Chandigarh, September 4- Haryana Chief Minister, Sh. Manohar Lal, while once again reiterating the state government’s commitment towards zero tolerance against corruption, today announced to constitute Quality Control Authority to ensure transparency and fix accountability in government projects.
This Authority will do a regular review of all the developmental projects and will also ensure to take required action against the officers concerned if any lapse is found on their part, said the Chief Minister while addressing the people after virtually inaugurating and laying foundation stones of various projects worth Rs. 2000 crore at the programme organized at Dr. Mangal Sen Auditorium in Karnal on Sunday.
The Chief Minister said that a termite named corruption has been hollowing the entire system from past many years, though many revolutionary changes have been brought by the present State Government to get rid of it. He said that with these revolutionary systemic changes the age-long corruption going in the transfer drive, nexus in the work of engineering construction, and connivance of contractors and government employees has been curbed to a great extent.
Engineering Works Portal started by the State Government has increased transparency in the allocation of government projects and now the tender for construction works is floated online. Through this, the contractors will be able to fill their quotations and they will not have to make frequent rounds to meet the officers concerned to get their work done, asserted the Chief Minister.
The Chief Minister also called upon the people of the state to cooperate in the zero tolerance against corruption campaign being run by the State Government.
“We will develop a single portal system in which the public will share information about the quality, corruption, mixing, or sub-standard construction of the projects with the government. After receiving such information, a preliminary examination will be done and strict action as per government rules will be ensured against those found guilty. Also if needed, then, reconstruction of such a project will also be considered, said Sh. Manohar Lal.
Inaugurates 174 projects of Education, Health, Irrigation, Road, Transport and Infrastructure Development
Ensuring equitable development of the state thereby taking Haryana swiftly on the development track, the Chief Minister today inaugurated and laid the foundation stone of as many as 174 projects of Education, Health, Irrigation, Road, Transport and Infrastructure Development, costing more than Rs 2000 crore.
During this, programmes were also organized in the districts in which Deputy Chief Minister, Ministers and MPs and MLAs remained present.
Terming the programme as historic, Sh. Manohar Lal said that while reiterating the state government’s ‘Sabka Saath, Sabka Vikas’ commitment we have not only ensured equitable development in the state but are also ensuring to swiftly take Haryana on the development track.
He said that the development works are not restricted to one area, region or constituency rather the government is committed to ensuring holistic development of the entire State.
“Infrastructure plays a catalytic role in overall growth and development of the Country as well as State. While realizing the same we have also laid emphasis on expanding investment in infrastructure to not only further strengthen the economic condition of the State but also to attract more investment and provide ample employment opportunities to the state youth. The state government has continuously increased the budget allocated for infrastructure and as compared to previous years, this time a record allocation of 34.4 percent has been allocated for strengthening the infrastructure,” added Sh. Manohar Lal.
Pragati Rallies organized in 10 districts
The Chief Minister said that Pragati Rallies have been organized in 10 districts of the State and in the future also, development works will be carried out by organizing more such rallies in other districts. He said that a target has been set to open 500 new Model Sanskriti Schools to provide quality education. Through functional household tap connection, clean drinking water is ensured in every house and dedicated efforts are being made to fulfill the water requirement, said the Chief Minister.
“24 hours electricity is being provided to 5700 villages of the state and in the coming time, Haryana will become the first state to provide 100 percent round-the-clock power to the villages,” said Sh. Manohar Lal.
Dedicates, lays foundation stones of projects worth Rs.2000 crore
Among the projects that the Chief Minister inaugurated and laid the foundation stone includes 9 projects worth Rs 128 crore of the Revenue Department, 6 projects worth Rs 22 crore of Haryana School Shiksha Pariyojna Parishad (HSSPP), 7 projects costing Rs. 28 crore of Education Department and 2 projects each of Higher Education Technical Education Department worth Rs. 9 and Rs. 8 crores respectively.
While 37 projects costing Rs. 375 crore of HVPNL, DHBVN and UHBVN, 19 projects costing Rs. 439 crore of PWD (B&R) Department, 2 projects costing Rs. 146 crore of Haryana State Roads and Bridges Development Corporation Ltd., 5 projects worth Rs 101 crores of Public Health Engineering Department, 22 projects worth Rs 168 crores of Irrigation Department, 15 projects worth Rs 291 crores of Health Department.
The list also includes 6 projects of the Skill Development and Industrial Training Department, 1 project each of the Medical Education and Research Department and Development and Panchayat Department, 4 projects of Development and Panchayat (Panchayati Raj), 1 project of the Archeology and Museum Department, 2 projects of Transport Department, 2 projects each of Urban Local Bodies and HSIIDC, 1 each of HSVP and Agriculture Department and three projects of Haryana State Agricultural Marketing Board and Mewat Development Authority (MDA). 11 projects of Karnal Smart City Limited costing 197 crores are included.
Inaugurates and lays the foundation stone of various projects related to Education, Health, Irrigation, Road, Transport and Infrastructure Development
Among the projects that the Chief Minister inaugurated and laid the foundation stone the list of major projects includes foundation stone of the new Secretariat building to be constructed by the Revenue Department in Charkhi Dadri district, foundation stone of a 200-bedded civil hospital to be built by the Health Department at a cost of Rs 234 crore in Sector-9, Fatehabad, inauguration of a new bus stand of cost Rs 20 crore, constructed by the Transport Department in Fatehabad, laying the foundation stone of four sub-stations of Dakshin Haryana Bijli Vitran Nigam in Hisar, inauguration of the new building of ICU/HDU, first floor and trauma centre costing about Rs.3 crore, constructed by the Health Department at Civil Hospital in Bahadurgarh, inauguration of Primary Health Centers constructed at the cost of Rs 115 crore by the Health Department at Sinsar, Karmagarh, Karsindhu and Ramrai in Jind district, inauguration of the Administrative Block (SDM Office) constructed at the cost of Rs. 10 crore by the Revenue Department at SDO Civil Complex at Safidon and inauguration of the SDO Civil Complex, constructed at the cost of Rs 17 crore by the Revenue Department at Kalayat.
The Chief Minister also laid the foundation stone of an indoor sports complex to be built at a cost of Rs 37 crore by Karnal Smart City Limited, inauguration of the HL Bridge over the Markanda River and the new school building at village Bir Mathana in Ladwa Assembly Constituency, inauguration of the Primary Health Centre at Malra Bass village with residential facility at Mahendragarh, inauguration of Government ITIs at Satnali and Sehlang, laying of foundation of a new bypass road (NH-248A) from Gurugram-Alwar to HNPP road (MDR-132) at Nuh by PWD (B&R) at a cost of around Rs.7 crore, inauguration of ANM Training School and Hostel constructed at a cost of Rs.6 crore at CHC Punhana, inauguration of Primary Health Centre (PHC) constructed by the Health Department at Utawad, Kalsada and Chainsa in Palwal, laying of the foundation stone of 220 KV AIS substation Harfali to be constructed at a cost of Rs 47 crore, inauguration of the UHBVN Head Office building in Panchkula and the link road from Thandog To Dhar School in Morni, Panchkula, inauguration of 33 KV sub-stations of UHBVN at 8 locations in Panipat, inauguration of canal based water supply scheme costing Rs 66 crore of Public Health Engineering Department in Rewari, laying of the foundation stone of a community based solar/grid powered integrated micro irrigation infrastructure project costing Rs. 23 crore at 10 MLD existing STP in Rohtak.
The Chief Minister also inaugurated the newly constructed ITI building at village Juan in Sonipat, PWD Rest House at Chhapar in Yamunanagar, Bus Stand at Saraswati Nagar in Jagadhri and ITI at Nachraun.
Notably, this is not the first time that the Chief Minister has gifted such a long list of development projects to the people of the State, as even before today, many such inaugurations and foundation stone programmes have been organized virtually in the state, in which projects worth rupees crores were dedicated to the people of the state.
The vision of the Chief Minister behind organizing such programmes is to carry out maximum development works in the shortest possible duration while taking forward the state government’s good governance resolve. Besides this, organizing such programmes saves time as well as cuts down the expenditure spent on organizing such programmes. The virtual mode also saves time of the Administrative wing, who many times have to leave their important assignments to accompany the Chief Minister if the programmes are held offline.
