Chandigarh, July 15: On the occasion of World Youth Skills Day today, Haryana Chief Minister, Mr Manohar Lal reiterated his resolve to provide maximum employment opportunities to the youth of the State through their skill development and said that the State Government is working with a vision to ensure that no youth remains unemployed in the State.

Mr Manohar Lal was speaking after inaugurating the Rozgar Bhawan constructed at a cost of about Rs 9.50 crore in Sector 14, Panchkula, near here today. Deputy Chief Minister, Mr Dushyant Chautala, Union Minister of State for Jal Shakti Mr Rattan Lal Kataria, Speaker Vidhan Sabha Mr Gian Chand Gupta, Skill Development and Industrial Training Minister Mr Mool Chand Sharma and Minister of State for Employment Mr Anoop Dhanak were also present.

On this occasion, Mr Manohar Lal unveiled the Rozgar Portal and Call Centre of Employment Department and also launched ‘Mistri Haryana’ app of Skill Development and Industrial Training Department. He also felicitated seven private establishments with “Saksham Saathi Award” for engaging more than 5 per cent apprentices under the Apprentice Act 1961.

Earlier, the Chief Minister inaugurated a newly constructed bridge over Roon River on link road Badyal to Nimbuwala. The bridge has been constructed at a cost of Rs 8.23 crore and would benefit 14 villages of Haryana and 12 villages of Himachal Pradesh.

The Chief Minister said that apart from imparting quality education to the students, the State Government is also laying special emphasis on their skill training so as to make them employable. He said that schemes should also be prepared to ensure that youth are also attracted towards jobs in the private sector besides the government sector. The State Government has made a decision to draft a legal provision to provide jobs to 75 per cent youth of the State in the private sector. However, in case the industrial establishments provide more jobs to the State youth, the Government is ready to incentivize such units, he added.

He said that skill training of youth is necessary for employment. Keeping this in view, the State Government has established Shri Vishvakarma Skill University at Dudhola village of Palwal district besides setting up a Skill Development Mission. He said that skill development courses have not only been included in the Curriculum of the University but are also being taught in government and private ITIs. At present there are more than 700 government and private ITIs in the State.

The Chief Minister said that to provide financial support to the educated unemployed youth, Saksham Yuva Scheme has been started in the State under which monthly financial assistance of Rs 9000 for Post Graduates and Rs 7500 for Graduates is being provided in lieu of 100 hours’ work. He said that the private industries should also be given access to the Placement Cell of the Sakshyam Yuva Scheme so that they could hire youth as per their requirement.

While referring to the ‘Rozgar Portal’ which he unveiled today, the Chief Minister said that the Portal would prove to be useful in providing job opportunities to youth in government as well as in the private sector as the private aggregators have also been integrated with this portal. He said that Saksham Yuva, youth from ITIs registered on the portal would also be informed about various job opportunities in both government as well as private sector. Similarly, more than 7000 ITI pass outs from all 22 districts of the State have registered on the ‘Mistri App’. Initially services in six trades namely electrician, refrigeration and mechanic, plumber, beautician, wireman and carpenter would be provided with the help of this app.

Earlier, the Employment Department has also signed MOUs with six private aggregators to provide employment opportunities to the youth of the State. These included AV Growth Skill Private Limited, Bandhoo Solutions of Services Private Limited, Global Vision Technologies, Team Lease Services Limited, Xeam Ventures Private Limited and Quess Corp.

Speaking on this occasion, Deputy Chief Minister, Mr Dushyant Chautala said that through skill development and better infrastructure facilities, we could provide maximum jobs to the youth of the State. He said that there are 66 employment exchanges in the State and they have been asked to organize Job Fairs every three months to provide maximum job opportunities to the youth. He also described the State Cabinet decision to frame a draft for providing 75 jobs in the private sector to Haryana youth only as historic.

Union Minister of State for Jal Shakti and Social Justice and Empowerment Mr Rattan Lal Kataria said that Sakhsham Yuva scheme of the State Government is proving as a game changer for the youth. He said that the inauguration of Rozgar Bhawan and Rozgar Portal would play a vital role in terms of providing more job opportunities to the youth of the State.

Speaker, Vidhan Sabha Mr Gian Chand Gupta said that skill development of youth is pivotal for realizing Prime Minister, Mr Narendra Modi’s vision of Atmnirbhar Bharat. He said that Panchkula has always been neglected during the previous Governments but it is only the present State Government, which under the leadership of Chief Minister, Mr Manohar Lal has ensured its overall development. He said that Polytechnic and Multi Skill Training Centre in Panchkula is almost completed at a cost of Rs 28 crore. Training in about 150 courses would be imparted in this centre, he added.

Skill Development and Industrial Training Minister Mr Mool Chand Sharma said that the State Government is working to ensure skill development of youth so as to prepare enough manpower to meet the requirement of not only India but of other countries also. He said that this year, a provision of an additional budget of Rs 152 crore has been made for the department as compared to previous year. He said that work on the construction of 26 new ITIs is in progress in the State.

Minister of State for Employment Mr Anoop Dhanak said that the present State Government has taken several steps towards youth empowerment. He said that 26,592 beneficiaries have been provided unemployment allowance of Rs 24.69 crore during the year 2019-2020.

Additional Chief Secretary, Employment Department Mr T.C Gupta and Director General, Employment and SDIT Dr Rakesh Gupta welcomed the Chief Minister and informed him about various activities and achievements of the Department.
