Chandigarh, February 9- Haryana Chief Minister, Sh. Manohar Lal said that this time the budget of Urban Local Bodies will be 7 percent and 2 percent budget will be kept separately for the local bodies with low income. Urban Local Bodies get 2 percent of the budget in the form of stamp duty, apart from this 2 percent amount has also been kept in reserve as electricity surcharge. A new advertising policy will be made to increase income in all Municipal Corporations, Municipal Councils and Municipalities. It is the effort of the government that all the cities of the state get a new look and they will be helped in every way by the state government.
The Chief Minister was presiding over a meeting organized in connection with the discussion on financial stability and budget preparations of Urban Local Bodies at Haryana Niwas today. He said that under the 74th Amendment of the Constitution, the Urban Local Bodies have been empowered to perform 18 types of functions. These bodies are being further strengthened in the state. All Municipal Corporations, Municipal Councils and Municipalities should prepare their budget from March 15 to March 31 at the local level and send it to the headquarters. He directed them to not estimate the income proposed in the budget and make it according to the actual income. He further directed them to create new sources to increase income and improve the services provided by the bodies to the public. He said that the schemes which are not very active should be merged with other schemes. He reviewed the scheme wise progress of the department.
More than 1200 illegal colonies will be made regular
The Chief Minister said that illegal colonies located in the state will also be regularised. Development charge will be levied for this. The earlier regularization conditions have now been done away with. Now even less developed colonies can be regularised.
Pre-budget consultation with departments
Talking to reporters, the Chief Minister said that some big departments are being consulted before presenting the budget in the Vidhan Sabha. Urban Local Bodies, Health, Development and Panchayat and Education departments will also be consulted, so that a better budget can be presented to the public.
Our government is a government of solutions
During the pre-budget consultations of Urban Local Bodies, the Chief Minister said that our government is a government of solutions. All kinds of problems are being resolved in the Urban Local Bodies. All the officers must apply their minds and move towards the solution by removing all the obstacles and problems.
Give a new look to the cities
He said that attention should be paid towards holistic development in all the cities of the state. Earlier, 18 cities were included in the Amrut-I scheme. Now all cities will be included in Amrut-2 scheme. Even in cities, the colonies or settlements which are lagging behind in development, should be given more attention for their development. Work should be done towards giving a new look to every city.
Strengthen the Engineering Wing
The Chief Minister said that the Engineering Works Portal has been created to get the development works done in a transparent and quality manner. All the bodies should strengthen their engineering wing and quality should be taken care of in the development works. After the work is done, a post audit must be done.
Benefit of government services will be available under PPP
The Chief Minister said that the government has made Parivar Pehchan Patra (PPP) mandatory for giving benefits of all schemes and services. Therefore, work should also be done to link the services of the Municipal Corporation with the (PPP). Those who have been registered in PPP, they will automatically start getting the benefits of many schemes.
Curb the possibilities of corruption
He said that the government has taken many big steps to check the possibilities of corruption. Now there is also fear among the people with a corrupt nature. It is our endeavor to put a complete stop to the possibilities of all kinds of disturbances. Therefore online system is being developed using IT.
Urban Local Bodies Minister assured that the Chief Minister’s directions will be carried out
Urban Local Bodies Minister, Sh. Kamal Gupta said that as per the directions of the Chief Minister, better works will be done in all the bodies as per the plan. The budget will be utilized properly as per the plan. Priority will be given to works and services of public interest. More attention will be given to the areas lagging behind in development.
On this occasion, Chief Principal Secretary to Chief Minister, Sh. DS Dhesi, Additional Chief Secretary, Finance Department, Sh. TVSN Prasad, Principal Secretary to Chief Minister, Sh. V. Umashankar, all Municipal Commissioners, and District Municipal Commissioners from across the state were present.
