Chandigarh, April 5 – Haryana Cabinet, which met under the Chairmanship of Chief Minister, Sh. Manohar Lal today approved the Haryana Motor Vehicles (Amendment) Rules, 2022 to put in place the system of assigning of preferential marks to non-transport vehicles through e-auction.

With its implementation the assigning of preferential marks to general public will be done in a transparent manner. Moreover, it will also enhance State Exchequers in terms of fees and revenue to be paid by vehicle owners of non-transport vehicles for getting the preferential registration marks online.

Under the Haryana Motor Vehicles (Amendment) Rules, 2022, the categories of preferential registration marks to be offered for e-auction are as follows: Preferential registration marks of newly opened series, Un-allotted preferential registration mark, Preferential registration marks withdrawn from vehicles owned by the Government of Haryana which shall be assigned an alternate number in the retaining series (HR-70), and preferential registration marks surrendered by vehicles owned by the Government of Haryana before its sale/disposal which shall be assigned an alternate number in the retaining series (HER-70).

The procedure as per the Rules will be: The preferential registration marks to be offered in e-auction would be displayed on the Parivahan portal, the bidder shall register on Parivahan Portal by submitting his particulars like name and address, mobile, e-mail, PPP, the preferential registration mark for bidding, bank account number with IFSC code, the application fee for preferential marks with reserve price of Rs. 50,000/- or more shall be Rs.1000/- and rupees 500/- for the rest, security amount will be equal to 1% of reserve price for each preferential mark separately and a unique registration number shall be assigned to the bidder and after completion of the registration process and will be sent to his registered mobile number/email ID.

The highlights of the Bidding Process as per the new Rules are: Bidder can choose to bid for any of the offered preferential mark, Bid shall commence on Wednesday at 0000 hours and ends at 2400 hours on Thursday, The minimum bid amount shall be the reserve price fixed and shall be made in the multiple of 1000, The preferential mark shall be assigned to the highest bidder and his name shall be flashed on the Parivahan portal. He will also be informed through SMS, the minimum number of bidders shall be three, failing which, it shall be cancelled and the numbers will be offered afresh in the next bidding, all preferential marks which fail to fetch the reserve price in three e-auction cycles may be purchased on the payment of additional fee equal to the reserve price of the said mark, the successful bidder shall deposit the bid amount net within 2 days from the date of the closure of the bid, the preferential mark allotted to the bidder shall have to assigned to a vehicle within 90 days, from the date of allotment. The allottee may seek further extension of 90 days on payment of extra fee of 2% of the successful bid amount and if the allottee fails to assign the preferential mark to the vehicle within a period of 90/180 days, as the case may be, the allotted preferential mark shall be forfeited and shall be offered afresh for auction in the next cycle. Also, the security deposit amount shall be refunded to all unsuccessful bidders within 15 days from the closure of the bid.
