Chandigarh, September 25 - Marking the birth anniversary of Pandit Deendayal Upadhyaya that is being celebrated as 'Samarpan Divas' today across the Country, Haryana Chief Minister Sh. Manohar Lal said that the State Government's strategy for implementation of every scheme formulated for the welfare of the common man is guided by principles of Antyodaya, of serving and uplifting the last person first.
"I have always believed that the growth and economic progress of any State can never be measured through those who are at the top of the ladder, rather it can only be measured if it is ensured that those at the bottom of the pyramid are getting benefits of all the public welfare schemes," said Sh. Manohar Lal while addressing a press conference here today.
He said that in a bid to ensure that the benefits accruing from various welfare projects are well-targeted and reach eligible beneficiaries, it is important to improve governance and delivery of services and for this several revolutionary steps are being taken by the State Government.
The Chief Minister said that Pandit Deendayal always preached the philosophy of Integral Humanism and the concept of Antyodaya which have always remained the key principles of State Government before formulating any public welfare policy.
"This commitment can be seen in the slogan given by Prime Minister, Sh. Narendra Modi, which says ‘Sab ka Saath, Sab ka Vikas, Sabka Vishwas' and now to this he has also added 'Sabka Prayas' which highlights Government's priority towards the upliftment of pro-poor and pro-farmer along with other sections of the society," said Sh. Manohar Lal.
He said that along with Pandit Deendyal's birth anniversary, today is also the birth anniversary of former Deputy Prime Minister, Sh. Chaudhary Devi Lal said Sh. Manohar Lal.
The Chief Minister further said that like Pandit Deendayal Upadhyaya had provided 'Antyodaya Darshan' for the upliftment of the last person standing in the last row, similarly, Chaudhary Devi Lal had started effective schemes like old age pension and giving one rupee scholarship per day to the children of nomadic castes to motivate them for pursuing education.

Toll-free number launched for general public to complain about those asking money for paper leak
The Chief Minister said that since 2014, zero tolerance has been adopted by the State Government to completely eradicate Corruption and now taking a step forward, a toll-free number 18001802022 of State Vigilance Bureau has been launched for tightening the noose around those involved in the paper leak.
"I urge all the aspirants who have been ever contacted by such people who claim to give them in advance examination papers answer keys demanding hefty amount, should immediately share the information of all such people on this toll-free number so that they can be nabbed timely", said Sh. Manohar Lal.
He said that public participation can certainly play a pivotal role to nab these criminals in the bud only.
Modi-Manohar Government would be remembered throughout the history
The Chief Minister said that the kind of revolutionary steps which the Prime Minister, Sh. Narendra Modi had taken for safeguarding the interests and welfare of the farmers will certainly be remembered in history. Even the Haryana Government too left no stone unturned for farmers welfare, said Sh. Manohar Lal.
From promoting small scale businesses, new startups, Make in India, introducing regional languages in New Education Policy-2020, Ujjawala Yojana, etc, all the necessary steps have been ensured to take India on development track and further ensuring upliftment of the poorest of the poor said the Chief Minister.
"Haryana is doing a lot for the welfare of farmers. Directions for doing special Girdawari has been given to assess crops damaged due to rains. Besides this, Beekeeping Policy had been recently launched to promote beekeeping business and encouraging farmers to adopt beekeeping, " said Sh. Manohar Lal.
Politically motivated people are spreading rumours about Farm Laws
The Chief Minister said that though the three Farm Laws are yet to be implemented but some politically motivated people are spreading rumours about these three laws. Even congress had backed this earlier but now they do not want to get them implemented as they always have trouble when the Modi government takes any public welfare decision. The kind of negative environment they are creating is nothing but anarchy, said Sh. Manohar Lal.
Commenting on the financial condition of Punjab, the Chief Minister said that because of such environment created in Punjab, to date their economic condition is in a dire state. On the other hand, Haryana's financial status is among the leading states in the country.
The Chief Minister informed that this year procurement will start from October 1, 2021, because of heavy rains. Earlier the procurement used to start from September 25, 2021 and adequate arrangements have been made for hassle-free and smooth procurement, he added.
Law and Order situation in Haryana is intact
The Chief Minister said that the law and order situation in Haryana is intact. Haryana is the only such state in the country that has seen revolutionary reforms in the Power sector. There was a time when the percentage of line loss and power theft in the State was around 34 percent, which has now left 14 percent only. A whopping amount of Rs.121 crore has been collected by the Power Department as penalties, informed Sh. Manohar Lal.
He said that out of 6700 villages, 24*7 power supply is being provided in 5500 villages and soon Haryana would become the first state in the country to provide 24*7 power supply to all the villages.
Dedicated efforts are being made to give equal employment opportunities to every youth
The Chief Minister said that dedicated efforts are being made to give equal employment opportunities to every youth in the State.
Under the State Government's ambitious Parivar Pehchan Patra scheme, every single family having the lowest income is being identified to ensure employment is being given to family member to increase their family income up to a minimum of one lakh.
"Not all can get government jobs but we are making sure that opportunities are created to offer employment to all in any sector, said Sh. Manohar Lal.
He said that in the last three days, big business tycoons like Tata Steel, Aditya Birla Group have come to Haryana for setting up their units, which clearly means more employment for youth.
"We have put everything at stake to completely eradicate corruption. We have brought systematic and digital reforms to ensure jobs are given on merit," said Sh. Manohar Lal.
