Chandigarh, July 25 - Haryana Chief Minister, Mr. Manohar Lal said that the police personnel should serve the people of the state with supreme dedication as the police is a mirror of the state government. Police service is more of a social service and not limited to just earning a livelihood, he added.
The Chief Minister was addressing the Police Personnel after reviewing the parade at the convocation ceremony of 400 women and men sub-inspectors of the 16th Batch of Police at Vachher Stadium in Haryana Armed Police, Madhuban, Karnal today. He congratulated the newly appointed sub-inspectors on completion of their training and said that now they will be taking the first step towards their duty.
The Chief Minister, while speaking about the oath taken by the police personnel, he said that they should remember each and every word spoken during oath-taking ceremony and perform their duty with honesty and fairness. He said that it was a matter of pride that the youth opted to join the police service to pursue a career. He said that the nature of work of the police department and others vary significantly as other employees function according to the calendar but the police have no calendar to follow.
Speaking on the rise in the ratio of women police personnel the Chief Minister said that earlier the number of women in the police force was merely three percent, which gradually increased to six percent in the last five years and subsequently it rose to 10 percent and the government further aims to increase it to 15 percent. He said that in the convocation today around 56 women police sub-inspectors are passing out, which represents about 14 percent of the total number of police personnel passing out.
He said that the state government is persistent to ensure that the youth get jobs on the basis of merit. On these lines, the government has given government jobs to more than 70,000 youth as per merit in the last six years. The government has followed Transparent Recruitment Process (TRP) to ensure recruitment in the police in a transparent manner as well. As a result of this, youth and girls with good education from all sections of the society and all regions are being recruited in the Police. Sportspersons of national and international-level have been recruited in Haryana Police.
The Chief Minister said that to strengthen the police services in the state, it has been decided to set up a Modern Police Station in every district in the state. In addition, approval has been given to construct five Police Range Headquarters in the State and six new Cyber Crime Police Stations at Commissionerate, Faridabad. He said that the Trakea Bar Coding system of Forensic Science Laboratory (CFSL) has also started in the Police Complex in Madhuban. He said that in order to meet the challenges related to cyber crimes, the country's first training centre, Digital Investigation Training and Analysis Centre (DITAC), has been established in Gurugram. The police personnel are trained in social media, internet and cyber crime research as well.
He said that the state government has kept a watchful eye to deal with drug traffickers in the state. For this, Interstate Common Drug Secretariat has been established in Crime Branch, Panchkula. The agencies that ensure law and order are being strengthened and modernized. In addition, concrete steps have also been taken towards ensuring security of women. For this, around 31 new women police stations have been opened in the state, whereas earlier there were merely two such police stations. Similarly, Durga Shakti Vahini and Durga Shakti Rapid Action Force have been formed to promote the safety of women in the state. Apart from this, the Durga Shakti App was also launched under ‘Ek Aur Sudhar Programme’. The Chief Minister said that I am proud that today the Haryana Police Academy, Madhuban is capable of fulfilling the requirements of police training not only within the state but also at the national-level. As an institution this academy has not only fulfilled the purpose of its establishment but has performed beyond expectations.
On this occasion, Director General of Police, Mr. Manoj Yadava welcomed the Chief Minister on behalf of the entire police family. He said that the police complex was established in Madhuban in the year 1975 and regular training programmes started here from the year 1976. It got HAP status in the year 2002. Now, it is one of the best police academies in the country. He added that the academy doesn’t only train the police personnel of the state but also of states like Himachal Pradesh, Nagaland, Goa, Delhi, Bihar and CBI, besides police personnel from Afghanistan and Sri Lanka. So far, 2.50 lakh police personnel have been imparted training in the last 44 years.
He informed that 50 postgraduates, 198 graduates and 152 business degree holders were among the police personnel who participated in today's convocation. He hoped that with the introduction of well-educated youth in the police, it will bring modern and professional skills with enhanced spirit for public service.
At the end of the programme, Director of Police Academy, Mr. Yogindra Singh Nehra thanked the Chief Minister and other distinguished guests who were present in the programme.
