Chandigarh, November 25 - Haryana Chief Minister, Sh. Manohar Lal said that radical changes have been brought to give a new identity to Haryana as compared to what it was before 2014.

During the tenure of the present state government, more than one lakh regular government jobs have been given with complete transparency and on a merit basis only, ending the age-old Parchi Kharchi system. During previous government regimes, Leaders used to send the list of their dear ones' to HSSC and HPSC for unfair selections, said Sh. Manohar Lal while addressing Kala Shiksha Sahayak, who have joined their services after getting job opportunity through Haryana Kaushal Rozgar Nigam, in a programme organized at Dr. Mangalsen Auditorium in Karnal on Friday.

He said that Nigam was set up to end the economic exploitation of the youth.  This is a significant step towards ending the recruitment done through contractual system, said the Chief Minister.  

He said that till now the data of more than 90,000  employees have been ported into the Nigam.  These employees were engaged through outsourcing agencies in various departments, boards, and corporations said Sh. Manohar Lal. 

 He informed that two days back, through the Nigam, appointment letters have been given to 2075 TGT and PGT teachers with just one click.

The Chief Minister said that the Congress has played with the future of 9870 JBT teachers by not giving them jobs. 

"Securing their futures, we have given employment to  9670 teachers and the remaining 200 will also be given the same in the next two-three days," said Sh. Manohar Lal. 

 He said that for the recruitment of Group C and D posts, the process of holding interviews has been completely ended and provision has been made for the written examination. 

"Now for  Group C and D posts, recruitments are being done by conducting a written examination of 90 marks. While maximum 10 marks have been fixed for experience and socio-economic parameters," informed Sh. Manohar Lal. 

The Chief Minister informed that complete transparency is being ensured in police recruitment.  The candidate having no family member in government job will also get 5 marks extra, so that even poor family can get the benefit of a government job, he added. 

Sh. Manohar Lal said that for the bright future of the youth, arrangements have also been made by the state government to provide skill training to employ them abroad as well.  Under this scheme, a target has been set to send 1 lakh youth abroad in a year.  

He said that the government will encourage youths who want to set up their business and will also provide employment opportunities in private industrial units.

 The Chief Minister said that the Common Eligibility Test has recently been conducted by the state government for the recruitment of Group C post, in which about 11 lakh youths had applied, out of which about 6.5 lakh youths appeared in the examination.  The validity of CET will remain for the next three years.

He said that the CET test will be conducted by the government every year and those children who want to improve in it can also apply.  He said that soon Common Eligibility Test will be taken for Group D also.  

Sh. Manohar Lal informed that the number of Vigilance employees has been increased 7 times to prevent corruption.  Apart from this, the power of CM Flying has also increased and the culprits are being put behind bars.

State President, Bharatiya Mazdoor Sangh, Sh.  Ashok Kumar said that Sh.  Manohar Lal is the first Chief Minister who listens to people from every section of society and resolve thier problems.

By setting up HKRNL, the Chief Minister ended the age-old system of outsourcing recruitment and made the Nigam rates applicable in state.
