister said that while serving as an officer, they will come across many types of situations, but in those circumstances, they must keep control on themselves and don't be swayed by seeing others, they should work by rules and regulations. He said that the officers try to come up to the expectations of masses and deliver clean administration. He said that if for providing ease to the public by making slight amendments in the rules or law, then one should give suggestions to his or her seniors fearlessly. He said that if the officer works with confidence, determination and will power in the system, they will face no difficulty.
The Chief Minister said that everyone should explore possibilities for the aspiration according to his or her talent. He said that Sardar Vallabhbhai Patel once said that the Indian Administrative Service and the State Civil Service is the steel frame of the system, so one should keep the public interest in the fore front, then only they will be able to progress. He told that the agenda of the present State Government is - transparency, working without discrimination and giving corruption-free governance.
Earlier, HIPA Director General, Mrs. Surina Rajan said that HIPA has prepared a program for the induction training to all newly recruited officers and refresher course after every three years. She said that on the directions of the Chief Secretary, a knowledge network will be started for capacity building of officials. Haryana Chief Secretary, Mrs. Keshni Anand Arora joined the proceedings of the event through video conferencing from Chandigarh and other district officials from their respective districts. On this occasion, Media Advisor to Chief Minister, Mr. Amit Arya, BJP District President, Mr. Bhupendra Chauhan, Commissioner of Police, Gurugram, Mr. Muhammad Akil, Commissioner, Gurugram Division, Mr. Ashok Sangwan among other officers were present.
