Chandigarh, May 20: Haryana Chief Minister, Sh. Manohar Lal while addressing a press conference here today announced that in a bid to bring uniformity in the rules regarding displaying advertisements across the state, Haryana Advertisement Bye-laws 2022 have been formulated.
“We have come up with new byelaws regarding display of advertisements on public properties and private properties as it has been noticed that sometimes the present Rules are being misused by the advertising agencies. This Policy will certainly bring uniformity in the Rules,” said Sh. Manohar Lal.
The Chief Minister said that ‘Haryana Advertisement Bye-laws 2022’ would certainly give more clarity for better implementation of Advertisement Rules framed by the Urban Local Bodies.
Haryana Advertisement Bye-laws 2022 to end monopoly of Advertising agencies
Lately, it was felt that the advertising agencies operating in the State had established a monopoly and exploited the private owners by undervaluing their property rent. But now with the introduction of these bye-laws, the State Government has given big relief to the owners.
Besides this, with these new State Advertisement Byelaws, agencies would be reframed from adopting the unfair practices in bidding collectively at low value rates for municipal sites.
With this new centralized information system, a large amount of money can be received from the advertisements along with removing all the irregularities as all the sites under municipalities will now be given to agencies by tender or auction. This will benefit the public, advertising organizations, and the municipality alike.
State Level Registration Portal soon to be launched
The Chief Minister said that soon a State Level Registration Portal would be launched so as to provide a single digital platform for all the 93 municipalities of the state. On this portal private property owners, advertising agencies and self-advertisers will have to give complete details including their locations.

Arun Gupta, Principal Secretary to Chief Minister, Sh. V. Umashankar, Additional Principal Secretary to Chief Minister, and Director General, Information, Public Relations and Languages Department, Dr. Amit Agrawal, Chief Administrator, Haryana Shehri Vikas Pradhikaran, Panchkula, Sh. Ajit Balaji Joshi and Director General Agriculture, Sh. Hardeep Singh also remained present on this occasion.
