Chandigarh, February 21: Haryana Chief Minister, Sh. Manohar Lal said that till the Panchayat elections are not held in the state, village-level Committees would be constituted to play an important role in the implementation of development works.

Work will be done in the village only in consultation with these Committees.  Due to this, development work in the village will also not be affected and the demands of public representatives will also be heard. Along with this, the meetings of Gram Sabha will also be organized regularly, said Sh. Manohar Lal.  

The Chief Minister said this while speaking during the pre-budget discussion with the representatives and officials associated with rural development and Panchayati Raj institutions held on Monday.

The Chief Minister said that officers and public representatives should work together for the development of rural areas so that it brings better results.  Every penny should be used for the public.  The public is first of all connected with the lower level unit of the system, which is the Gram Panchayat; hence strengthening this unit is the utmost priority of the State Government.  In this new budget, we need to take a new resolution, said Sh. Manohar Lal.

The Chief Minister said that the Gram Darshan Portal, Vikas Nidhi Portal of each village has been created for ensuring rural development.  Through the Gram Darshan Portal, every villager can share their problem related to their village with the government.  Besides this, there is also a need to think about increasing the income of Gram Panchayats.  Income can also be increased through various subjects.  Today, Gram Panchayats can increase their income by charging different fees such as rent for petrol pumps, mobile towers and Panchayat land, he added.

Melas to be organized for marketing the products of Self Help Groups

During the meeting, on the suggestion given by the executive officers of the Zila Parishad who came from various districts, the Chief Minister said that there is a need to conduct a social audit and pre-audit in the works of Panchayati Raj.  For social audit, the services of intellectual people of the society, retired officers should be taken from the village.

The Chief Minister also stressed upon setting up of Melas and sale counters at the district level to market the products prepared by the Self Help Groups at the village level.  He also directed for setting up of certification labs for such products.

Zila Parishad building to built in every district

The Chief Minister said that under Haryana Rural Development Authority (HRDA), residential areas would be developed for the development of villages.  These would include facilities like electricity, water, sewerage, roads, etc.  This will provide better basic facilities to the people and the sources of income will also increase in the villages.  The Chief Minister also stressed the construction of Zila Parishad buildings for Panchayati Raj Institutions in every district.

Investigation going on in the registry case, action will be taken against the culprits

In response to questions regarding action taken against those involved in registries done during COVID-19, Sh. Manohar Lal said that the investigation is going on in the case.  Action will be taken against whoever is found guilty.  Wrongdoers will not be spared at any cost, he added.

Old vehicles to be banned from plying in NCR region

Sh. Manohar Lal said that while adhering to the directions issued by National Green Tribunal, diesel vehicles that are 10 years old and petrol vehicles older than 15 years entering the NCR region will not be allowed to ply.  For this, at present, the government has given an option of Rs. 5000 to auto drivers in Gurugram.  Under this, along with giving a benefit of Rs. 80,000 on the purchase of a new electric vehicle, the bank loan will also be provided.

Reach of projects till grassroot will certainly change the picture of the villages, Babli

Minister of Rural Development and Panchayat Department, Sh. Devender Singh Babli said that along with rural development, development projects like health, education should be implemented on a pilot basis.  The officials should ensure proper implementation of schemes and projects being run by the government on the ground as this would certainly play a pivotal role in changing the picture of the villages.

The entire team has to work unitedly under the leadership of the Chief Minister as today two-thirds of the population lives in the villages.  We have to fulfill their hopes and expectations, added Sh. Devender Singh Babli.
