Chandigarh, July 12: From now onwards Dial 112 will be functional for emergency responses in Haryana. The new helpline would be applicable for all kinds of emergency services like 100 (Police), 101 (Fire), and 108 (Ambulance) will be integrated into the unified toll-free number 112. This round the clock multilingual facility ( Hindi, English, Punjabi and Haryanvi) will be made functional from today since morning 8:00 am.
Haryana Chief Minister, Sh. Manohar Lal while launching this new single integrated emergency number Haryana 112 for police, fire and ambulance emergencies at Panchkula said that from tomorrow any person in distress will need to call only 112 which will immediately direct his call to concerned department ensuring the required help within a time span of 15-20 minutes only.
Home and Health Minister, Sh. Anil Vij and Vidhan Sabha Speaker, Sh. Gian Chand Gupta were also present during the programme.
Expressing happiness over the launch of the system, the Chief Minister said that the new Emergency Response Support System (ERSS) is certainly a historic step taken towards empowering the citizens of Haryana with round-the-clock Police assistance.
ERSS will be a change of era in the history of Haryana
Speaking on the occasion, the Chief Minister said that ensuring the safety of every citizen is the utmost priority of the State Government and taking State Government's mantra of 5S — Shiksha, Swasthaya, Suraksha, Swabhiman and Swavlambhan step ahead, Dial 112 - Emergency Response Support System (ERSS) has been launched.
"Haryana's development is focused on 5S — Shiksha, Swasthaya, Suraksha, Swabhiman and Swavlambhan and with the launch of this single Emergency Helpline- 112, Suraksha and Swavlamban would be ensured for the people of the State", said Chief Minister.
The Chief Minister said that Dial-112 project was initiated by the Union Ministry of Home Affairs to provide a single Emergency Number for all emergency services across the country. The State Government is committed to provide prompt emergency support to its citizens and hence envisaged developing a robust system that would be a role model for others. This state-of-the-art system would further improve the overall security scenario and would also help in prevention of crime across the state.
Now the target is to deploy 10 vehicles per Assembly Constituency
The Chief Minister said that after flagging off 630 Emergency Response Vehicles equipped with mobile data terminals from Panchkula now 300 more such vehicles would also be added so that the target of deploying 10 vehicles per Assembly Constituency can be achieved.
He said that it was three years back when he after visiting Jerusalem, Israel had seen a rapid response emergency system wherein help was being ensured to every needy within a time span of just 90 seconds.
Citing Jerusalem, Israel as an example the Chief Minister said that there are more than 5000 people associated with the Ambu Bike service there. All of them are always ready to provide emergency services 24x7. As soon as the alarm rings on their mobile, they immediately reach the accident site with their Ambu Bikes to provide immediate help to the injured. From giving first aid and taking the injured to the hospital these volunteers work round the clock to help every injured person, said Sh. Manohar Lal.
“After seeing such a high tech system a need was felt to provide this kind of platform to the people of Haryana too and ever since then the blueprint of the Emergency Response Support System (ERSS)was being made which has now been given final shape,” said Sh. Manohar Lal.

Speaking on the occasion, Home Minister, Sh. Anil Vij said that Haryana 112 project will bring transparency and ensure accountability among the various emergency service providers which will lead to faster emergency service delivery to the residents of Haryana.
Sh. Vij said that with the introduction of this high-tech system the citizens of Haryana would be able to simply dial the toll-free number 112 and seek police assistance instantly.
“The service has been designed to ensure immediate availability and accessibility of police in emergency situations. The new system is also an important step towards reducing police response time,” he added.
About Haryana 112 (ERSS) project
DGP Haryana Sh. Manoj Yadava said that combining the IT and communication initiatives, Haryana Police is committed to providing a variety of assistance and facilities to the public in a phased manner. Once a call is made, the Police shall respond immediately within an average response time of 15-20 minutes, he added.
The project has been designed to ensure accountability for the safety and security of citizens leveraging advanced technologies and best practices across the globe. It aims at providing safety and security to about 28 million residents of the State by providing them prompt emergency services on a 24x7 basis.
The system shall be operated by approximately 5,000 trained personnel, 630 brand new four-wheelers equipped with 23 in-fleet items including First-Aid-Boxes, Stretcher, Crime extrication kit, etc. to take required action on the spot and project advisors with CDAC acting as the Total Service Provider. Haryana 112 is an integrated emergency response system, established to provide emergency services to person in distress anytime and anywhere across the State of Haryana.
Haryana 112 project stands strong on the pillars of “People”, “Processes” and “Advanced Technologies”. It is evident that in major emergency situations, Police need to reach the incident location immediately. Therefore, the Police department has been made the nodal agency in developing this project.
SERC constructed in Panchkula
A State-of-Art building, as “State Emergency Response Center (SERC)”, has been constructed at Sector 3, Panchkula.
SERC has been digitally connected to Police Control Room at the district level and suitably located Emergency Response Vehicles. This building has been strengthened with advanced infrastructure to cater to all the emergency services centrally. To handle the additional call load at SERC and to switch operation in case of any technical failure at SERC, a “Mirror Emergency Response Center (MERC)”, having capacity of 20 percent to that of SERC has been established at Gurugram. These centres are able to respond to multiple modes of communication including phone calls, SMS, e-mail, 112 mobile app, etc.
As many as 11 officers felicitated for envisaging Dial 112 project
During the function as many as 11 police officers including eight from Police and three from the Centre for Development of Advanced Computing (CDAC) received medals from the Chief Minister, Home Minister and Vidhan Sabha Speaker for dedicatedly working to make Dial 112 project a success.

The names of CDAC officers are Sh. Deepu Raj, Sh. Rajesh and Ms. Jyoti.
