Chandigarh, October 16: Haryana Government has decided to redesignate the ‘Department of Housing’ as 'Department of Housing for All' with new mandate and creation of 'Directorate of Housing for All' by subsuming the housing schemes currently being carried out by various Departments, Boards, Corporations and Autonomous Bodies alongwith staff and to carry out consequential changes in the Business of the Haryana Government (Allocation) Rules, 1974.
A decision to this effect was taken in the meeting of State Cabinet held under the chairmanship of Chief Minister, Mr. Manohar Lal here today.
Housing Department was created for implementation of housing schemes through Housing Board under the administrative control of Administrative Secretary of Housing Department for providing affordable houses/flats to the residents of Haryana State and for implementation of the various schemes namely Land Acquisition and Development Scheme, Low Income Group Housing Scheme, Middle Income Group Housing Scheme, Rental Housing Scheme, Rural Housing Scheme and Subsidized Industrial Housing Scheme.
The Chief Minister who also holds the portfolio of the Finance Department had stated, in his Budget Speech of the financial year 2020-2021 on February 28, 2020 that there will be a department namely `Department of Housing for All' which shall subsume various housing schemes currently undertaken by several departments like housing scheme for BPL/EWS by Housing Board Haryana, Pradhan Mantri Awas Yojna-Urban, Rajiv Awas Yojna by department of Urban Local Bodies, Pradhan Mantri Awas Yojna-Gramin by department of Rural Development, Housing Advance Scheme for registered construction worker by Haryana Building and other Construction Worker Welfare Board, Ashiana Scheme by Haryana Shehri Vikas Pradhikaran, Dr. B. R. Ambedkar Awas Navinikaran Yojna for house repair by Department of SC and BC Welfare. The Legislative Assembly has accorded its consent for the same.
The Business to be allocated to the new 'Department of Housing for All' includes administration of the Haryana Housing Board Act, 1971, administration of the Haryana Housing Board, Implementation of Housing Schemes like Land Acquisition of Development Scheme, Low Income Group Housing Scheme, Middle Income Group Housing Scheme, Rental Housing Scheme, Rural Housing Scheme, Subsidized Industrial Housing Scheme, Constitution of State Advisory Committee in respect of Housing Scheme(s), Implementation of Pardhan Mantri Awas Yojna-Urban, Implementation of Rajiv Awas Yojna, Implementation of any other Housing Scheme to be launched by Government of India/State Government, all Housing development schemes including formulation, proposal, planning, budget and their implementation in the State, preparation of project report of various housing schemes and their implementation for the expansion, improvement and development of housing in Urban and Rural areas, collaboration with any national or international body for implementation of housing schemes for rural and urban areas, preparation of the capital and revenue budget for the department and monitoring the implementation of various schemes, establishment matters relating to officers and staff under the administrative control of the Department except matters allotted to the Personnel, Administrative reforms and Training Department and any other matter connected with or incidental to above.
