Chandigarh, November 21 - Haryana Chief Minister, Mr Manohar Lal, reviewed the functioning of Boards and Corporations along with the Chairman of the Haryana Bureau of Public Enterprises, Mr Subhash Barala today.
A decision to bring about greater transparency in the implementation of schemes and to unify schemes being operated by different Boards and Corporations was taken in the review meeting attended by Chairman and Managing Directors of Boards and Corporations and senior officers of various departments.
These included Haryana Women Development Corporation, State Warehousing Corporation, Haryana Land Reclamation and Development Corporation Limited, Haryana Scheduled Caste Finance and Development Corporation, Haryana Tourism Corporation, Haryana Agro Industries Corporation, Forest Development Corporation, State Federation of Co-operative Sugar Mills Ltd. (Sugarfed), State-Cooperative Apex Bank (HARCO Bank), Cooperative Supply and Marketing Federation Ltd (HAFED), Dairy Development Corporation Federation, Housing Board, Khadi and Village Industries Board, Saraswati Heritage Development Board. Labour Welfare Board, Livestock Development Board, Traders Welfare Board, Backward Classes and Weaker Sections Kalyan Nigam.
Mr Manohar Lal said that every year the State Government announced several new reforms on the occasion of “Good Governance Day”. This year, it has been decided that the benefit of various welfare schemes and programmes of all Boards and Corporations would be given to the beneficiaries directly into their bank.
Mr Manohar Lal said that out of the total 62 Boards and Corporations under the Haryana Bureau of Public Enterprises, progress of 19 Boards and Corporations have been reviewed today. The meeting of remaining Boards and Corporations would also be called soon.
While describing Boards, Corporations and Departments as the main organ of the government, he said that their aim is to ensure that the person standing last in the queue gets the benefit first so as to bring them into the mainstream. He asked the Chairman of Boards and Corporations to ensure that benefits of schemes reach to the beneficiaries with a click of a button.
The Chief Minister also asked the Boards and Corporations especially those dealing with production and services to compete with the private institutions in service delivery, quality and commitment. He said that the Finance Department is the Nodal Department for HBPE and he himself is the Finance Minister. He assured all out support of the State Government to all the Boards and Corporations and simultaneously hoped that the Chairmen of Boards and Corporations would achieve the desired results. He also asked them to make optimum utilization of the Budget and said that they should enhance their own source of revenue. He said that most of the Boards and Corporations are running into profits except few and asked their Chairmen to prepare a plan to bring them into profits.
The Chief Minister directed that Boards and Corporations who have not yet uploaded the data of their employees on HRMS portal to upload the same latest by November 30, 2020.
He also directed that CCTV cameras should be installed in all godowns of Warehousing Corporation and HAFED so as to prevent pilferage. The Chief Minister said that while providing loans to the beneficiaries under the schemes of Haryana Scheduled Castes Finance and Development Corporation Limited, preference should be given to those beneficiaries whose annual income is not more than Rs 1.80 lakh so that they could become self-reliant. The Chief Minister said that recently he has announced that scholarships to the meritorious students ranging from Rs 8000 to Rs 12,000 would now also be admissible to students of BPL category.
The Chief Minister also directed Hafed to constitute an independent Export Cell for the direct export of agriculture and other goods. He said that till now export is being done through the Union Ministry of Commerce and Industry. But now Prime Minister, Mr Narendra Modi has asked the States to directly export agriculture and other goods. Apart from this, the Chief Minister also directed to increase the number of VITA booths to 4000 in the State and said that apart from the Milk, other food items should also be sold on the VITA outlets so that people could get fresh dairy and other products.
Mr Manohar Lal directed to make an immediate plan for the auction of about 7000 unsold flats of Housing Board. He said that customers of any category could purchase these flats. In view of the increased sale of Khadi products, he directed to increase the number of outlets of Khadi and Village Industries Board in the State from 2 to all Corporation cities and thereafter to all district headquarters.
Speaking on this occasion, Chairman, Haryana Bureau of Public Enterprises Mr Subhash Barala i said that it is a matter of pride that since the Chief Minister, Mr Manohar Lal assumed charge in the year 2014, maximum Boards, Corporations and Departments which were running in losses have now come into profits. But much more needs to be done in this direction, he added.
Additional Chief Secretary, Finance Mr TVSN Prasad said that since the year 2014-15, the number of institutions in profit have been significantly increased in the State.
Among those present in the meeting included Principal Secretary to Chief Minister, Mr V.Umashankar, Advisor in CMO, Mr Yogender Chaudhry, Deputy Principal Secretary to Chief Minister namely Mr Amit Kumar Agarwal and Mrs Ashima Brar, Additional Secretary, Finance Department Dr Shaleen and other senior officers of various departments.
