Chandigarh, March 22: Taking a jibe at the Opposition for not even properly pronouncing the innovative budgetary terms  used to describe the Antyodaya Budget being presented by the State Government,  Haryana Chief Minister, Sh. Manohar Lal said that if Opposition is not even able to pronounce the words properly, then how can they claim to have an understanding of the same. Only few of my opposition friends like Sh. Amit Sihag understood our Antyodaya Darshan.

While addressing a press conference after the conclusion of the Budget session here today the Chief Minister said that the Opposition has failed to understand the outlay of the State Budget is based on achieving the Sustainable Development Goals (SDG). Doing the monetization of unused assets of the State Government is also on the government's priority list. 

"To ensure public participation in decision making, a new programme Government Community Partnership has been launched. 

He said that the State Budget for the year 2022-23 is dedicated to Antyodaya and starting from those at the bottom of the pyramid is our utmost priority. Besides this class-I officers have also been appointed as Sanrakshak to ensure reach of every welfare programme till the grass root levels", said Sh. Manohar Lal. 

The Chief Minister said that this is the first time that in the last eight-year, around  12 sittings have been called and the discussion held in the House lasted for 50 hours in which 15  pivotal bills were passed.  Besides this,  as many as eight pre-budget meetings were held with the stakeholders and even with the doctors of AIIMS and Medanta to seek their valuable suggestions on the Budget, he added. 

He said that most of the suggestions shared regarding system reforms were incorporated, while the rest of the suggestions related to the budget would be incorporated in the revised budget estimates. 

"For the first time, eight Committees comprising of 74 MLAs were constituted on similar lines of Lok Sabha to study various topics and share their suggestions before passing the Budget," said the Chief Minister.

We don't only give slogans rather we turn them into a reality

The Chief Minister said that unlike others we just don't give slogans, rather realizing the actual meaning behind these slogans is the priority of the State Government. 

"Launching an ambitious scheme like Parivar Pehchan Patra so as to ensure the upliftment of poorest of the poor is a fine example of this.  Every possible effort will be made to ensure their economic upliftment along with ensuring a roof over their head. The outlay has been prepared for this," said Sh. Manohar Lal.   

He said that Antyodaya Utthan Melas have been organised across the state to reach out to every poor family.  Besides this, Mukhyamantri Shato Udyami Sarathi Yojana' (MSUSY) has been launched to guide these families. 

The Haryana Prevention of Unlawful Conversion of Religion Bill, 2022 does not prohibit anyone from conversion

The Chief Minister said that in a bid to tighten the noose around those involved in unlawful conversions, The Haryana Prevention of Unlawful Conversion of Religion Bill, 2022 has been passed today. 

"In the last four years, 127 such cases have been registered and sometimes the family members do not report such cases due to social reasons," he added. 

He said that communal harmony should not be disturbed, but forcible conversion must be stopped at any cost. However, a provision has been made in this Bill as per which if anyone who is willingly doing a conversion has to submit an application for willful conversion before the District Magistrate, said Sh. Manohar Lal.

The Haryana Prohibition of Change of Public Utilities Bill, 2022 to settle old land litigations 

The Chief Minister said that 50 years ago people used to donate or gift their land to the government for developmental schemes. These donations and gifts were given with verbal consent, nothing was given in writing, he added. 

"Today their generations go to court and claim that the donated or gifted land belongs to them and public utility properties built on these lands should be dismantled. Therefore giving relief from such litigations, The Haryana Prohibition of Change of Public Utilities Bill, 2022 has been brought," added Sh. Manohar Lal. 

The Haryana Kisan Kalyan Pradhikaran (Amendment Bill) 2022 passed 

The Chief Minister said that now Chief Executive Officer, Additional Chief Executive Officer and Joint Chief Executive Officer can be appointed in the Haryana Kisan Kalyan Pradhikaran 

 He further informed that the Chief Executive Officer will be either an officer of the rank of Principal Secretary or an eminent person from the agriculture sector or any person who has been conferred upon a national level award in the field of agriculture.  An Agriculture Advisory Council will also be formed, which will have 22 members and a Member Secretary, shared the Chief Minister. 

The Haryana Mechanical Vehicles (Levy of Tolls) Amendment Bill, 2022 passed 

The Chief Minister said that now with the amendment made in the Haryana Mechanical Vehicles (Levy of Tolls) Amendment Bill, 2022 any person who is authorized to demand,  collect and retain tolls shall be liable to maintain the roads, infrastructure also. 

The Haryana Water Resources (Conservation, Regulation and Management) Authority (Amendment) Bill, 2022 passed

The Chief Minister said that the Haryana Water Resources (Conservation, Regulation and Management) Authority (Amendment) Bill, 2022 has also been passed, which aims to regulate the use of treated wastewater in the state.  At present, there are many decisions and rules regarding the reuse of this water.  Therefore, it was felt that a single mechanism should be made for this.  In addition, the Haryana Water Resources (Conservation, Regulation and Management) Authority will also recommend tariffs for all uses of treated wastewater.

Taking renewable fire certificate annually condition discontinued 

The Chief Minister said that now with the passing of The Haryana Fire and Emergency Services Bill, 2022, institutions will not have to take annual renewal certificate as now for fire safety, a time frame of three and five years has been fixed.  Such institutions will be greatly facilitated and warehousing and logistics companies can now easily get their NOCs.

The Sports University of Haryana Bill, 2021

The Chief Minister informed that Rai Sports School has now been given the status of Sports University.  For this the Sports University Bill, 2021 has been passed.

Besides this, there are several old laws, which are no longer applicable or have become irrelevant and obsolete or the retention whereof as separate, independent and distinct Acts is unnecessary,  hence The Haryana Repeal Bill, 2022 has been passed to repeal such laws. 

"It was also suggested in the House that the report of the Haryana Statute Review Committee would be sent to the Select Committee of Vidhan Sabha before repealing such laws in future," said Sh. Manohar Lal. 

Diesel tractors excluded from  NGT orders till 2025

Divulging the details about The Haryana Laws (Special Provisions) Amendment Bill, 2022, the Chief Minister said that this law has been passed in the Vidhan Sabha to provide relief to the people of the districts of the state falling under NCR who are owning   10-year-old diesel tractors till the year 2025.

Rules framed for giving parole 

The Chief Minister said that earlier there were no rules for giving parole to the prisoners. Therefore today the State Government has drafted rules for the same and for this The Haryana Good Conduct Prisons (Temporary Release) Bill 2022 has been passed. 

The Transplantation of Human Organs  (Haryana Validation) Bill, 2022 passed 

He said that there is no human organ transplant facility in Haryana so far.  But now kidney transplant facility will start in PGIMS Rohtak after the passing of  The Transplantation of Human Organs  (Haryana Validation) Bill, 2022 has been passed.

Chief Principal Secretary to Chief Minister, Sh. D S Dhesi, Additional Chief Secretary, Finance Department, Sh. T. V. S. N. Prasad, Principal Secretary to Chief Minister, Sh. V. Umashankar and Additional Principal Secretary to Chief Minister, Dr. Amit Agrawal also remained present on this ocassion.
