Chandigarh, September 1 – Haryana Cabinet which met under the Chairmanship of Chief Minister, Sh. Manohar Lal has accorded approval regarding amendment in the Haryana Enterprises Promotion Rules, 2016. In order to induct the Administrative Secretary of Excise & Taxation Department as a member of the Empowered Executive Committee (EEC) the amendment in Rule 4 (1) of the Haryana Enterprises Promotion Rules, 2016 was required.

The State Government enacted Haryana Enterprises Promotion Act, 2016, and corresponding rules, to create an ecosystem in which the Ease of Doing Business in the State matches and even exceeds the best global standards to reduce any sort of delay as well as the costs of doing business in the State. Haryana Enterprise Promotion Board (HEPB) has been constituted under Section-3 of the Haryana Enterprises Promotion Act, 2016 and Empowered Executive Committee (EEC) has been constituted under Section-4 of the said Act.

The Empowered Executive Committee (EEC) is headed by Principal Secretary to Chief Minister as Chairman, Administrative Secretary, Industries& Commerce Department as Member-cum-Chief Executive Officer.

Besides this, Administrative Secretary of Departments like Town & Country Planning, Environment, Forest, PWD (B&R), Finance, Public Health Engineering, Power, Urban Local Bodies, Labour, HSIIDC, Director General or Director Industries & Commerce Department are members of the committee.

The key role of the Empowered Executive Committee (EEC) is to examine the cases for incentives/special packages under the various schemes/policies of the Government and recommend the same to the Haryana Enterprise Promotion Board. The Empowered Executive Committee (EEC) further approves and recommends cases for a special package which also includes reimbursement of GST. Since, the Administrative Secretary of the Excise & Taxation Department is not a member of the Empowered Executive Committee (EEC) so the said amendment was required.
