Chandigarh July 20: Haryana Chief Minister, Mr Manohar Lal today directed to explore the possibilities of setting up clusters involving contiguous villages at block level with special emphasis on solid and liquid waste management to ensure proper development of villages. In the first phase, the Swachch Bharat Mission will identify clusters in each Block for taking the programme forward.
Mr Manohar Lal gave this direction while presiding over the 4th meeting of Governing Body of Haryana State Swachh Bharat Mission (HSSBM) held under his Chairmanship here today. He said that these clusters would be developed as model clusters where infrastructure and all other necessary facilities would be made available.
MLA-cum-Chairman, State Level Task Force, Swachh Bharat Mission, Mr Mahipal Dhanda was also present in the meeting.
Emphasizing the need to further strengthen this Mission in Haryana, he directed that district level governing bodies of Haryana State Swachh Bharat Mission, Rural and Haryana State Swachh Bharat Mission, Urban should be constituted at the earliest for the effective implementation of various works at the ground level. He also directed that, besides the government departments, Non Government Organizations (NGOs) should also be roped in for the work of door to door collection of waste in all villages of the State.
Mr Manohar Lal directed that village level committees of people having zeal to work towards cleanliness should be constituted to monitor various works like door to door collection of garbage, segregation and disposal of solid Waste, plastic waste collection and cleanliness of sanitary complexes.
It was informed that an action plan has been prepared for Swachh Bharat Mission (Gramin) Phase-II to be implemented from 2020-21 to 2024-25 with key objective to sustain the ODF status of villages and improve the level of cleanliness in rural areas through solid and liquid waste management activities thus making villages ODF Plus. As per the action plan, plastic waste collection would be carried out in all districts of the State on 2nd of every month. An MOU would be signed with the Public Works (Building and Roads) Department under which 110 tonnes of plastic waste would be handed over to PWD (B&R) for use in construction of roads under the Pradhan Mantri Gramin Sadak Yojana. Apart from this, Gobardhan projects would be constructed in every district on the lines of village Nayagaon project in Hisar district which provides household gas connection at one third price of LPG.
It was also informed that Community Sanitary Complexes would be constructed in all villages of the State. While 4000 such complexes have been constructed, the work on the remaining Sanitary Complexes would be started soon. Apart from this, for the proper management of solid and liquid waste in the villages, 1396 Solid and Liquid Waste Management (SLWM) projects would be constructed under Swachh Bharat Mission and related schemes.
It was informed that under the Swachh Bharat Mission (Urban), 65,306 individual household latrines have been constructed against the target of 71,000 latrines. Apart from this, 4057 community toilet seats have been constructed against the target of 4081 seats and 6872 public toilet seats have been constructed against the target of 6313 seats which constitutes 109 per cent. It was also informed that Municipal Corporation Karnal has been awarded by 3 star and Municipal Corporation Rohtak by 1 star rating for garbage free city by Ministry of Housing and Urban Affairs for Swachh Survekshan 2020.
It was informed that all the Urban Local Bodies of Haryana have been divided into 13 clusters for Integrated Solid Waste Management (door to door collection, transportation, processing and disposal). Out of these, work of two clusters based on waste to energy that is Gurugram-Faridabad and Sonepat-Panipat has been allotted and is in progress.
Earlier, Executive Director of Haryana State Health Systems Resource Centre Ms Sonia Trikha Khullar gave a detailed presentation on various steps being taken in all health institutions across the State on seven key thematic areas namely hospital upkeep, sanitation and hygiene, water management, infection control, support services, hygiene promotion and hospital boundary. She informed that proper cleanliness and hygiene is being maintained in all Government Civil Hospitals, CHCs and PHCs in the State.
Among those present in the meeting included Chief Secretary Mrs Keshni Anand Arora, Principal Secretary Development and Panchayats Mr Sudhir Rajpal, Additional Principal Secretary to Chief Minister Mr V. Umashankar, Deputy Principal Secretary to Chief Minister Ms Ashima Brar, Additional Chief Secretary Urban Local Bodies Mr S.N. Roy, Additional Chief Secretary Finance Mr T.V.S.N Prasad, Additional Chief Secretary, Women and Child Development Department Mr Amit Jha, Additional Chief Secretary Public Health and Engineering Mr Devender Singh, Additional Chief Secretary, School Education Department Dr Mahavir Singh and other senior officers of the State Government.
