Chandigarh September 26: Haryana Chief Minister, Mr. Manohar Lal has said that the new Enterprises and Employment Policy-2020 has been prepared focusing on MSME and Self-reliant India (Atmnirbhar Bharat) campaign and it will be implemented from November 1, 2020 on the occasion of Haryana Day.

Mr Manohar Lal informed this while interacting with the media persons after presiding over a meeting with different stakeholders regarding the new Enterprises and Employment Policy-2020 at Gurugram today. Deputy Chief Minister, Mr Dushyant Chautala who also holds the portfolio of Industries and Commerce Department was also present on this occasion.

The Chief Minister said that the State Government’s endeavour is to ensure the prosperity of the State and provide maximum employment opportunities to its youth in the industrial sector. Suggestions were given by the entrepreneurs on the requirement of skill upgradation of youth and their aptitude and behavioral development for working in industries. Vice Chancellor of Shri Vishwakarma Skill University, Mr Raj Nehru who was also present in the meeting was directed to prepare a short-term course for behavioral aptitude. The Chief Minister said that in the new Enterprises and Employment Policy -2020, focus would be given on bringing maximum investment to Haryana and giving employment to the youth of the state.

Earlier, in the meeting with entrepreneurs, the Chief Minister said that Haryana is one of the leading states in the country in terms of industrial development. Constant efforts are being made to make the State more prosperous and the State Government is working in this direction for the last six years. He said that when the present BJP government took over the reins of the state in 2014, Haryana was at 14th position in Ease of Doing Business Rankings. But as a result of the efforts of the State Government, the State achieved sixth position in the rankings and also ranked third later on. However, this time the State lagged behind a bit due to some procedural shortcomings. He expressed hope that Haryana would once again achieve its place among the leading states by filling all those gaps.

He said that special emphasis is being given to ensure that the youth get maximum employment in agro-industries and other industries as well.

He said that earlier also there was a provision of giving priority to the people of Haryana in jobs in the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) but attention was not paid in this direction. He said that today’s youth is more interested in government jobs but not everyone can get a government job. Therefore, there is a need to generate interest among youth to work in industries and to ensure this, alongwith the studies, their skilling is also necessary.

While interacting with the entrepreneurs, the Chief Minister said that priority should be given to youth of Haryana in jobs but it is not binding on them. In case, the people of Haryana are not available, then they are free to hire other people. He said that by providing employment to the local people, the industries would also benefit a lot as their expenditure on housing, transportation and other facilities on those employed would be considerably reduced.

The Chief Minister said with a view to ensure that every entrepreneur is registered with the State Government on a single platform, Haryana Udhyam Memorandum (H.U.M) Portal has been launched recently. This would help generate data of industries which in turn would help the government to prepare plans and programmes for their welfare. He said that data of families is being prepared in the State through Family Identity Cards. Apart from this, the land data is being prepared through the computerization of land records so as to make the entire system more systematic.

Deputy Chief Minister, Mr Dushyant Chautala said that focus is being laid by the State Government on providing employment opportunities to the people of the state. For this, the youth of the State would be made skilled to meet the growing requirement of industries for trained manpower.

He said that the Haryana Enterprises Promotion Policy-2015 had a provision of providing financial assistance of Rs 36,000 annually to the industry for employing local youth. He said that this assistance has now been increased to Rs 48,000. It would be more cost-effective for the entrepreneurs if they set up their industrial units in B, C and D blocks, he added.

Among those present on this occasion included Director, Department of Industries and Commerce, Dr Saket Kumar, Mr Pawan Chaudhary from Invest India, Vice-Chancellor of Shri Vishwakarma Skill University, Mr Raj Nehru, Deputy Commissioner, Mr Amit Khatri, Municipal Commissioner, Mr Vinay Pratap Singh, Mr R.C. Bhargava from Maruti Suzuki India Limited, representatives of PHD Chamber of Commerce and other dignitaries.
