Chandigarh, July 21 - Haryana Government, when Chief Minister, Mr. Manohar Lal while moving ahead with his core mantra of Good governance to provide citizen centric services to general public in a transparent and seamless manner by making maximum use of Information Technology, today launched e-Sachivalaya https://esachivalaya.edisha.gov.in/ portal, a digital platform, facilitating people to take online appointments for virtual meetings with the Chief Minister, Deputy Chief Minister, Ministers and other Heads of Departments.
Deputy Chief Minister Mr. Dushyant Chautala was also present at the launching ceremony along with the Chief Minister.
On the occasion, Chief Minister also urged the people of the state to ensure maximum utilization this portal for getting their work done related to government. He said that in this hour of COVID-19 crisis, they should not travel to visit the government offices by risking their lives, rather while following Stay at Home norm they should use this portal to resolve their problems and further get the desired works done.
The Chief Minister while addressing Administrative Secretaries, Divisional Commissioners and Deputy Commissioners said that with the e-Sachivalaya concept, any person seeking appointment for meeting Ministers and Officers at their offices in Haryana Civil Secretariat, Chandigarh do not have to appear physically, rather through their mobile phones, laptops they can simply book their appointments digitally. After taking the appointment, within 24 hours they will be given a time slot for the virtual meeting, he said.
Mr. Manohar Lal said that in last six years, through e-governance, many digital services have been started in the direction of good governance. During COVID-19 crisis, Haryana Udhyam Memorandum (H.U.M) portal was launched to facilitate MSMEs. Similarly, online education has been made available through learning management system software.
During COVID-19, for the convenience of farmers, shopkeepers, labourers, employees and common man, various portals are launched to provide online facilities. While, the general public was having difficulty in meeting Chief Minister, Ministers and officers sitting at Headquarters Chandigarh, therefore in view of this, now e-Sachivalaya portal has been launched today, he asserted.
It was also informed that presently there are 6000 Atal Seva Kendras in rural areas and 115 Saral and Antyodaya Kendras in cities and in these Kendras 542 services and schemes of 39 departments are available online. Through these Kendras, online appointments can be taken for the e-Sachivalaya.
On this occasion, Chief Secretary, Mrs. Keshni Anand Arora urged all the Deputy Commissioners to get their Secretariat staff trained in the work related to e-Sachivalaya, for which NIC has also prepared a training programme. All the Deputy Commissioners will be informed about the programme by the NIC.
Meanwhile in the launching ceremony, Chief Minister also launched a web portal for plasma donation For this, patients who have recovered after defeating COVID-19 infection will receive an SMS on their mobile for plasma donation, on which they will be requested to donate plasma. At present, plasma banks have been opened in Gurugram, Faridabad, Rohtak and Panchkula. The number of COVID-19 Warriors who have bravely defeated the virus is around 20,000.

Umashankar, Deputy Principal Secretary to Chief Minister, Mrs. Ashima Brar, Principal Secretary, Electronics and Information Technology, Mr. Ankur Gupta, Principal Secretary, Labor Department, Mr. Vineet Garg, Principal Secretary, General Administration Department, Mr. Vijayendra Kumar, Secretary, Personnel, Training, Vigilance and Parliamentary Affairs Departments, Mr. Nitin Yadav, and officers of NIC were also present in the launching ceremony.
