Chandigarh, October 5 - Haryana Chief Minister, Mr. Manohar Lal said that in order to maintain transparency in the recruitment process of government employees, for almost past six years, he has given autonomy to the recruitment agencies so as to ensure that the employees recruited on merit basis can perform their duties with the spirit of ‘Jan Seva’. In last six years, recruitment in Haryana has been done on the basis of ‘Bina Parchi, Bina Kharchi and Bina Marji’, said Chief Minister.

The Chief Minister was speaking during the lecture series of Sardar Vallabhbhai Patel webinar organized by the Haryana Public Service Commission held here today. Judge of Supreme Court of India, Justice Mr. Hemant Gupta, Chairman and members of Public Service Commission of various states were also present during the webinar.

The Chief Minister congratulated the Haryana Public Service Commission for organizing lecture series of Sardar Vallabhbhai Patel, who was renowned for his administrative expertise to unite the princely states of the country and for serving the country with the spirit of nationalism.

Mr. Manohar Lal also thanked Judge of Supreme Court of India, Justice Mr. Hemant Gupta who has given significant decisions in many constitutional matters, for attending the webinar and delivering remarkable address. He said that Mr. Hemant Gupta’s address would serve as an inspiration for constitutional recruitment institutions like Public Service Commission and Staff Selection Commission.

The Chief Minister said that a public representative is elected for five years in a democracy and plays a pivotal role in framing policies and laws for the public interest, but in the true sense only the Executive and Judiciary implement those policies and laws on the ground level.

The Chief Minister said that Haryana had fought a tough battle and gone even to Supreme Court in a bid to ensure that public representatives in Panchayati Raj Institutions are educated and even the Supreme Court had appreciated the decision of the State Government and had also asked other states to follow the same.

Mr. Manohar Lal said that all the reforms made in for the recruitment agencies like Haryana Public Service Commission and Haryana Staff Selection Commission will continue continuously and if any good suggestion comes in today's webinar, it will also be incorporated.

The Chief Minister said that he is happy that as a result of his reforms, today the youth of Haryana is dedicatedly studying to become successful in competitive examinations being held not only in Haryana but also in the Union Public Service Commission and Public Service Commission of other states.

He said that despite the representation of two percent of the population of the country, recently, five percent of youth of Haryana secured a position in the civil services results. Earlier, the youth of Haryana used to study so as to get recruited in the army and the police and used to please politicians to get jobs. “We have abolished this practice and it would be allowed to flourish in Haryana till the time his government remains in power,” said Mr. Manohar Lal.

Mr. Manohar Lal said that by organizing written examination for the class-III employees recruited in Haryana Civil Service who are nominated by special powers of the Chief Minister, he has ended this practice and last year recruitment of these employees was done through written examination. He said that likewise, every year a name from non-HCS category is sent by the states to the Union Service Commission for IAS. We have also ended this tradition and have started conducting written examination for the same.

“An employee recruited on merit always works with the spirit of public service and the employee hired by giving bribe and has back door entry always keeps looking for ways of doing corruption,” asserted Mr. Manohar Lal.

He said that similarly the transfer process of employees, which was another way of corruption, has also been closed and is shifted to online medium. Even though we have had to face political contradiction with our own people for all these reforms, but we have remained committed and the result is that the youth of Haryana is not only appointed at prominent positions in government sectors but in private sector too, said Mr. Manohar Lal.

The Chief Minister hoped that the officers and employees recruited in the last six years will certainly dedicate their 25-30 years services while working in the spirit of public service. He said that the administrative reforms which have been brought in the recruitment process will prove to be a milestone for any future government.

During the webinar, Mr. Manohar Lal also answered the queries of the audiences Mr. Rakesh Sikkar and Ms. Shruti Sharma. He said that recently, the youth of the state has excelled in the results of in NEET, JEE, Engineering, even in IAS examinations.

Justice Mr. Hemant Gupta also appreciated the recruitment process followed by Haryana Public Service Commission and Staff Selection Commission. Chairman, Haryana Public Service Commission, Mr. R.K Pachnanda and Chairman, Haryana Staff Selection Commission, Mr. B.B Bharti also addressed the audience present in the webinar and elaborated on the reforms in the recruitment process.
