Chandigarh, September 14 – Haryana Chief Minister, Sh. Manohar Lal said that the Aadhaar card and Parivar Pehchan Patra have emerged as vital documents so as to ensure the reach of the benefits of public welfare schemes and services  of the Central and State Governments at the grassroot levels.

Both Aadhaar and PPP have brought much-needed transparency to the system by not only identifying actual beneficiaries but also identified the ineligible ones, said Sh. Manohar Lal while addressing the Haryana State Workshop on Recent Initiatives for Simplifying and enhancing Aadhaar usage organized here today. The workshop was organized by the Unique Identification Authority of India (UIDAI) Regional Office, Chandigarh.

The Chief Minister said that the state government has taken several pivotal initiatives for digitization, which has also been appreciated by the Central government from time to time.

“In such a big country like India, 134 crore people were linked with one Aadhaar system, this is a big achievement in itself. I don’t think any other country has such a big digitalized database system,” said Sh. Manohar Lal.

He said that the Aadhaar has become an important document today, however, since technology is constantly changing therefore to keep up with this change updating Aadhaar with the latest also becomes important.

“Today, there is a great need to introduce face and voice recognition Aadhaar system along with biometrics. Mobile can also become a useful tool for face recognition. There is a need to work swiftly in this direction,” said Sh. Manohar Lal.

PPP launched to identify of actual needy families

The Chief Minister said that aadhaar has become important for revealing the identity of a person. However, in India, we have a culture of considering the person and family as one unit. Taking this a step forward, the flagship scheme of Parivar Pehchan Patra was launched in the year 2015 for the identification of actual needy families in the State, asserted the Chief Minister.

PPP proved instrumental in catching 37 lakh Ghost transactions

The Chief Minister said that the reach of benefits of government schemes and services are being ensured through PPP. Today, the benefits of about 150 schemes and services are being given through PPP. This has led to the identification of as many as 37 lakh ‘Ghost Transactions,’ thereby saving about Rs 1200 crore of the State Treasury, informed Sh. Manohar Lal.

He said that marriage registration has also been linked with PPP. Apart from this, the birth and death data are also linked to the PPP so that the real time data can be collected.

He said that ration cards, old age pensions, caste certificates, birth certificates and income certificates are also being made through PPP. He said that the aim of the state government is to ensure the reach of the benefits of welfare schemes to eligible persons.

The Chief Minister said that the State Government has also revised the income limit of BPL. Earlier this income limit was up to Rs 1.20 lakh, which has now been increased to Rs 1.80 lakh, so as to ensure that a maximum number of families get the benefits of the schemes.

More than 32,000 persons got employment under MMAPUY

Sh. Manohar Lal said that under PPP, families having an income of less than Rs 1 lakh, were identified and Mukhyamantri Antyodaya Parivar Utthan Yojana (MMAPUY) was launched to economically uplift them. Under this scheme, these families were guided about various schemes by organizing Antyodaya Gram Utthan Melas and more than 32,000 persons were provided employment.

Similarly, the Mukhyamantri Parivar Samridhi Yojana is also being run by the state government, under which an annual financial aid of Rs.6000 is being given to families having income less than Rs. 1.80 lakh. Out of this amount, premiums for various schemes run by the Central Government are being paid. The state government is paying the premium of about 27-28 lakh families, said the Chief Minister.

The focus will be on enhancing the contribution of the Aadhaar system in realizing the Ease of Living vision over the next 10 years - CEO, UIDAI

Earlier, speaking on the occasion, Dr. Saurabh Garg, CEO, UIDAI said that Aadhaar is the result of 10 years of hard work done by the UIDAI. Today, every person above the age group of 18 years has an Aadhar card. We are also emphasizing on Aadhar registration of children of 0-5 years. Our focus will be on enhancing the contribution of the Aadhaar system in realizing the Ease of Living vision of Prime Minister, Sh. Narendra Modi over the next 10 years, added Saurabh Garg.

Haryana is the first state in the country to introduce Aadhaar Linked Birth Registration System

Additional Chief Secretary, Information Technology, Electronics and Communications Department, Sh. Anand Mohan Sharan said that Haryana worked at a rapid pace to implement the Aadhaar system. Haryana was the first state in the country to introduce the Aadhaar link birth registration system. Apart from this, the State Government has taken several IT initiatives under the leadership of Chief Minister, Sh. Manohar Lal, said Sh. Anand Mohan.

The Chief Minister called upon the officers of the Central and State Governments to take a pledge to promote and simplify the use of Aadhaar in the state and the country and to make the public aware of availing the benefits of welfare schemes while using  IT.
