Chandigarh, June 17: Haryana Chief Minister, Sh. Manohar Lal said that the present State Government is following the path of Antyodaya and extending the benefits of various welfare schemes to the last person standing in the queue. Moving ahead in this direction, the State Government has started an ambitious Scheme, ‘Mukhyamantri Antyodaya Parivar Utthan Yojana’, under which efforts will be made to identify 1 lakh poor families of the state and connect them with the mainstream.
The Chief Minister was addressing a press conference organized to commemorate the completion of 600 days of the State Government here today. Deputy Chief Minister, Sh. Dushyant Chautala, Home and Health Minister, Sh. Anil Vij, Education Minister, Sh. Kanwar Pal, Transport Minister Sh. Mool Chand Sharma, Power Minister, Sh. Ranjit Singh, Agriculture Minister, Sh. JP Dalal, Minister of State for Woman and Child Development, Smt. Kamlesh Dhanda, Minister of State for Labour and Employment, Sh. Anoop Dhanak and Minister of State for Sports and Youth Affairs, Sh. Sandeep Singh were present.
On this occasion, the Chief Minister also released a booklet 'Incredible Haryana' depicting the achievements of 600 days of the tenure of the State Government.
The Chief Minister said that the State Government has also started a unique scheme called Parivar Pehchan Patra, through which poor families of the state will be identified and every effort will be made to ensure family income for them. For this, the State Government will lay emphasis on skill development of the members of such families, and will also work towards providing employment opportunities to the unemployed members.
An incentive amount of Rs. 4000 per acre will be given for the cultivation of pulses and oilseeds in place of millet
The Chief Minister said that in view of the limited source of water in today's time, steps should be taken for water conservation. In this direction, the State Government has started Mera Pani Meri Virasat Yojana, under which farmers have been called upon to cultivate alternative crops in place of paddy and last year paddy was not sown on 94,000 acres of land. This year a target of 2 lakh acres has been set.
He said that the production of millet is increasing in the state, so this time the government has decided that farmers who grow pulses and oilseeds in place of millet will be given an incentive of Rs.4000 per acre by the government.
Drone Corporation of Haryana
Sh, Manohar Lal said that the State Government has started a new programme 'Drone Corporation of Haryana'. Under this, 100 drones will be procured in the first phase and 100 drones in the next phase. After this, whichever department would need a drone for conducting aerial survey, that work would be done by 'Drone Corporation of Haryana'.
The vision of a healthy, safe and progressive Haryana
He said that the State Government is working towards development with the vision of a healthy, safe and progressive Haryana. He said that the government has done continuous system change work since the last tenure. Information is taken from the farmers about their fields on the Meri Fasal Mera Byora portal so that it can be found in which area how much and which type of crop has been sown. With this, real time information is used for proper management of crop procurement as well as benefits given by the government to the farmers.
He said that Haryana Government procures 11 crops and this time the payment has been made directly in the accounts of the farmers. Farmers have been paid Rs 1700-1800 crore directly in their bank accounts.
He said that Haryana first started the scheme of Lal Dora Mukt Gaon. After that, the Central Government implemented this scheme in other provinces in the name of Svamitva Yojana. Apart from this, a scheme has also been started to give ownership rights even in urban areas to people who have been in possession of shops and houses of municipalities running on rent or lease or license fee for more than 20 years.
He said that a plan has been made for the integrated development of Panchkula after Gurugram and efforts are being made to bring Panchkula at par with Mohali in terms of development.
Formation of 4 new Departments
Sh. Manohar Lal said that from administrative point of view, 4 new departments have been formed by the State Government. Citizen Resources Information Department has been created to give a concrete shape to the Parivar Pehchan Patra. The Housing for All Department has been formed to fulfill the vision of Prime Minister, Sh. Narendra Modi to ensure a roof over every individual's head. The Foreign Cooperation Department has been created with a view to attract foreign investment in the state, to establish mutual relations with Haryanvi Diaspora and to provide facilities to Haryanvis who have travelled abroad to get jobs. Similarly, a separate MSME Department has been formed to promote small industries.
He said that the pace of progress in the state has increased and it is a matter of pride that in the NITI Aayog report of the year 2020 in the Fastest Moving category, Haryana has been ranked first among the big states.
He said that the COVID-19 pandemic came as a challenge but the challenge was converted into an opportunity and the Education Department evolved into an online platform. Today schools have reached homes, teachers teach online. That's why we have decided to give tablets to the students of Class VIII to XII. Apart from this, there is also a plan to provide mobile to Anganwadi and Asha workers so that data from the field can be easily uploaded on the app.
He said that the State Government is working to strengthen education as Sanskriti Model Schools are being opened and there is a plan to open play way schools and crèches for young children.
Students used to face difficulty in taking loan for higher education, but now higher education loan will be available on government guarantee. The student will repay the loan after getting the job. Along with this, a credit guarantee scheme has also been formulated that if a loan is not repaid due to any reason, it will be repaid from this fund.
He said that along with education, emphasis is also being laid on skill development. For this, Skill University has been set up. A provision of 75 percent reservation for local youth in private industries has been made and rules are being laid down for this the work of which will be completed soon.
The Chief Minister said that a plan has been made by the Forest Department to generate natural oxygen. Trees will be planted on land ranging from 5 acres to 100 acres and will be named Oxy Van. At the same time, Rs. 2500 will be given annually to the person, family, institution or panchayat taking care of old trees, which are 75 years and above.
Appealing to the agitating farmers, the Chief Minister said that there is no ill-effect of agricultural laws as is being propagated. Recently, after talking to the progressive farmers, they were told to start farming under these laws and if there seems to be any negative effect of the laws then the laws can be reconsidered. Even today, the Haryana Government is providing all facilities to the farmers and will do so in future as well.
