Chandigarh, April 7: Just two days after ending the VIP culture by withdrawing fancy number series from his convoy, Haryana Chief Minister, Sh. Manohar Lal while continuing his effort of shifting the reach of welfare schemes from those at the top of the pyramid to those at the bottom today distributed loan sanction letters to around 10,000 verified beneficiaries under Mukhya Mantri Antyodaya Parivar Utthan Yojana (MMAPUY), hence giving them a golden opportunity to start their own business.
“Whenever unprecedented governance reforms are brought by us, everyone starts questioning as what benefit we will get from these reforms, so today I want to tell everyone that in last seven years while going beyond the political culture of giving benefits to the people only when they make several rounds to your office, I have tried to ensure that no department or sector is left untouched for these Good Governance reforms”, said the Chief Minister while addressing the beneficiaries of these three pivotal schemes namely Ayushman Bharat, Old age pension and Ration Card during a state-level function held through video conferencing here today.
Meanwhile, during the programme, the Chief Minister physically handed over the sanction letters to some of the beneficiaries who were specially invited to attend the programme, while the rest of the beneficiaries got the said letters from the State Cabinet Ministers and Minister of State and Administrative officers who also virtually attended the programme from the districts.
“With the help of e-Governance, several new systems have been introduced to reduce human interference and curb corruption, thus making the delivery of citizen-centric services hassle-free. Now, every citizen has access to services and rights while sitting at their home only. Steps have been taken to ensure that the benefits of progress made by the state reach firstly to those at the bottom of the pyramid,” added Sh. Manohar Lal.
Divulging the details about the total number of families identified under MMAPUY, Sh. Manohar Lal said so far, about 2.49 lakh families having an annual income of less than Rs. 1 lakh have been identified under this scheme.
"Under this scheme, Antyodaya Melas were organized over a period of 570 days at 156 places in two phases. Through which 81,931 identified families were surveyed. In this, in-principle approval to applications submitted by around 52,961 families have been approved under various schemes being run by 18 departments," said Sh. Manohar Lal.
He further shared that out of these received applications, about 49,948 families have submitted loan-related applications and all of these applications have been sent to the respective banks for further action. Today loans of more than 10,000 families have been sanctioned under the scheme.
"Nav Udhayami Saksharta Yojana has been launched for those who will take loans from banks so as to provide them the required guidance for starting their business," announced Chief Minister.
Employment provided in the private sector
The Chief Minister shared that during the second phase of these Melas, dedicated efforts were made to ensure job opportunities for the youth in the private sector.
“As a result of which around 1213 youth have shown their interest in the private sector after which the officers concerned had forwarded these applications to the private companies due to which around 381 youth got on the spot appointment letters and have been selected and 47 youth have already joined these jobs and employment opportunities are being provided to the remaining 832 youth. Commendable work has been done in Rohtak, Faridabad, Panipat, Rewari and Ambala, said Sh. Manohar Lal.
3 lakh new beneficiaries added to the list of Ayushman Bharat Yojana
The Chief Minister said that today everyone is celebrating World Health Day and what could have been a better occasion to share that around three lakh new beneficiaries having an annual income of Rs.1.80 lakh have been added to the list of Ayushman Bharat-Jan Arogya Yojana. Now the data of these beneficiaries would be uploaded on the Ayushman Bharat portal and soon cards would be issued to these new beneficiaries.
“We have also linked the process of making the Golden Card of Ayushman Bharat Yojana with PPP. This would help in auto updation of data for hassle-free issuance of these health cards. Till date 15.50 lakh families of Haryana are registered under this scheme, while more than 28 lakh persons have golden cards,” shared Sh. Manohar Lal.
Now benefits of old age pension and issuance of ration cards to be done through PPP only
The Chief Minister further announced that now benefits of old age pension and issuance of ration cards will be done through Parivar Pehchan Patra (PPP) only.’
“The linking of old-age pension benefits with PPP will not only help the pension beneficiaries to get all the benefits while sitting at home but they will also not have to make rounds of government offices. If a person attains the prescribed age for getting old-age pension, his pension will automatically start coming to his bank account, said Sh. Manohar Lal.
The Chief Minister further shared that after verification the data of 6,618 persons have been sent to the District Social Welfare Officers and they are working to issue the pension benefits to these beneficiaries. So far 4,698 beneficiaries have given consent for releasing their pension benefits, while 1430 have denied taking the said benefits due to their financial conditions, he added.
“At present, an amount of Rs. 436 crore is being given to 17. 44 lakh pensioners. In the year 2014, the said pension amount was Rs.134 crore which was disbursed to 13.47 lakh pensioners. These figures clearly show that during our tenure there has been an increase of around 4 lakh beneficiaries,” said the Chief Minister.
33000 new ration cards issued
The Chief Minister said that like old age pension data, the data of ration cards holders will also be automatically updated. Under this new system, the colour category of these cards would be automatically changed if there is a change in the income of the beneficiary.
“At present around 1.03 lakh families have been identified and surveys are going on and cards have been issued to 33000 families belonging to Sirsa and Kurukshetra district. With this new system In the Sirsa district 49,000 new ration cards have been made while about 81,000 new cards have been made in Kurukshetra district” said Sh. Manohar Lal.
Additional Chief Secretary, Town and Country Planning and Urban Estates Department, Sh. Devender Singh, Additional Chief Secretary, Housing for All Department, Sh. Anil Malik, Principal Secretary to Chief Minister, Sh. V. Umashankar, Additional Principal Secretary to Chief Minister and Director General, Information, Public Relations and Languages Department, Dr. Amit Agrawal and other senior administrative officers also remained present on this occasion.
