Chandigarh, July 31 – On the auspicious occasion of Raksha Bhandan, Haryana Chief Minister, Mr. Manohar Lal has given a bonanza to the women employees working in the State while opting for the station of under the Online Transfer Policy as per which unmarried, divorced or widowed women employees will no longer be required to participate in 'General Transfer Drive'. In such cases, the women employees after their marriage will be asked to choose an option and in case of a newly married or an employee from above mentioned categories will be given the first station of their choice for a period of three years.
The Chief Minister made this announcement while presiding over the meeting held here today to review the online Transfer Policy being prepared by various departments.
As per the decision taken by the Chief Minister, in case of a newly married or divorced women employee, she will be given the station of her first choice for a period of three years. After that if the employee participates in the ‘Transfer Drive', then she will be allotted first, second or third station as per her choice. Similarly, 100 percent disabled or any employee from 80 percent locomotor disability then she will be given the first station of her choice as per the transfer policy.
In the meeting, the Chief Minister directed that all Administrative Secretaries should make the Online Teachers’ Transfer Policy as the base, and they should get the online policy of more than 500 employees in their departments approved by the Chief Secretary's office before August 31, 2020. After getting the consent of the employee, portal for giving the option will remain open for three days. The departments that have completed the process of asking employees about the stations of their choice can transfer the employees at any time in the month of August.
The Chief Minister said that if the Administrative Secretary wishes, then he can prepare an online transfer policy for departments with less than 500 i.e. departments having 400 or 300 employees.
The Chief Minister clarified that in case of online transfers, where the transfers have been done by giving relaxation in the policy, are only for a temporary period of two or three months and they will have to participate in the drive as soon as the academic session ends. Every employee will have to fill the option every year and stations will be given according to the option given on the basis of seniority, he said.
Similarly, in case the employee suffers from any sudden health aliments such as kidney problem or heart disease, the concerned Deputy Commissioner, SMO and a Committee chaired by District President of the concerned department will upload the details of the medical history of the employee on the portal which will be linked to the employee's HRMS. In such cases, a new portal will be opened for the committee.
The Online Transfer Policy of the departments which were reviewed by the Chief Minister include Agriculture and Farmers' Welfare, Cooperatives, Haryana State Agricultural Marketing Board, Development and Panchayats, Public Works (Building and Roads), Transport, Skill Development and Industrial Training Institutes, Excise and Taxation, Animal Husbandry and Dairy and Electricity Departments.
In the meeting, the Administrative Secretaries assured the Chief Minister that as per his directions, Online Transfer Policy of the departments will be got approved from the Chief Secretary’s Office before August 31, 2020.
The Chief Minister was apprised that the transfer of Agricultural Development Officer (Admin Cadre) and Field Man of the Agriculture and Farmers’ Welfare Department will begin from September 1, 2020. While the transfer process of Auction Recorder of Haryana State Agricultural Marketing Board will being from August 15, 2020.
Likewise, the transfer process for VLDA and Veterinarian of Animal Husbandry Department will start from on August 30, 2020. The Panchayat and Development Department will start the online transfer process of the Garmsachiv and Junior Engineer from August 16 to 20, 2020. Similarly the transfer process of clerk and sewadars of the Excise and Taxation Department will start from August 20, 2020 and lastly the transfer process of clerical staff of the School Education Department will start from August 13, 2020.
It was informed that the transfer process of Junior Engineer (Civil) of the Public Works (Building and Roads) Department will start from August 15, 2020 the transfer process of Sub-Inspector General of the Cooperative Department (RCS) from August 15, 2020 and the transfer process of drivers and conductors of the Transport Department will start from August 1, 2020 and transfers of Clerk and Inspector of the same department will start from August 20, 2020 to September 1, 2020.
Similarly, the transfers of Supervisor (Women) in the Women and Child Development Department will start from any working day or from August 5, 2020. The Transfers in Higher Education Department for the post of Assistant/ Associate Professor (English and Commerce) will start from August 20, 2020. While the transfer of Junior Engineer, LDCs and UDCs of Power Corporations, will be started in October after the paddy season.
In the meeting, Chief Secretary Mrs. Keshni Anand Arora, Principal Secretary to Chief Minister Mr. Rajesh Khullar, Additional Chief Secretary, Agriculture and Farmers' Welfare Department, Mr. Sanjeev Kaushal, Additional Chief Secretary, School Education Department, Dr. Mahavir Singh, Additional Chief Secretary, Women and Child Development Department, Mr. Amit Jha, Additional Principal Secretary to Chief Minister, Mr. V. Umashankar and Deputy Principal Secretary to Chief Minister Mrs. Ashima Brar, Principal Secretary, Excise and Taxation Department, Mr. Anurag Rastogi, Principal Secretary, Development and Panchayat Department, Mr. Sudhir Rajpal, Principal Secretary, Higher Education Department, Mr. Ankur Gupta and other officers were also present.
