Chandigarh, August 5: In a bid to the transform Pandit Lakhmi Chand State University of Performing and Visual Arts, Rohtak as a specialized Institute of Film and TV and further, to have renowned personality in the field of Film and TV as Vice-Chancellor of the University and change in the constitution of Court, Executive Council, Academic Council, Planning Board and faculty of the University etc,  the State Government has passed a Bill regarding amendment in Pandit Lakhmi Chand State University of Performing and Visual Arts, Rohtak, Act, 2014 and its Schedule regarding the change in the eligibility criteria for appointment of Vice-Chancellor.

A decision to this regard was taken in the meeting of Council of Minister met under the Chairmanship of Chief Minister, Sh. Manohar Lal held here today.

The Bill is required to establish and incorporate a teaching cum Training University to facilitate and promote film and television, photography, acting, dance, media, fine arts, painting and the related fields as core areas.

The Government will also constitute a Selection Committee consisting of Additional Chief Secretary/ Principal Secretary/ Secretary to Government of Haryana, Technical Education Department as Chairman, one nominee of the Chancellor and one nominee each of the Executive Council and Institutions of repute/ Industry in the field of Performing and Visual Arts, which will prepare a panel of at least three names, in alphabetical order, from which the chancellor will appoint the Vice-Chancellor, on the advice of the Government.

In view of the specific fields, the Vice-Chancellor will be a renowned personality from the field of Film and Television / Fine Arts. He will be a distinguished renowned personality in the field of Film and Television / Fine Arts having commitment to the values for which the University stands and abilities to provide leadership to the University by his professional worth, administrative competence and moral stature

The Vice- Chancellor will hold office for a period of three years, which may be renewed for not more than one term. Provided that he shall cease to hold the office on attaining the age of seventy years irrespective of the fact that his terms has not expired.

The Pandit Lakhmi Chand State University of Performing and Visual Arts, Rohtak is located in the heart of the Rohtak city and falls in the National Capital Region (NCR). The University is emerging as one of the leading University of the Country in the Performing and Visual Arts.

The State Government has also taken the decision to change in the eligibility criteria for appointment of Vice-Chancellor and change in the constitution of Court, Executive Council, Academic Council, Planning Board and Faculties of the University etc.

Meanwhile, as for now, the Vidhan Sabha is not in session and the matter is of urgent public interest. Hence, to bring the said Bill for the amendment in State University of Performing and Visual Arts, Rohtak, Act, 2014 is required.
