Chandigarh, August 10 - Haryana Chief Minister, Sh. Manohar Lal said that as per Supreme Court’s directions, the mutation of the Shamlat Deh (common land) in the name of Panchayats is not a cause of worry and is aimed at stopping the illegal transfer of Shamlat Deh land.
The State Government is only changing the mutation. Curbing the illegal transfer of such land is the sole objective of the State Government, said Sh. Manohar Lal while giving his reply on the last day of the Monsoon session of the State's Vidhan Sabha here today.
The Chief Minister said that mutation of the Shamlat Deh was done in the names of private people and if the Government will not take action against such private people then they will continue to sell the said land multiple times. Hence it has become necessary to take timely note of this issue before it becomes an unmanageable issue.
He said that the ownership of the land adjoining the river bank keeps changing as the river changes its course from time to time. Therefore it becomes the utmost duty of the State Government to ensure that the ownership rights are given to the actual owners of such land. For this, the government will soon introduce a new act so that people get the ownership of their land, said Sh. Manohar Lal.
Government to seek public opinion before changing the status of Panchayat as Municipal body or vice verse
The Chief Minister said that from now onwards public opinion will be sought before changing the status of the Panchayat as Civic body. No Panchayat shall be included or excluded from any Civic Body without public opinion.
He said that a decision would be taken after the report submitted by Deputy Commissioner on the issue of Bass in Hisar district, Hansawas in Badhra district and Adampur etc.
Government will open 500 Model Sanskriti schools
Sh. Manohar Lal said that admission process in schools other than Model Sanskriti schools will continue as earlier. However, the State Government has fixed a target of opening 500 Model Sanskriti Schools across the State, of which 138 have been already opened.
Education is being imparted in these schools through English medium. In these schools, free education is being imparted to the children of families having an annual income of upto 1.80 lakh. While nominal fee is being charged from the students belonging to families above this income group, said Sh. Manohar Lal.
The Chief Minister said that some people wish to get their children enrolled in private schools, fulfilling the same, the State Government has implemented 'Cheerag' scheme.
Under this scheme, the government will give Rs 700 to private schools for children studying in the classes from I to V, while an amount of Rs. 900 and Rs. 1100 will be paid for the students studying in classes VI to VII and IX to XII respectively. So far around 300 schools have given their consent under this scheme and 2700 children have enrolled, informed Sh. Manohar Lal.
The Chief Minister said that the government is doing rationalization of teachers in schools. We are working constantly to bring reforms in the system. The government is taking dedicated steps to help poor children. In the future, more reforms will be brought in the education sector, said Sh. Manohar Lal.
No change in Bhagat Phool Singh University's regional Centre in Lula Ahir
The Chief Minister said that on the demand of the MLA, an announcement was made to upgrade the Regional Center of Bhagat Phool Singh University at Lula Ahir to a college, but as the MLA today had again demanded not to make any changes in the status of this Centre, hence the announcement stands withdrawn.
Government to introduce a compensation scheme for the houses damaged due to flood and water-logging
The Chief Minister said that the State Government will soon be introducing a scheme to give compensation of the houses damaged due to flood and water-logging. Under this scheme, families having an annual income of upto Rs 1.80 lakh will get benefit.
He said that the compensation norms for damage caused due to fire have also been amended. Now irrespective of the reason for the fire incident, the disaster management department will assess the incident as per the amended norms and decide the compensation amount accordingly.
Target to improve 10 lakh acres of land
Sh. Manohar Lal said that the State Government has set a target to reclaim 10 lakh acres of waterlogged, saline and alkaline land. A dedicated portal for this has been launched, in which farmers’ contribution will also be ensured. So far, 20997 acres of land has been registered by the farmers on this portal. The government has first started the process of reclaiming of about 1 lakh acres of land.
Haryana government will give guaranteed jobs to Agniveers
The Chief Minister said that Agnipath is a very beneficial scheme. Under this scheme, the Central Government has made a provision to give 10 percent reservation to the Agniveers in paramilitary forces and Assam rifles. The Haryana government will also be giving guaranteed government jobs to these Agniveers. A policy in this regard will be framed immediately. Some private industrialists have also offered jobs to these Agniveers, informed Sh. Manohar Lal.
Government has developed ‘Vikas Nidhi Patt’ for allocation of funds for ULBs and Panchayat
The Chief Minister said that the State Government has a dedicated portal ‘Vikas Nidhi Patt’ for the allocation of funds for the Urban Local Bodies and Panchayats from the State Finance Commission and the Central Finance Commission.
On this portal, the ULBs and Panchayats will share the complete details of their income, stamp duty share and grants and funds disbursed by State and Central Finance Commissions. Through this portal easy analysis of the fund requirement for the ULBS and Panchayats would be done.
42 questions of the MLAs received, 35 accepted
The Chief Minister said that in the assembly session, a new practice was started in which MLAs were given a facility to send atleast three queries anytime every month even after the adjournment of the house. The issues sent by the MLAs are sent to the concerned department and the replies on the same are forwarded to the MLAs.
He further shared that so far 42 questions have been received, out of which 35 have been accepted and answers to 20 questions have been sent to the MLAs.
Haryana to celebrate the Har Ghar Tiranga campaign from 13 to 15 August
The Chief Minister said that yearlong programmes will be organized in the State under the Azadi ka Amrit Mahotsav to commemorate 75 years of India's independence. Besides this, the 'Har Ghar Tiranga' campaign will be celebrated across the country from August 13 to 15. In Haryana also, the tricolour will be hoisted at every house.
E-Vidhan Sabha system proved beneficial
Chief Minister said that a new e-Vidhan systen introduced in the State Assembly certainly proved beneficial. MLAs are learning this new system. At present, the Vidhan Sabha is being run through both online and offline modes but from the next assembly session, work will be done completely through the online National e-Vidhan Application (NEVA).
The timing of the Assembly has also been changed in this session. Earlier the sittings of the Assembly used to be from 10 am to 2 pm but this time the House has been conducting its sittings from 11 am to 6 pm. Hence MLAs have got 6 hours to raise their issues, said Sh. Manohar Lal.
He said that arrangements have also been made for the MLAs in the assembly premises, in which the MLAs can eat lunch by paying Rs 100.
Haryana players shined bright at Commonwealth games
The Chief Minister said that the players of the State have performed brilliantly in the Commonwealth Games. Out of the state’s contingent of 43 players, 29 players won medals and one player came fourth. A felicitation ceremony will be held on August 16 in Gurugram to honour these players.
The Chief Minister congratulated all the people of the state on the eve of Raksha Bandhan. He said that free transport facility will be provided to the women till 12 midnight.
