Chandigarh, August 5 – Haryana Cabinet under the Chairmanship of Chief Minister, Sh. Manohar Lal has approved the creation of new Department namely Human Resources Department under Chief Secretary.

With a view to ensure that standards and norms, as laid by HR Department are followed by Departments, in the recruitment, regulation of service conditions posting/transfers, deputation of personnel; to ensure implementation of State Training Policy 2020, to ensure unified administrative control over all the employees of Group A, B, C & D, including HCS, to ensure maintenance of Common Cadres through a single department, to ensure maintenance of integrity of the public services and eradication of corruption, to ensure transparency in recruitment through Common Eligibility Test, it is proposed that a new Department namely Human Resources Department be created.

The scope of the Department will be – Regulation of Service conditions of all Government posts, HRMS, HPSC/HSSC, Policy regarding CET, Training Policies, Training of State level Government employees, Training Institutions, policy regarding temporary and contractual services, online transfer policies, Ex-gratia policy, Service Rules, Policy for the maintenance of the integrity of the public services and eradication of corruption & weeding out of employees on grounds of inefficiency & corruption and restructuring of Departments from time to time.
